Report To: General Government Committee Date of Meeting: March 27, 2017 Report Number: COD-002-17 Resolution: GG-166-17 File Number: T-539-2017 By-law Number: Report Subject: Co-op Tender for the Supply, Delivery and Application of Liquid Calcium Magnesium Chloride Recommendations: 1.That Report COD-002-17 be received; 2.That all interested parties listed in Report COD-002-17 and any delegations be advised of Council's decision by the Purchasing Division; 3.That Miller Paving Limited, with a bid in the amount of $149,819.80 (Net of HST), being the low, compliant bidder meeting all terms, conditions and specifications of Co-Op Tender T-539-2017 Supply, Delivery and Application of Liquid Calcium Magnesium Chloride (Section II) be awarded the contract, as recommended by the Operations Department; 4.That Miller Paving Limited, with a total bid in the amount of $10,532.16 (Net of HST), being the only compliant bidder meeting all terms, conditions and specifications for the supply and delivery of bagged flaked magnesium chloride (Section IV) be awarded the contract, as recommended by the Operations Department; 5.That pending satisfactory pricing and service the Purchasing Manager be given authority to extend the contract these goods and services for a second and third year; and 6.That funds required be drawn from the Operations Department annual operating accounts. Municipality of Clarington Report COD-002-17 Page 2 Report Overview To request authorization from Council to award Co -op Tender T-539-2017 for the Supply, Delivery and Application of Liquid Calcium Magnesium Chloride. 1. Background A tender for the supply, delivery and application of Liquid Calcium Magnesium Chloride was issued on a Co-operative basis with the Municipality of Clarington, City of Oshawa, City of Pickering, Town of Ajax, Town of Whitby and the Township of Scugog participating. The host agency for the tender call was the Town of Whitby. The tender was publicly advertised and called for bids for the Supply, Delivery and Application of Liquid Calcium or Magnesium Chloride as required by the Co-operative agencies. The tender closed on Thursday, February 16, 2017. A total of three submissions were received in response to the tender call for liquid calcium magnesium chloride and one was deemed non-compliant. A total of two submissions were received in response to the tender call for bagged flaked magnesium chloride and one was deemed non-compliant. The compliant bids are tabulated as per Attachment 1. 2. Proposal 2.1 Analysis After review and analysis of the bids by the Operations Department, the Purchasing Division and the Durham Purchasing Co-operative, it was mutually agreed that the low, compliant bidder, Miller Paving Limited, be awarded the contract for Supply, Delivery and Application of Liquid Calcium Magnesium Chloride. After review and analysis of the bids by the Operations Department, the Purchasing Division and the Durham Purchasing Co-operative, it was mutually agreed that the only compliant bidder, Miller Paving Limited, be awarded the contract for Supply and Delivery of Bagged Flaked Magnesium Chloride. Miller Paving Limited has provided similar services to the Municipality of Clarington for a number of years and the level of service has been satisfactory. 2.2 Financial The total funds required for Co-Op Tender T-539-2017 Supply, Delivery and Application of Liquid Calcium Magnesium Chloride is $160,351.96 (Net of HST). The funds required to complete this project will be drawn from the Operations Department annual operating accounts. Municipality of Clarington Report COD-002-17 Page 3 3.Concurrence This report has been reviewed by the Director of Operations who concurs with the recommendations. 4.Conclusion It is respectfully recommended that Miller Paving Limited, with the lowest compliant bid of $160,351.96 (Net of HST) be awarded the contract for Supply, Delivery and Application of Liquid Calcium Magnesium Chloride and Supply and Delivery of Bagged Flaked Magnesium Chloride as per the terms, conditions and specifications of T-539-2017 Co-op Tender for the Supply, Delivery and Application of Liquid Calcium Magnesium Chloride. 5.Strategic Plan Application Not applicable.
