I was somewhat surprised to read in this report that the Regional Planning Department had hosted a series of meetings with representatives of municipalities, which did not include the Town of Newcastle. (1) 68 °WRHAM Planning Department Commissioner's Report to Planning Committee Report No. 81-248 Date: November 3, 1981 awn SUBJECT PROGRESS REPORT ON GO TRANSIT TRAIN SERVICE EXTENSION TO AJAX, WHITBY AND OSHAWA RECOMMENDATION THAT Commissioner's Report No. 81-248 be received for information. REPORT 01 tom.;' L Ll 1] This report is prepared to bring Committee and Council up-to-date with the investigation undertaken by the Ministry of Transportation and Communications (M.T.C.) and GO Transit to extend the GO Train service to Oshawa. A technical committee consisting of Ministry of Transportation and Communications, GO Transit and Durham Regional staffs has been established to assess the following aspects of the service extension: I. Rail infrastructure requirements 2. Ridership forecasts 3. Station locations and road improvements Canadian National (C.N.) is undertaking a study for the Ministry of, Transportation and Communications of the rail infrastructure requirements for a three or five train a.m. and p.m. peak hour level of service. A third main line track is required for this level of service and C.N. reports that the new rails should be located north of the existing tracks. The C.N. study is scheduled for completion in December 1981. GO Train ridership forecasts have been generated by the Region and presented to Planning Commmittee in January of- this year, (Commissioner's Report No. 81-35). A more detailed analysis is to be undertaken by the Ministry with the assistance of Region of Durham staff to forecast the transportation requirements of the potential station sites. 4 The Regional Planning Department hosted a series of meetings with staff of ¢M.T and with staff of the affected area municipalities regarding 7U0gj$'�K,4equired road improvements. Planning, l uP blic Works and Transit staff of Ajax, Whitby and Oshawa provided Ministry of I Transportation and Communications staff with cursory comments on potential problems and benefits of a number of station locations being considered in each area municipality. Further meetings will occur with staff of the affected area municipalities when the above transportation forecasts are completed. It was requested by Regional staff and agreed by Provincial staff that before the station locations are selected, Ministry and GO Transit staff will make presentations to and seek the input of the Regional Planning Committee and the Councils of the affected area municipplities. 682 Commissioner's Report No. 81-248 Page 2 It is expected that analysis by Ministry of Transportation and Communications will be completed by year end and that a decision concerning the extension of GO train service to Ajax, Whitby and Oshawa will be made in late 1981 or early 1982.
