RECOMMENDATIONS:
It is respectfully recommended to the General Purpose and Administration
Committee that this report be received for information.

It has come to my attention that certain Members of Council are using the
Town's resources such as staff, postage meters, and computerized address
labels to distribute literature of a quasi political nature. (See
attached example)
It is my understanding that some costs such as postage, will be charged
back, however, in my opinion, this barely covers the costs of overhead.
I believe that regardless of any chargeback, it is not appropriate for any
Member of Council or staff to be using public facilities for personal
reasons, and in particular, during an election year.
Availability to Councillors of these office and secretarial services
clearly puts other potential candidates at a disadvantage.
A clear policy should be implemented as to what constitutes legitimate
Town business and any mailing should be approved by Council prior to
expenditure of public funds.

To my Courtice Neighbours:
We find ourselves residents of the rapidly growing
area of Courtice located in Ward One, Town of
Newcastle, within the Region of Durham. The
implementation of growth and development brings
irritating problems as well as a diverse and
interesting group of families, who are a welcome
addition to our community.
As your only resident elected representative to
both the Regional and Town Council, I wish to offer
my assistance, to familiarize you, if necessary,
with existing and growing services. On the reverse
you will find telephone numbers and a map that may
be useful.
Your calls and letters are most welcome. It is
only through communication, that I can identify
additional needs and concerns and properly
represent you at the Town and Regional Council
levels.
