RICKARD, MAYOR RECOMMENDATIONS: ;2. ilP1e('5A) TELEPHONE 623-3379 It is hereby respectfully recommended that the General Purpose and Administration Committee recommend to the Council the following: 1. That this report be received; and 2. That Council approve of the Town of Newcastle Council appointing three (3) persons to the Memorial Hospital Board; and 3. That Council approve of the Council of the Regional Municipality of Durham appointing one (1) person from the Town of Newcastle to the Memorial Hospital Board; and 4. That this approval become effective on the amendment of the by-laws of the Memorial Hospital. ------------------------------------------------------------------------------ BACKGROUND AND COMMENT: Attached hereto is a copy of a letter dated April 9th, 1984 from Mr. H. Locke, Chairman of the Board of Directors of Memorial Hospital, the contents of which letter are self-explanatory. Also attached hereto is a photocopy of a resolution, No. 93, which was passed by the Council of the Regional Municipality of Durham on February 15th, 1984. Respectfully submitted GARNET B. (2) �`'" Office of the Administrator 'as.: x,, J APR a MEMORIAL HOSPITAL - BOWMANVILLE 47 LIBERTY STREET SOUTH, BOWMANVILLE, ONTARIO LIC 2N4 TELEPHONE 418.823.3331 April 9, 1984 Mayor Garnet Rickard Town of Newcastle 40 Temperance Street Bowmanville, Ontario Dear Mayor Rickard: As you are aware, the Memorial Hospital, Bowmanville has been asked through Regional Council to consider the appropriateness of providing for a Regional Council appointment to the Board of Directors. On this subject, the Hospital's Executive Director and myself met with you in your office on April 3rd to discuss a proposal that would accomplish this end and maintain the Board's membership number at the present level -- a level at which authorities on the subject recommend as ideal. The purpose of this communication, therefore, is to summarize our agreed proposal so you may be in a position to obtain local Council support. By having a Regional representative on the Board, it would in fact ensure Regional repres- entation on all of the Boards of Trustees in the Durham Regional Hospitals. At the present time, the Hospital By-laws provide for the recommendation from local Council to have four representatives on the Board of Directors. This By-law was originated many years prior to the advent of Regional Government and was written in a manner to allow each of the Town of Bowmanville, the Village of Newcastle, the Township of Clarke, and the Township of Darlington to have representation. Since Regional Government, that local system has ceased to have local government status and therefore places that section of the Hospital By-laws in an anachronistic position. Our proposal, therefore, is to ammend Section 3(2) of the By-laws in a manner that would provide for local Council to make recommendation for three representatives -- one being from each of the local wards. A fourth representative would then be made by the Regional Council, hence retaining a total of a sixteen member Board and having still in place four representatives from the area Councils. You will recall in our discussion this process could begin as early as this year's Annual \ /2 FULLY ACCREDITED BY THE CANADIAN COUNCIL ON HOSPITAL ACCREDITATION Mayor Garnet Rickard Meeting of the Hospital Corporation (June 184) whereat the necessary By-law change could be put through. By-law amendments must be approved by the Minister of Health and therefore may take a further two months. However, in the interim, Regional Council could be in a position to obtain a potential representative of their choice, the mechanics of which in light of the present annual appointments from local Council, could be worked out over the year. An early reply on this subject at this time of year would be required as there are certain protocol that must be followed in order to provide for By-law amendments. Should you or any member of Council have any questions or need for clarifica- tion on any aspect of this proposal, either I or the Executive Director of the Hospital would be most eager to provide answers. CARRIED MOVED by Councillor Rickard, SECONDED by Councillor Hubbard, (93) "THAT the Board of Directors of Bowmanville Memorial Hospital be requested to amend their by-laws to provide for a member of the Board to be appointed by the Council of the Regional Municipality of Durham." CARRIED BY-LAWS By-laws Requiring Three Readings 14-84 A by-law to authorize the execution of a subdivision agreement dated the 31st day of January, 1984 between K.S.W. Developments Incorporated, the owners of lands and premises described as being Part of Lot 29, Concession 2, Town of Pickering, in the Regional Municipality of Durham and the Regional Municipality of Durham. Region of Durham File 1817-81011. This plan of subdivision was draft approved by the Commissioner of Planning on July 21, 1983. The Region will be receiving development levies in the amount of $237,220.00 in accordance with the current development charge levies of the Region. 15-84 A by-law to amend By-law No. 44-79 to regulate traffic on highways in the Regional Municipality of Durham. This by-law implements a recommendation contained in Item 7 of the Third Report of the Works Committee which is presented to Regional Council on February 15, 1984. 16-84 A by-law to amend By-law No. 44-79 to regulate traffic on highway WITHDRAWN in the Regional Municipality of Durham. This by-law implements a recommendation contained in Item 6 of the Third Report of the Works Committee which is presented to Regional Council on February 15, 1984. 17-84 A by-law to appoint Weed Inspectors for the Regional Municipality of Durham. This by-law implements a recommendation contained in Item 2 of the Second Report of the Works Committee which was adopted by Regional Council on February 1, 1984.
