That Report PD-26l-86 be received; and
That the application submitted by Barry Westerman, to rezone lands

That Report PD-267-86 be received; and

and a subequent report and public meeting.

REZONING APPLICATION - CLAUDE HARNESS
That Report PD-268-86 be received; and
That the application submitted by Mr.Claude Harness to rezone a
portion of a 40.5 hectare parcel of land, located in Part Lot 5,
Concession 2, former Township of Clarke, to recognize the existing
waste oil transfer station on private services be received and
referred to staff for processing and a subsequent report and public
hearing.

REZONING APPLICATION & REVISION TO SITE PLAN
ROMAN CATHOLIC EPISCOPAL CORP.
That Report PD-269-86 be recei ved; and
That the application submitted by Mr. R. Walsh for the Roman Catholic
Episcopal Corp., to rezone a 0.6 hectare parcel of land located in
Part Lot 27, Concession 2, former Vilage of Newcastle, to permit the
development of three dwelling units in the existing church on municipal
services be received and referred to staff for processing and a
subsequent report and public meeting.

REZONING APPLICATION - MR. & MRS. COSCARELLA
That Report PD-270-86 be received; and
That the application submitted by Mr. J. Neubauer, for Mr. & Mrs.
Coscarella, to rezone a 9.0 hectare parcel of land, located in Part
Lot 29, Concession 4, former Township of Darlington, to permit the
development of five (5) new residential lots in private services be
received and referred to staff for processing and a subsequent
report and public meeting.

PROPOSED DRAFT PLAN OF SUBDIVISION, SCHICKENDANZ BROS.
AND VELTRI & SON LTD. 18T-86038
That Report PD-271-86 be received; and
That the Region of Durham be advised that the Town of Newcastle
recommends approval of the draft plan of Subdivision 18T-86038,
dated October 15, 1986, as revised in red subject to the conditions
contai ned in Attachment No. 1 to thi s report; and
That the attached by-law (86-149) authorizing execution of a
Subdivision Agreement between Schickendanz Bros. Ltd. and Veltri
and Son Ltd., and the Town of Newcastle be approved; and
.
That the Mayor and Clerk be authorized to execute the Subdivision
Agreement between Schickendanz Bros. Ltd., and Veltri and Son Ltd.,
and the Town of Newcastle at such time as an Agreement has been
finalized to the satisfaction of the Director of Planning and
the Di rector of Publ i c Works; and
That a copy of Staff Report PD-271-86 be forwarded to the Region
of Durham.
10.
PROVINCIAL POLICY STATEMENT - FLOOD PLAIN PLANNING
That Report PD- 273-86 be recei ved; and
That the Ministry of Natural Resources be advised that the Town of
Newcastle has no objection to the proposed Policy Statement on Flood
Plain Planning; and
That a copy of Staff Report PD-273-86 and Council's decision on this
matter be forwarded to the Region of Durham, the Central Lake
Ontario Conservation Authority, the Ganaraska Region Conservation
Authority and the Kawartha Region Conservation Authority.
11. REZONING APPLICATION - SUSAN HARKER-SCHARBACK
. That Report PD-275-86 be received; and
That the application submitted by Susan Harker-Scharback to rezone
lands in Part Lot 18, Concession 2, former Township of Darlington
to permit the development of one (1) additional residential lot,
be denied without prejudice.

REZONING APPLICATION - BAS VANANDEL
That Report PD-277-86 be received; and
That the application submitted by Mr. Bas VanAnde1 to rezone lands
in Part of Lot 19, Concession 5, in the former Township of Darlington
to permit the development of three (3) new Rural Hamlet Residential
Lots be approved; and
That the attached by-law (86-150) be forwarded to Council for approval.

REZONING APPLICATION - ALECK MOFFAT
That Report PD-278-86 be received; and
That the application submitted by Mr. Aleck Moffat, to rezone a parcel
of land located in Part of Lot 27, Concession 4, former Township of
Clarke (Orono) to permit the development of ten (10) residential lots
on private services, be approved and forwarded to Council for approval
at such time as the applicant has satisfied the Town that all lots will
conform to the frontage and area requirements of the "Residential
Hamlet (RH)" zone of By-law 84-63, as amended.

That Report PD-279-86 be received for information; and
That the Township of Hope be advised that the Town has no objection

Whereas the concern about too much Estate Development is justified; and
Whereas the applicant can put forward documentation to address
C.L.O.C.A's concerns;
Now therefore be it resolved that Report PD-280-86 be tabled to allow
discussion between the applicant's engineer, staff and C.L.O.C.A. and
to allow a further review of the proposal.
16.
REZONING APPLICATION - MARY POLLARD
That Report PD-281-86 be received; and
That the application submitted by Mary Pollard, to rezone a 1.6 hectare
parcel of land located in Part Lot 28, Concession 3, former Township
of Darlington, to permit the development of one (1) additional
residential lot on private services be received and referred to staff
for processing and a subsequent report and public meeting.
17.
O.P.A.&APPLICATION FOR PLAN OF SUBDIVISION
That Report PD-282-86 be tabled to the first General Purpose and
Administration Committee meeting in February.
18.
APPLICATION FOR SUBDIVISION APPROVAL - KIDDICORP INVEST.
That Report PD-217-86 be tabled for a further 2 weeks.
19.
UPDATE OF TOWN OF NEWCASTLE APPOINTEES AS FLOOD CO-ORDINATORS
That Clerk's Report CD-57-86 be received; and
That Mayor Winters, Mr. Gordon Ough, Director of Public Works and
Mr. David Gray, Deputy Director of Public Works, be appointed as
Flood Co-ordinators; and
That Councillor A. Wotten as Council's appointee to the Kawartha
Region Conservation Authority be appointed as the Mayor's alternate
to the Membership of the Town's Flood Emergency Task Force.

REMOVAL OF T.B. TESTING IN BY-LAW 74-72, LICENSING
OF TAXI DRIVERS
20.
That Clerk's Report CD-58-86 be received; and
That Section 6 of By-law 74-72, requiring applicants for Taxi
Drivers Licences to provide a certificate from the Durham Regional
Health Unit, certifying that applicants have been tested for
tuberculosis be repealed; and
That the Clerk be directed to prepare the necessary amending by-law
repealing Section 6 of By-law 74-72 for presentation to Council
for passage. (BY-LAW 86-151)
GUIDELINES REGARDING 1987 BUDGET PREPARATION
21.

That Confidential report Admin 71-86 be received; and
That the attached guidelines for the 1987 budget preparation be
endorsed; and
THAT the Chief Administrative Officer review and report
to budget for discussion, the matter of pOSSible Library
facilities, Drop In Centres, Information Centre, etc., possibly
__within the Commercial Areas of Courtice.
22. TENDER T86-27 - SNOW CLEARING & WINTER MAINTENANCE OF
SIDEWALKS AND PARKING" lOTS
That Report TR-86-86 be tabled until the concerns of the speaker
have been addressed; and
That staff report back to the General Purpose and Administration
Committee on the associated costs of the snow clearing, the
contractors bid price and the actual amount paid.
23.
CASH ACTIVITY REPORT - OCTOBER, 1986
That Report TR-91-86 be received; and
.
That in accordance with the provision of Chapter 302, Section 81(1)
of the Municipal Act, R.S.O. 1980, the Treasurer reports to
Committee that the cash position of the Town of Newcastle for the
month ended October is as shown on the attached schedule; and
That the expenditures for the month of October, 1986 be confirmed.
24.
LEASE AGREEMENT BETWEEN THE TOWN AND THE REGION OF DURHAM
That Report TR-93-86 be received; and
That the necessary by-law be passed authorizing the Mayor and Clerk
to sign a rental agreement with the Regional Municipality of Durham;
and
That the Regional Municipaltiy of Durham be advised of Council's
actions (By-law 86-152).

MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
That Report TR-83-86 be received; and
That the 1987 Mechanical Equipment Maintenance Contract remain divided
into the two (2) categories of A) Sophisticated Equipment Air
Conditioning and Gas Heated, and B) Simple Equipment Oil Heated
26.
AMALGAMATION OF ELECTRICAL DISTRIBUTION SYSTEM WITHIN
THE TOWN OF NEWCASTLE
That Report TR-88-86 be received; and
That no action be taken at this time with respect to the amalgamation
of the electrical distribution system within the Town of Newcastle;
and
That the matter be reviewed again in three years in accordance with
Provincial Legislation (Bill 123); the Durham Municipal Hydro
E1ectrict Service Act, 1979.
27.
TENDER T86-29 - TREE MAINTENANCE PROGRAM
That Report TR-94-86 be received; and
That Asp1undh Utility Services Limited, Cobourg, Ontario with a bid
of $16,252.00 being the lowest responsible bidder, meeting all terms
conditions and specifications of Tender No. T86-29, be awarded the
contract for Tree Maintenance as required by the Department of Public
Works; and
That the funds be drawn from the 1986 approved Public Works Road
Maintenance Budget.
28.
TENDER T86-28, INSIDE DEMOLITION, TOWN HALL
That Report TR-95-86 be received; and
That Partak Limited, Cobourg, Ontario, with a bid in the amount of
$82,940.00, being the lowest responsible bidder, meeting all terms,
conditions and specifications of Tender No. T86-28, be awarded the
contract for the inside demolition and the cupola removal of the
Town Hall, located in Bowmanvi11e;and
That the funds be drawn from the Administration Improvement Reserve
Fund Account #1110-X-168-4: and
That the Tender - Phase II - Renovations and construction of an
addition be set to proceed in early January unless the architects
specifically state otherwise.
HEALTH RELATED ISSUES
That the Health Unit be contacted advising that Council would
appreciate being better informed on an ongoing basis through the
ChiAf Administrative Officer, of all health related issues in the
Town of Newcastle.

USE OF APPARATUS BAY - FIRE STATION #4 - COURTICE
That Report FD-37-86 be received; and
That permission be granted to the Band Parents' Association of
Courtice Secondary School, for the use of the south apparatus bay,
Fire Station #4, Courtice, to store, sort and dispense fruit during the
week of December 8th, 1986, as per their letter of requiest attached
and received November 10, 1986.

FIRE DEPARTMENT TRAINING COURSE ATTENDANCE
That Report FD-38-86 be received for information; and
That a letter of congratulations be sent to those listed in Report
FD-38-86 from the Mayor and Members of Council.
32.
FIRE INVESTIGATION COURSE - LEVEL 1 - DECEMBER 8-12, 1986
That Report FD- 39-86 be recei ved; and
That the Fire Chief attend the one week Fire Investigation Course
at the Ontario Police College, December 8-12,1986;
That Firefighter Graydon Brown be in charge of Fire Department
operation during this week; and
That G. Brown's salary be adjusted to Grade 10, Step 4 for this
one week period to compensate for the responsibility

911 EXCHAN GE
That the Fi re Chief review and report back to the General Purpose
and Administration Committee on the matter of the 911 exchange.
34.
SPEED LIMIT - SOLINA - PETITION
That Report WD-89-86 be recei ved; and
That the westerly limit of the 50 km/h speed zone on Concession Road 6
through the Hamlet of Solina, be relocated to a point 60 metres
(approximately 200 feet) west of the E1dad United Church; and
That the membership of the Eldad United Church be requested to
re-organize their parking arrangements to assist in improving
the safety of the area of concern.

STATUS OF HANCOCK ROAD - BASELINE ROAD TO BLOOR ST. AND
RUNDLE ROAD NORTH OF THE JUDO CLUB
That Report WD-89-86 be received; and
That Hancock Road between Baseline Road and Bloor Street, be maintained
as a summer maintenance road in accordance with Town Policy and that
this section of Hancock Road be added to the road inventory and
recognized as a summer maintenance road in the 1987 Road Needs Update; and
That the parties requesting maintenance on Rundle Road north of the Judo
Club be informed that this section of Rundle Road is classified as an
unmaintained road and as such receives no maintenance under Town Policy,

35. and that the Town Policy with respect to maintenance of agricultural
roads is currently under review, and that the Town would consider
granting a road occupancy permit to allow the interested parties
to carry out minor maintenance on the road allowance to facilitate
access to agricultural properties.

PACKER REPLACEMENT

That Report WD-94-86 be received: and
That the purchase of a replacement unit for Truck No. 7219-X-00024-X,
a 1974 Ford Refuse Packer, as approved in the 1986 Public Works
Fleet Capital Budget, be deferred to the 1987 Budget discussions.
UNAUTHORIZED ALTERING OF ROAD ALLOWANCE BETWEEN
LOTS 32 & 33 CONC. 5, DARLINGTON (LANGMAID ROAD)

That Report WD-95-86 be received;

That the Chief Administrative Officer and Director of Public Works
meet with the residents in question and report to them the various
alternatives that have been suggested at the General Purpose and
Administration Committee, with the attempt to ameliorate the
problem with which the Town is faced; and
That a subsequent report be submitted to the General Purpose and
Administration Committee.

1987 BUDGET- RESTORATION OF DITCHES
That the Director of Public Works, in addressing the 1987 budget
deliberations, look at short term and long term restoration of
ditches within the municipality for discussion;
And further that the Director of Public Works identify critical
areas that require immediate attention.

That Report WD-88-86 be received; and

That the Public Works Department suspend normal residential
pickup in Bowmanville on December 25th and 26th, 1986, and delay
collection of refuse scheduled for pickup on Thursday, January 1, 1987

BOWMANVILLE B.I.A. REQUEST TO ERECT POLES TO HANG BANNERS

That Report WD-92-86 be received:
That the request of the Bowmanvi11e B.I.A. to erect poles at each
end of the business area for the purpose of displaying advertising
banners be approved;
That the poles be installed to the Town's standards; and
That the cost of installation be absorbed by the B.I.A.; and
That the banners be taken down within 3 days after the event being
advertised is over.
