ONTARIO Ll C 3A6 REPORT TO COUNCIL MEETING OF NOVEMBER 10TH, 1986. SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING NOVEMBER 3, 1986. RECOMMENDATIONS: 1. RECEIVE FOR INFORMATION 2. (a) REPORT FD-35-B6 - September Fire Report PROPOSED PLAN OF SUBDIVISION - SUNNY RIDGE CORP. AND NATIONAL VICTORIA & GREY TRUST CO. That Report PD-255-86 be received; and That the attached by-law authorizing execution of a Subdivision Agreement between Sunny Ridge Corporation and National Victoria & Grey Trust Company and the Corporation of the Town of Newcastle be approved; and That the Mayor and Clerk be autho~ized to execute the Subdivision Agreement between Sunny Ridge Corporation and National Victoria & Grey Trust Company and the Town of Newcastle at such time as an Agreement has been finalized to the satisfaction of the Director of Public Works and the Director of Planning 3. OBJECTION TO BY-LAW 86-116 - REZONING APPLICATION - FLOYD NICHOLSON CONSTRUCTION LTD. That Report PD-257-86 be recei ved; and That the following resolution be adopted by Council and forwarded to the Ontario Municipal Board, together with a copy of By-law 86-116: "WHEREAS the Council of the Town of Newcastle has approved By-l aw No. 86-116 to amend Zoning By-law 84-63, as amended, being the Town's Comprehensive Zoning By-law as a result of their consideration of an application for such an amendment, submitted by the property owne r; AND WHEREAS the effect of By-law No. 86-116 was to change the zone designation of the land subject to By-law 86-116 from "Urban Residential Exception (Rl-2) Zone" to "Urban Residential Exception (Rl-13) Zone" to permit the development of three (3) residential lots on private water services; AND WHEREAS By-law No. 86-116 has been approved in conformity with the applicable policies of the Durham Regional Official Plan; G.P.A. REPORT PAGE 2. . . AND WHEREAS an objection to By-law No. 86-116 has been filed with the Clerk of the Town of Newcastle; BE IT NOW THEREFORE RESOLVED THAT the Town of Newcastle hereby requests the Ontario Municipal Board to convene any required puolic hearings in respect 0 f By-l aw 86-116 at the earl i est possi b 1 e opportuni ty"; and Furthermore, that Town Staff and/or the Town Solicitor be hereby authorized to represent the municipality at any such hearing that may be convened. 4. PART LOT CONTROL EXEMPTION - KIDDICORP INVESTMENTS LTD. SUBDIVISION l8T-8l025 (BY-LAW 86-140) . That Report PD-258-86 be received; and That the request submitted by Mr. George Smith, on behalf of Kiddicorp Investments, thereby exempting Lots 44 to 58 (inclusive), on Plan 10M-784 from Part Lot Control be acknowledged; and That the attached by-law be approved and forwarded to the Regional Municipality of Durham pursuant to Section 49, Subsection (7) of the Planning Act; and That Mr. George L. Smith be so advised. 5. . SOLINA HAMLET PLAN AMENDMENT - 677922 ONTARIO LIMITED - O.P.A. 3.12.1 AMENDMENT NO. 2 That Report PD-259-86 be received; and That the application for Amendment No.2 to the Solina Hamlet Plan, to permit the total residential development in Area "D" to thirteen (13) residential Uinits, be approved; and That Section 3.(i) of Amendment No.2 to the Hamlet Development Plan for the Hamlet of Solina be amended by adding the following after the words Area "D": . "and adjusti ng the boundari es of Area "0" as shown on Schedul e X attached hereto". 6. REZONING APPLICATION - ROLF & HEIDI FRIEDRICHS That Planning Report PD-260-86 - Application for Rezoning - Rolf and Heidi Friedrichs, Part Lot 21, Concession 2, former Township of Darlington be tabled for 6 weeks. 7. REZONING APPLICATION - BARRY WESTERMAN That Planning Report PD-26l-86 - Rezoning Application - Barry Westerman Part Lot 31, Concession 2, Darlington, be tabled for 2 weeks. . . MALARENKO That Report PD-262-86 be received; and That the application for rezoning of Part Lot 17, Concession 2, former Township of Clarke, submitted by Mr. Malarenko to permit the development of a Node/Cluster be denied without prejudice. tlfl 9. BY-LAW APPOINTING AN ACTING MAYOR (BY-LAW 86-141-) That Report CD-55-86 be recei ved; and 'What the provisions of By-law 86-21 being a By-law to Appoint Acting Mayors remain as is for 1987. 10. BY-LAW ESTABLISHING CHAIRMEN OF DEPARTMENTS ORDER AND ORDER OF PROCEEDINGS AT G.P.A. (BY-LAW 86-142) . That Report CD-56-86 be received; and That the provision of By-law 85-139 being a By-law to establish the Members of Council as Chairmen of Departments and to establish the Order of Proceedings at the General Purpose and Administration Committee Meeting remain as is for the 1987 year. 11. . JOINT MEETING OF THE CLARKE AND BOWMANVILLE MUSEUM REPRESENTATIVES AND MEMBERS OF COUNCIL That Report CD-60-86 be received; and That representatives from the Clarke and Bowmanville Museums explore with Town Staff through the Chief Administrative Officer, Mr. L. Kotseff and the appropriate Ministry authorities, the possibility of having a centralized facility for the storage and display of the joint artifacts within the Town of Newcastle; and . That the Kirby School and Silver Street house be retained as Interpretive Museums to be promoted as tourist attractions; and That this recommendation be sent to both Museum Boards for consideration and comment. 12. QUOTATION NO. Q86-20 SNOW CLEARING & WINTER MAINTENANCE OF FIRE DEPT. That Report TR-87-86 be received; and That D & F Snow Removal, Bowmanville, Ontario, with a bid of $45.00 per callout for snow clearing and $35.00 per callout for sand/salt spreading be awarded the contract to provide Snow Clearing and Winter Maintenance for Station #2 (Newcastle), as required by the Town of Newcastle Fire Department for the 1986/87 winter season; and . That D & F Snow Removal, Bowmanville, Ontario with a bid of $40.00 per callout for snow clearing and $35.00 per callout for sand/salt spreading be awarded the contract to provide Snow Clearing and Winter Maintenance for Station #4 (Courtice) as required by the Town of Newcastle Fire Department for the 1986/87 winter season; and . G.P.A. REPORT PAGE 4. . . That Mel Hartwig Excavating Limited, Orono, Ontario, with a bid of $38.00 per callout for snow clearing and $38.00 per callout for sand/salt spreading be awarded the contract to provide Snow Clearing and Winter Maintenance for Station #3 (Orono), as required by the Town of Newcastle Fire Department for the 1986/87 winter seasons; and That the funds expended be drawn from the 1986 and 1987 Fire Department Snow Removal Budget. 13. DAMAGE - NEWCASTLE TENNIS COURTS LIGHTS . That Report CS-60-86 be received; and That the replacement cost ($1,009.51) of the damaged Newcastle Tennis Court Light be funded from the Self Insured Losses Reserve Account (2900-00002-X-7). PART-TIME/SEASONAL AQUATIC STAFF REMUNERATION FOR MANDATORY TRAINING COURSES 14. That Report CS-62-86 be recei ved; and That the attached policy on part-time/seasonal aquatic staff remuneration for mandatory training courses be adopted and be effecti ve January 1, 1987; and That this poliCY be referred to the 1987 budget; and . That Staff wages be paid to part-time staff for mandatory training sessions out of Town for the time involved in the course up to a maximum of 8 hours per day. 15. U.I.C. SECTION 38 JOB CREATION That Report CS-63-86 be received; and . That Council approve the UIe Section 38 job creation application submitted to Employment and Immigration Canada; and That the Town contribution of $1,839.00 be included in the 1986 & 1987 Community Services operating budgets; and That prior to the assigning of work responsibilities to this year's crew, staff report bac to the General Purpose and Administration Committee to discuss priorities of work to be done; and That the Darlington Park and Community Services Department priorities be separated in the report. 16. SUBDIVISION APPROVAL APPLICATION - KIDDICORP INVESTMENTS That Report PD-2l7-86 be tabled for a further 2 weeks. . . G.P.A REPORT PAGE 5. . . 17. BOWMANVILLE ARENA That the Arena report and whole discussion be tabled to a Special Meeting of the General Purpose and Administration Committee for the week of November 3rd, 1986 with the Chairman of the Arena Sub",committee; and That all members of Council be advised. 18. NOISE COMPLAINT That Confidential Report CD-54-86 be referred back to the Clerk for correction. . . . . .
