RECOMMENDATIONS:

It is respectfully recommended to Council:
1. That this report be received for information; and
2. That Council pass a resolution in support of Bell Canada' application
to relax Extended Area Service Criteria; and
3. That a copy of this resolution be forwarded to the CRTC.
BACKGROUND AND COMMENTS:
I have been discussing this matter with Bell Canada the possibility of
extending local calling privileges to all of the Town of Newcastle.
I was informed that under the current regulations, some of the Hamlets do not
meet the criteria for linking. Bell Canada, however, has made application to
the CRTC asking that the criteria for extended area service be relaxed.
If successful, this will give Bell Canada more flexibility which, in their
view, could help with our request.

This will serve as a followup to our telephone
conversation on 1988 08 15.
As we discussed, many municipalities have passed a
motion by council to support Bell Canada's application
to relax Extended Area Service criteria.
Should you and council elect to do likewise, the official
application is called "Proposals for Extended Area
Service Qualification Criteria and Weighting Factors.
I will keep a record of our discussions on file and
advise you once I am aware of the CRTC ruling on this
proposal.

Dear Mayor Winters
I have been unsuccessful in reaching you by telephone to
discuss local calling arrangements within the Town.
The Town is served by the following exchanges:
Oshawa, Bowmanville, Hampton, Newcastle, Orono and
Newtonville. Under the existing criteria used to extend
local calling arrangements, the links that do not qualify
are Hampton - Orono, Hampton - Newtonville, Hampton -
Newcastle, Bowmanville - Newtonville, Newcastle - Oshawa,
Newtonville - Oshawa, Orono - Oshawa.
As you may recall, Bell Canada filed revised criteria
for Extended Area Calling in November of 1985. If
approved by the CRTC, the impact on the Town of Newcastle
would be establishment of these additional links -
Orono - Oshawa, Newcastle - Oshawa, Newtonville - Oshawa
and Bowmanville - Newtonville. The timing and the
establishment of these links is predicated on the CRTC
ruling in favour of the changed criteria. We are awaiting
anxiously their reply. We at Bell Canada have supplied
much data subsequent to the initial filing and are
hopeful of a response in the near future. This change will
have a very positive effect on the Town of Newcastle.
The links which do not qualify today and will not qualify
in the new criteria are Hampton - Orono, Hampton - Newcastle
and Hampton - Newtonville.

The criteria used for establishing Extended Area
Calling links are as follows:
-contiguous exchanges (This is eliminated in the
November 1985 filing)
-60% of customers in one exchange make calls to those
in the other exchange at least once a month
This percent is changed to 50% in November 1985 filing
-distance between exchanges rate centres does not exceed
30 miles
and
-a majority of customers in each exchange, whose
basic local rates would be increased with the
addition of the EAS link approve of the new service
In reviewing these criteria as they relate to the
Hampton - Orono, Hampton - Newcastle, Hampton - Newtonville
links, the facts are as follows:
EXCHANGE DISTANCE CALLING INTEREST
Hampton to Orono 7 miles 25% reverse 27%
Hampton to Newcastle 10 miles 14% reverse 19%
Hampton to Newtonville 14 miles 5% reverse 13%
Bell Canada does monitor the calling interest regularly and
once the link meets the criteria plans are put in place to
establish the link.
Please review this information and should you require
clarification or additional data please call me.
In addition, I will maintain a followup to advise you
the CRTC decision on our relaxed Extended Area Calling
once it is given.
