THAT the minutes of the Council Meeting held on December 18th, 1978 be adopted as read. "CARRIED" It was noted that Councillor Cowman seconded Resolution #C-78-l585 rather than Councillor Prout. Resolution #C-79-2 Moved by Councillor Clarke, seconded by Councillor Barr. THAT the minutes of the Council Meeting held on December 19th, 1978 be adopted as read. "CARRIED" It was noted that Resolution #C-78-l6l7 on Page 13 was duplicated and renumbered #C-78-l6l7(a). Mr. George West appeared as a delegation before COWlcil and requested permission to question the Director of Planning and Development with regard to statements which had appeared in the Oshawa Times in December, 1978. Mr. West was given permission to pose his questions to Mr. Kristof through the Chair. ~ . . . Council Minutes Delegations Time Limit Committee of the Whole Tyrone Community Hall Extension - 2 - January 15th, 1979 Resolution #C-79-3 Moved by Councillor Hobbs, seconded by Councillor Clarke. THAT the rules dealing with time limit for delegations be suspended. "CARRIED" Resolution #C-79-4 Moved by Councillor Holliday, seconded by Councillor Hobbs. THAT the meeting be in Committee of the Whole to deal with delegations. "CARRIED" Mr. West proc<!eded to pose question> to Mr. Kristof which were answered and also there were several questions and comments by Members of Council. Mayor Rickard thanked Mr. West and congratulated him on his presentation. Resolution #C-79-5 Moved by Councillor Hobbs, seconded by Councillor Cowman. THAT Mr. B. Heming be heard regarding extension of Tyrone Community Hall. "CARRIED" Mr. Heming requested the approval of Council for an addition to the Tyrone Building and for interim financing by the Town. Resolution #C-79-6 Moved by Councillor Holliday, seconded by Councillor Hobbs. THAT the extension to the Tyrone Community Hall be approved in the amount of $43,945.00 and the Town approve interim financing in the amount of $21,972.50; AND FURTHER it be conditional that all approvals from regulatory bodies be confirmed in writing regarding financing design, etc., and including bid, evaluation, insurance coverage satisfactory to the Town Manager, etc., and that the Mayor and Clerk be authorized to sign contract with Krayco Carpentry Service. THAT the Finance and Administration Committee Chairman's Report of meeting held on January 8th, 1979, be adopted except for Items 1, 3, 6 and 8. THAT the final words in Item 1 of the foregoing Report be amended to read when "requested" instead of "necessary". Wells, Minister of Intergovernmental Affairs regarding 1979 Provincial Transfers to Local Governments be received for information. THAT the foregoing Resolution be amended to provide that the first paragraph on Page 11 of the correspondence be referred to the Treasurer for a Report to the meeting called for on January 29th, 1979 and representatives of the Department of Intergovernmental Affairs be invited to attend a meeting to explain the implications of the Minister's statement and also other matters of interest and how they will effect this municipality. COilllcil Minutes Durham Region Lung Association Oshawa & District Labor COilllcil re "Topless Bars" R.O.M.A. Conference - 10 - January 15th, 1979 Resolution #C-79-45 Moved by Councillor Hobbs, seconded by COilllcillor Prout. THAT the request of the Durham Region Lilllg Association as contained in their letter of January 10th, 1979 regarding "No Smoking" be rejected and that they be advised that the reason is that the Newcastle COilllcil has never allowed smoking at Council Meetings and this also applied to Bowmanville Council and in this respect it would appear that this Council is a little ahead of its time. THAT the Report of the Town Manager regarding communication from the Oshawa and District Labor Council be concurred with. THAT the Town Manager's Report be amended by deleting the words after Council and substituting the words "that we adopt the Resolution passed by the Oshawa Labour Council and that the Town of Newcastle not allow this type of enterprise. to operate in the Town of Newcastle".
