REPORT TO THE COUNCIL MEETING OF DECEMBER 8TH, 1986.
SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
DECEMBER 1, 1986.
RECOMMENDATIONS:
1. RECEIVE FOR INFORMATION
(a) Report PD-284-86 ~ Summary of Committee of Adjustment
Applications for November 5, 1986.
(b) Report PD-287-86 - Summary of Land Division Applications
for October, 1986.
(c) Report FD-40-86 - Monthly Fire Report for October, 1986

AMENDMENT TO TOWN OF NEWCASTLE OFFICIAL PLAN
AMENDMENT TO COURT ICE SOUTH NEIGHBOURHOOD DEVELOPMENT PLAN
REZONING APPLICATION - JARIGAY INVESTMENTS
That Report PD-285-B6 be tabled for 6 weeks at the request of
the applicant.
3.
PROPOSED PLAN OF SUBDIVISION - MERIKA INVESTMENTS
That Report PD-286-86 be recei ved; and
That the attached by-law authorizing execution of a Subdivision
Agreement between Merika Investments Inc., and the Corporation of
the Town of Newcastle be approved; and
That the Mayor and Clerk be authorized to execute the Subdivision
Agreement between Merika Investments Inc., and the Town of Newcastle
at such time as an A9reement has been finalized to the satisfaction
of the Director of Public Works and the Director of Planning.
4.
NEWCASTLE CONDOMINIUM CORPORATION NO.2.
That Report PD-28B-86 be received; and
That Newcastle Condominium Corporation No.2, represented by
Mr. Craig Whitney, be advised that the Town of Newcastle has
Considered their request of September 23, 1986 and resolved not to
amend the Development Agreement between the Town of Newcastle and the
Owners of the subject lands with respect to garbage pick.up and
maintenance of internal storm sewers and street lights, nor does it
deem it advisable to lift parking restrictions on Martin Road
between Alonna Street and Durham Road No. 57; and

That the request of the Newcastle Condominium Corporation No.2,
with respect to maintenance of the adjacent property to the north
be referred to the Property Standards Offi cer for i nvesti gation and
appropriate action, and Mr. Whitney be so advised.

AMENDMENT TO TOWN OF NEWCASTLE OFFICIAL PLAN
APPLICATION FOR PLAN OF SUBDIVISION
APPLICATION FOR REZONING - 591415 ONTARIO LIMITED
That Report PD-263-86 be received; and
That Repo rt PD- 72-86 be 1 i fted from the tab 1 e and recei ved for
i nformati on; and

That the Region of Durham be advised that the Town of Newcastle has
no objection to Official Plan Amendment Application 85-30/D
submitted by 591415 Ontario Limited and revised to indicate a
maximum of fifty-one (51) estate residential lots; and
That the Region of Durham be further advised that the Town of
Newcastle has no Objection to the draft approval of the Proposed
Plan of Subdivision 18T-85018 as revised to indicate fifty-one (51)
lots and subject to the conditions outlined by Attachment NO.2 to
this report; and
That Rezoning Application DEV B5-19 be approved and the attached
by-law be forwarded 'to Council if and'when Official Plan Amendment
Application 85-30/D is approved by the Re9ion of Durham and proposed
ptan of subdivision 18T-85018 is draft approved; and
That a copy of Council's decision be forwarded to the Region of Durham,
the applicant and the interested parties indicated hereto; and
That the Subdivision Agreement contain a clause notifying the purchasers
of the School Board Policy with respect to school busing.

REZONING APPLICATION - W. H. KLOSE
That Report PD-289-86 be received; and
That the application for rezoning in respect of Part of Lots 25/26,
concession 4, former Township of Clarke, be approved and the attached
By-1 aw to amend zoni ng by-1 aw 84-63, as amended, be forwarded
to Council after the existing Site Plan Control Agreement has been
updated to the satisfaction of the Directors of Planning and Public
Works.

O.P.A. AMENDMENT - REZONING APPLICTION - PETER FEDDEMA
That Report PD-290-86 be received; and
That a copy of Report PD-290-86 be forwarded to the Region of Durham:

That the application filed by Mr. Peter Feddema, on behalf of Miline1
Investments Limited, to change the existing Bowmanville Urban Area
Plan designation from "Medium Density Residential" to "Low Density

Residential" (OPA 86-67/NB) be approved; and
That the rezoning application filed by Mr. Peter Feddema, on behalf of
Milinel Investments Limited, to rezone a parcel of land from "Holding _
Urban Residential Type Four (H)(R4)" zone and "Holding - Urban
Residential Type Two (H)(R2)" zone to "Holding - Urban Residential
Type One (H)(Rl)" zone be approved and forwarded to Council for final
approval after the Official Plan) Amendment has been finalized.
8.
TENDER T86-27 SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS
AND PARKING LOTS
That Report TR-96-86 be received; and
.
That G.W.S. Landscaping, Bowmanvi1le, Ontario with a bid in the
amount of $652.00 per callout, being the lowest responsible bidder,
meeting all terms, conditions and specifications of Tender T86-27, be
awarded the contract forthwith to provide snow clearing and winter
maintenancedo sidewalks and parking lots as required by the Town of
Newcastle for the 19B6/B7 winter season;:and
That the funds expended by drawn from the 1986 and 1987 Public Works
Winter Maintenance budget.
9.
TENDER T86-30 - PETROLEUM PRODUCTS
That Report TR-97-B6 be received; and
That Esso Petroleum Canada, Don Mills, Ontario, with a unit price
per litre of .3430 (Section A) leaded gasoline, .3650 (Section B)
regular unleaded gasoline, and .3610 (Section C) diesel fuel oil, No.1,
being the lowest responsible bidder, meeting all terms, conditions
and specifications of Tender No. T86-30, be awarded the supply contract
as required by the Town of Newcastle; and
.
That the funds be drawn from the 1987 Current Operating Fleet Budgets.
10.
LIST OF APPLICATIONS FOR CANCELLATION, REDUCTION OR REFUND OF TAXES
That Report TR-98-86 be received; and
That the attached list of applications for cancellation, reduction or
refund of taxes be approved.
11.
COMMERCIAL LEASE AGREEMENT - MATTHEWS & ASSOC. INS. BROKERS
ORONO HYDRO ELECTRIC BUILDING
That Report TR-100-86 be received; and
That the necessary by-law {86-156) be passed, authorizing the Mayor
and Clerk to sign a rental agreement with Matthews and Associates
Insurance Brokers Ltd.; and

That Matthews and Associates Insurance Brokers Ltd., be advised of
Council's actions.

LAKESHORE ROAD, BONDHEAD - EXTRAORDINARY MAINTENANCE
That Report WD-97-86 be received for information; and
That Report WD-97-86 be referred to the Ganaraska Conservation
Authority for their input and consideration.
GRAVEL CRUSHING CONTRACT - TOWN OWNED PIT
That Report WD-96-86 be recei ved; and
That the Director of Public Works be authorized to extend
forthwith, the Gravel Crushing Contract TB6-6, with Robert E. Young
Construction Ltd., to crush and stockpile approximately 20,000 tonnes
of granular material at the Town-owned pit on Morgan's Road; and
That all costs be charged to the Gravel Inventory Account
No. 1300-X-00013.
WATER SUPPLY IN URBAN AND RURAL AREAS
That a representative from the Regional Health Department, Regional
Works Department, and Re9ional Solicitor, in co-operation with the
Chief Administrative Officer, Mr. Kotseff, meet with the General
Purpose and Administration Committee to discuss concerns relative to
the water supply in urban and rural areas.
FLUORIDATION - BOWMANVILLE
That the Health Department be requested to give the Town an up-to-date
report on putting fluoride in the Bowmanvi11e Water Supply.
CHANGE OF COUNCIL MEETING FOR DECEMBER
That the December 15th General Purpose and Administration Committee
meeting by a Council Meeting to ratify the actions taken: and
That the December 22nd Council Meeting be cancelled.
911 EMERGENCY SYSTEM PRESENTATION
That a letter be sent to Fire Chief Crouch, thanking him for his
most informative presentation on the 911 Emergency System; and
That a copy of this letter be sent to the Town of Whitby.
