REPORT TO COUNCIL MEETING OF MAY 9TH, 1983

SUBJECT: Position of Chief Administrative Officer
RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and
2. That Council proceed immediately to fill the
position of Chief Administrative Officer for
the Town of Newcastle; and
3. That Council follow the procedure as
outlined in the memorandum from D. N. Smith
to myself dated May 5th, 1983.
BACKGROUND:
Following discussions between myself and Don
Smith with respect to conducting a search for a person to
fill the position of Chief Administrative Officer, Mr.
Smith has outlined a suggested procedure to follow in the
memorandum attached hereto.

SUBJECT: Job Search - C.A.O.

Further to our conversation, I think the following procedure
for conducting the job search would be appropriate:
1. Advise senior staff that the position will be advertised
internally and externally in J"jand dul (suggested ad
attached) and invite them to apply if thw 'have any
interest.
2. Prepare.,after discussion with Council, an outline of
the qualifications of the job and review for content,
vis-a-vis, the Ontario Human Rights Code.
3. Prepare information packages for the applicants with
copies of By -Law 77-77, the job qualifications outline
and the non-union benefits policy and information about
the Town; ie. do a little promotion.
4. Strike a Committee of Council to review the applications
and to prepare a short list of candidates (no more than
six). Don't interview them all in the one day and
prepare the questions in advance. Again, review those
questions for appropriateness, ie. the Ontario Human
Rights Code. Interviewing should be done by all of
Council.
5. Advise the applicants that you wish to hire as of
September 6th, 1983. Therefore, an offer should be
made before the end of to allow for proper
notice. joL /
6. Consider asking me or David Sims to participate in the
interviewing and the selection.

THE CORPORATION OF THE TONN OF NEWCASTLE
CHIEF ADMINISTRATIVE OFFICER
The Corporation of the Town of Newcastle, in the Regional
Municipality of Durham, wishes to hire a Chief Administrative Officer
to administer the affairs of the Town in accordance with the
objectives and policies of Town Council.
The Town of Newcastle has a full-time staff of
approximately one hundred persons in six Departments, including
Public Works, Planning, Community Services, Fire, Treasury and
Clerk's. The Town has a population of approximately 31,700
persons and covers an area of more than 200 square miles. The
municipal portion of the annual budget in 1983 will be in excess
of Nine Million Dollars.

qualifications are available on request.
The 1983 salary range is $41,545.00 to $46,984. This
is a contract position.
Detailed resumes should be submitted in confidence
to the Office of the Mayor, 40 Temperance Street, Bowmanville,
Ontario L1C 3A6, before Jv# 22nd, 1983.
