Report To Council: Re: Ontario Buildine Officials Report No. 4 - 24 Myself along with Mr, Howard Wight attended the annual conference of the above Association, on behalf, „of the Town of Newcastle. Our wives accompanied us and were registered under the ladies division. The City of Oshawa hosted the conference; this year being their 50th Anniversary. Mr, Jerry Bilous, Building Commissioner of Oshawa and his wife acted as host and along with their staff did a most excellent job. The conference started Monday evening at 8:30 with registration and receiption in the Guild Hall. Tuesday morning at 9:00 a.m., the official welcome by Mayor Potticary and Keynote speaker. At 10:30 a.m. the Ladies dispersed on their program and O.B.O.A. members got down to business at hand. During the three days much time and discussion centred around Bill 62, if and when passed and what impact it would have on the building official. An excellent session was entered into on the present 1970 Building Code. Its administration, its weak points and the matter of enforcing same. One of the more informative sessions was on the Role of the Building Official. His approach to the different problems and to the people. The procedure of Inspections made on site by different inspectors; What to look for; What to expect and how not to approach the Superintendent or the Builder. Sometime was spent in discussion of their Education programme and what courses they were prepared to offer. I personally was quite surprised to find how many inspectors particularly the younger ones have all taken at least one crash course and their claim is that it has been most helpful and informative to them in their every day work. The membership of this organization has grown from about 20 in 1956 to over 600 at the present time. After three busy days it was climaxed by a banquet and dance on the Thursday evening, ending what proved to be one of the best and most informative conference's for some time.
