REQUEST FOR ADULT CROSSING GUARD - NASH ROAD AND VARCOES ROAD, DARLINGTON THAT Report PD-206-88 be received; and . THAT the requested traffic count be postponed pending completion of area road construction; and THAT Mr. Gordon Lehnert be advised accordingly. 3. REZONING APPLICATION - BIDDLE (DEV 88-87), SPRUYT (DEV 88-92), COWAN MOTORS (DEV 88-93), MCINTYRE (DEV 88-94), MAROTHA HOLDINGS (DEV 88-96), O.C.M.C. (DEV 88-98), ALLEN (DEV 88-19), DANIEL (DEV 88-99) ~ THAT Report PD-208-88 be received; and THAT rezoning applications DEV 88-87, DEV 88-92, DEV 88-93, DEV 88-94, DEV 88-96, DEV 88-98, DEV 88-19 and DEV 88-99 be received and referred back to Staff for processing and a subsequent report and public Meeting. . . . . . Report U - 2 - october 24, 1988 4. REZONING APPLICATION - ABEK ESTATE CORPORATION (G.M. SERNAS AND ASSOCIATES) - PART LOT 27, CONCESSION 2, FOR/1ER TOWNSHIP OF CLARKE - FILE: DEV 88-91 THAT Report 210-88 be received; and THAT the rezoning application to implement conditions of draft approval for Subdivision 18T-85013 (Abek Real Estate - G.M. Sernas) be approved and By-law 88-158 be forwarded to Council; and THAT the applicant's agent and the Region of Durham Planning Department be so advised. 5. REZONING APPLICATION - RIDGE PINE PARK INC. (WILMOT CREEK) - PART LOT 3, BROKEN FRONT CONCESSION, FORMER TOWNSHIP OF DARLINGTON - FILE: DEV 88-77 THAT Report PD-211-88 be received; and THAT the application to amend By-law 84-63 submitted by Ridge pine Park Inc. to increase the density from 7 to 7.75 units per hectare in order to permit the development of phase VI be DENIED WITHOUT PREJUDICE; and THAT the applicants and the residents on the list attached to Report PD-211-88 be so advised. 6. REZONING APPLICATION - WILLIAM DANIEL - PART LOT 15/16, CONCESSION 1, FORMER TOWN OF BOWMANVILLE - FILE: DEV 88-30 (X/REF: 18T-88046) THAT Report PD-212-88 be received; and THAT the application to amend the TOwn of Newcastle Comprehensive Zoning By-law 84-63, as amended, submitted by William Daniel on behalf of West Bowmanville Developments Limited, be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council's decision be forwarded to the applicant and the interested parties indicated in Report PD-212-88. 7. REQUEST FOR CROSSING GUARD - SIMPSON AVENUE AND KING STREET EAST, BOWMANVILLE THAT Report PD-213-88 be received; and THAT Report PD-213-88 be referred to the Council meeting scheduled to be held on October 24, 1988 for consideration at that time. . . . . REZONING APPLICATION - WILLIAM DANIEL - PART LOT 17, CONCESSION 1, FORMER TOWN OF BOWMANVILLE - FILE: DEV 88-59 (X/REF: 18T-88047) THAT Report PD-214-88 be received; and THAT the application to amend the Town of Newcastle Comprehensive zoning By-law 84-63, as amended, submitted by William Daniel on behalf of West Bowmanville Developments Limited, be referred back to Staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council's decision be forwarded to the applicant and the interested parties indicated in Report PD-214-88. 9. REZONING APPLICATION - WILLIAM DANIEL - PART LOT 16, CONCESSION 1, FORMER TOWN OF BOWMANVILLE - FILE: DEV 88-76 (X/REF: 18T-88045) THAT Report PD-215-88 be received; and THAT the application to amend the Town of Newcastle Comprehensive zoning By-law 84-63, as amended, submitted by William Daniel on behalf of West Bowmanville Developments Limited, be referred back to staff for further processing and the preparation of a subsequent report upon receipt of all outstanding comments; and THAT a copy of Council's decision be forwarded to the applicant and the interested parties indicated in Report PD-215-88. 10. REZONING APPLICATION AND OFFICIAL PLAN AMENDMENT - J. STOOPS AND G. GERRITS - PART LOT 24, CONCESSION 3, FORMER TOWNSHIP OF DARLINGTON - FILES: DEV 87-96 AND OPA 88-24/D THAT Report PD-216-88 be received; and THAT Report PD-216-88 be tabled to the Council meeting scheduled to be held on October 24, 1988 to allow the applicant's representative, Mrs. Carter and Planning Department staff an opportunity to attempt to resolve their concerns; and THAT the delegation of Mrs. Carter be acknowledged and that she be advised of Council's decision. 11. SCHEDULE OF MEETINGS FOR THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE AND COUNCIL - JANUARY TO MARCH 1989 THAT Reprot CD-46-88 be received; and THAT the schedule of meetings attached as Schedule A to Report CD-46-88 be approved. . . . . Report #1 - 4 - October 24, 1988 12. TENDER T88-22, SUPPLY AND INSTALLATION OF SNOW PLOW HARNESS, PLOWS AND WINGS THAT Report TR-81-88 be received; and THAT London Machinery, London, Ontario, with a total bid of $27,198.72 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T88-22, be awarded the contract to supply Snow plow Equipment to two (2) only cab and chassis as provided by the Town of Newcastle; and THAT the funds be drawn from the public Works capital Equipment Reserve. 13. WORKING FUNDS RESERVE AND GENERAL CAPITAL RESERVE THAT Report TR-80-88 be received; and THAT By-law 81-111, and By-law 82-70 be rescinded; and THAT By-law 88-159 which re-establishes the working Funds Reserve limits be adopted; and THAT By-law 88-160 which establishes a General Capital Reserve be adopted. 14. SKATEBOARD ISSUE THAT Report CS-28-88 be received; and THAT a copy of Report CS-28-88 be forwarded to the Northumberland and Newcastle Board of Education and the Durham Regional Police for comment; and THAT.a subsequent report be forwarded to the General purpose and Administration Committee during the 1989 budget discussions. 15. BOWMANVILLE RECREATION COMPLEX - RENTAL FEES - MULTI PURPOSE ROOM THAT Report CS-24-88 be received; and THAT the proposed 1988-89 Multi purpose rental rates be approved (Attachment #1); and THAT the Multi purpose rental rates become effective as of the opening of the facility; and THAT the cost of the bar supplies be monitored for a period of two months and that a status report be forwarded to the General Purpose and Administration Committee for evaluation. . . . . RECONSTRUCTION OF CONCESSION STREET - DESIGN ASSIGNMENT THAT Report WD-66-88 be received; and THAT the firm of Marshall Macklin Monaghan Limited be retained to furnish professional services for the detailed design and contract administration during construction of Concession Street from Mann Avenue to 225 metres east of Mearns Avenue and from Soper Creek Drive to 275 metres east of Lambs Road; and THAT the cost of these services be funded from the Public Works Lot Levy Reserve account; and THAT the Mayor and Clerk be authorized to sign the Engineering Agreement for these services. 17. RENAMING OF PHOENIX DRIVE TO GLENABBEY DRIVE AND THE AMENDMENT OF BY-LAW 88-112 THAT Report WD-67-88 be received; and THAT By-law 86-112, being a by-law to establish a Street Name Map and Street Name Inventory in the Town of Newcastle be amended to: "Change the name of phoenix Drive to Glenabbey Drive from Sandringham Drive to a point approximately 130 metres south of Sandringham Drive"; and THAT Council authorize the Mayor and Clerk to execute a by-law to amend By- LaW 86-112, being a by-law to establish the Street Name Map and Street Name Inventory in the Town of Newcastle. 18. PROPERTY MATTER THAT the recommendations contained in Confidential Report WD-64-88 be approved. 19 . FINANCIAL PLANNING THAT the Chief Administrative Officer investigate the municipality's needs in the area of financial planning and report to the General Purpose and Administration during the 1989 budget discussions.
