on May 23rd, 1979 at 9:30 a.m. in the Bell
Building Committee Room.

Mr. Ron Armstrong appeared before Council on behalf
of Mr. Tomina. He asked that Council continue the
support of Mr. Tomina's subdivision application #
SA-1-5~1 as per item 7 of the Planning Advisory
Committee Report dated June 7th, 1977.
Mr. Spencer appeared before Council to advise of a
proposed land assembly at Queen Street and Queen
Avenue, Bowmanville for the purpose of building
Senior Citizen's accommodation and possible Town
Hou ing.

regarding contingency plans relative to nuclear generating
stations be received and that Mr. Cureatz be advised
that Council is not happy with the situation and
would like him to look further into this matter
and,after conferring with the appropriate authorities,
report back to Council, particularly with regard to
medical services.

BE IT RESOLVED THAT the following letter be forwarded
to, Minister of Housing:
Subject: Ministry of Housing Subdivision and Condominium
Delegation
Dear Sir:
.
The Town of Newcastle in the Regional Municipality of
Durham wishes to express their concern over the
proposed delegation of authority of the Ministry of
Housing to this Region with respect to referred matters.
The Town feels very strongly that this delegation of
authority not be processed at this time. This delegation
of authority would be detrimental to the structure of
this particular Regional Government in that this
Region will become divided.
Very recently (May 16th, 1979) the Council of the
Region of Durham did not concur with the Town of
Newcastle's request for the Region to consent to
an Official Plan modification to allow a retirement
mobile home park in the Town. The Newcastle Town
Council since the formation of Regional Government
has and still do endorse this particular project.
Our request that the region support our position
on this project and in so doing consent to a modification
was refused.
.
The relevance of this matter to the subject of this
letter is that the Town Council fears that without
the Ministry of Housing as the authority in the
Subdivision and Condominium process the Town of
Newcastle will be left in a position where they are
at the mercy of the whims of the Region. The Region
presently chooses to ignore the Town decision and there
is no evidence that this will change in the future.

As a result the Town of Newcastle states that it is not in
favour of any further delegation of authority to the
Regional Municipality of Durham and would ask that before
any such decision is made that the Town will have an
opportunity to express it's views more fully at a meeting
with your representatives and Town Council.
We are sure you can appreciate the situation that we have
been placed in that has necessitated us making such a very
rare request.

WHEREAS, the Town of Newcastle has repeatedly requested
modification of the Regional Official Plan to accommodate the
proposal of Ridge Pine Park Limited;
AND WHEREAS the Town of Newcastle believes that the basic
land use for the area should be determined before undertaking
the substantial expenses involved in implementing the Regional
Resolution regarding this matter of May 16th, 1979 i.e. to
refer this matter back to the Town and to Ridge Pine Park
Limited for a proper application for an amendment to the Durham
Regional Official Plan, and also with the request that the
Official Plan Amendment and appropriate Zoning By-law
Amendment application, if necessary, be considered simultaneously.
THEREFORE be it resolved that the Town of Newcastle again request the
Region to modify its Official Plan to accommodate the Ridge Pine
Park proposal.
