SUBJECT: ADDRESS BY THE HONOURABLE JAMES SNOW, MINISTER OF
TRANSPORTATION AND COMMUNICATIONS AT THE ONTARIO GOOD
ROADS ASSOCIATION ANNUAL CONVENTION
On Tuesday, February 23rd, 1982, the Honourable James Snow
addressed the Annual Convention of the Ontario Good Roads Association.
He reviewed the effect that the Federal Government's approach to less
funding for the Provinces would have on the municipalities because the
Provinces would be forced to cut back payments. For example, if the
Federal Government proceeds in its course of cutting back on funding
for education and mecical services, the Provinces will have to pick
up the slack.
The convention supported the Roads and Transportation
Committee report for the continuation of conditional grants for road
purposes and the Minister supported this action.
The Province is moving toward a higher level of equity
In the allocation of road and bridge grants. Roads designated as
development roads at enriched subsidy rates of up to 100 percent,
are being phased out 1983.
The Minister indicated that he realized that budgets at
local levels may not meet expectations, but neither did the Provincial
Highway budget, nor the monies available for transfer payments.
In 1981 there was 419 million dollars available for subsidies, and in
1982, there will be 446 million dollars, an increase of 6.4 percent.
Funds available for supplementaries this year are smaller and more
difficult to provide than before.

in the program and question period that followed.
