Ewert re By-Law 79-7 Dr. Madgwick & Mr. Clifton re Tyrone TOWN OF NEWCASTLE January 29th, 1979 Minutes of a regular meeting of Council held on January 29th, 1979 at 7:00 p.m. in the Bowmanville Council Chambers. Present were: Mayor Garnet B. Rickard Councillor Keith Barr Councillor William Clarke Councillor Ann Cowman Councillor Ivan M. Hobbs Councillor Jasper W. THAT the minutes of the Council Meeting held on January 15th, 1979, be adopted as read. "CARRIED" Resolution #C-83-79 Moved by Councillor Hobbs, seconded by Councillor Cowman. THAT the letter from Mr. Irwin A. Hamilton regarding the Bowmanville Library Parking Lot be received for information. "CARRIED" Mr. Doug Roy of D.R. Agencies appeared before Council regardin his proposed Subdivision Number l8T 77002. Mr. Charles Ewert appeared before Council regarding By-Law Number 79-7 (Papanikolopoulos). Resolution #C-84-79 Moved by Councillor Hobbs, seconded by Councillor Cowman. THAT the rules of procedure be suspended to hear Dr. Madgwick and Mr. Terry Clifton. "CARRIED" . . . Council Minutes Town Clerk's Designation of Correspondence Petition re Closing of Walkway at Sunset Road - 2 - January 29th, 1979 Dr. Madgwick spoke to Council regarding the above Plan of Subdivision of D.R. Agencies and asked that it be delayed to allow Mr. Roy and himself to met to discuss what might be better for the area and the Community as a "'*e. tll'HOt..6... Mr. Terry Clifton addressed Council regarding the contract to construct an extension to the Tyrone Hall and he also spoke on the desirability of approving a District Plan for Tyrone prior to approving any Plan of Subdivision. The Northumberland and Newcastle Board of Education dated January 12th, 1979 regarding Appointment of Mr. Gary Milovick to the TolVll of Newcastle Public Library Board, be received for information. 3. Ganaraska Region Conservation Authority re Minutes of Meetings Held on December 13th and 27th, 1978, be received for information. 4. The Regional Municipality of Durham - Clerk's Department dated January 17th, 1979 regarding by-law to regulate the receiving, dumping and disposing of waste, be received for information. 5. The Corporation of the City of Oshawa re Rezoning By-Law Number 6-79, be received for information. 6. Toronto Area Industrial Development Board dated January 17, 1979 regarding 50th Annual Meeting to be held January 30th, be received for information. 7. Rural Ontario Municipal Association dated January 15th, 1979 regarding Amendment to the Constitution of ROMA to be presented at the Annual Conference on February 5th, 1979, be received for information. 8. Ministry of Energy dated January 5th, 1979 regarding Ways to Increase Energy Conservation in Ontario Municipalities, be received for information. Council Minutes Canadian Diabetic Association re National Appeal Month Whitby Jaycees re Winter Carni val Planning & Development Committee Report - 3 - January 29th, 1979 Resolution #C-87-79 Moved by Councillor Hobbs, seconded by Councillor Cowman. THAT the letter dated January 13th, 1979 from the Canadian Diabetic Association and the Town Manager's Report thereon be tabled to Finance and Administration Committee for consideration during Budget discussions. THAT the letter dated January 20th, 1979 from the Whitby Jaycees regarding Winter Carnival be dealt with at this time. "CARRIED" Resolution #C-89-79 Moved by Councillor Hobbs, seconded by Councillor HOlliday. THAT the letter from the Whitby Jaycess be received and Council discuss informally as to whether there would be enough participation from Council for the event. THAT the Planning and Development Committee Chairman's Report of meeting held on January 22nd, 1979, be adopted except for Items 1, 2, 6, 10 and 11. "CARRIED" Resolution #C-9l-79 Moved by Councillor Prout, seconded by Councillor Clarke. THAT Item Number 1 of the foregoing Report be adopted. . . . THAT Item Number I be referred to the Hamlet Planning process of Tyrone and not circulated until after the general assent of the people noted. THAT the Town Manager's Report dated January 16th, 1979 regarding the C.N. Station in Bowmanville be approved. THAT the report be amended by further requesting C.N. to provide internal furnishings, ticket booth and other relevant artifracts. THAT leave be granted to introduce By-Law No. 79-4 being a by-law to stop up and close and authorize the conveyance of part of the road allowance being composed of Block A, Plan 667 of the former Town of Bowmanville, now in the Town of Newcastle, in the Regional Municipality of Durham, and that the said by-law be now read a first time. "CARRIED" Note: Mr. Tennant of 29 Sunset Road, one of the abutting owners, appeared before Council in support of the closing of the walkway. THAT leave be granted to introduce By-Law No. 79-5 being a by-law to stop up and close and authorize the conveyance of part of the original road allowance between Lot 1 in the Sixth Concession and Lot 1 in the Seventh Concession of the Geographic Township of Clarke, formerly in the County of Durham, now in the Town of Newcastle, in the Regional Municipality of Durham, and that the said by-law be now read a first time. THAT leave be granted to introduce By-Law No. 79-6 being a by-law to amend By-Law No. 77-33, being a by-law to designate an area in the Bowmanville Central Business District as an Improvement Area and to establish a Board of Management for the Bowmanville Central Business Improvement Area, and that the said by-law be now read a first time.
