That Report PD-2l7-86 be tabled for 2 weeks.

REZONING APPLICATION ROLF & HEIDI FRIEDRICHS
That Report PD-220-86 be received; and
That the application submitted by Rolf and Heidi Friedrichs to
rezone a 2.04 hectare parcel in Part Lot 21, Concession 2,
former Township of Darlington, to permit the severance of three (3)
residential building lots on private services be referred to staff
for processing and subsequent report and public hearing.

4. REZONING APPLICATION - 677922 ONTARIO LTD.(VICTOR HUTTMAN)
That Report PD-22l-86 be received; and
That the application submitted by Victor Huttman to rezone a 6.51
hectare parcel in Part Lot 24, Concession 5, former Township of
Darlington, to permit the development of thirteen (13) residential
dwelling units be referred to staff for processing and subsequent
report and public hearing.

REZONING APPLICATION - BARRY WESTERMAN
That Report PD-223-86 be received and
That the application submitted by Mr. Barry Westerman, to rezone a
0.25 hectare parcel, in Part Lot 31, Concessi on 2, former Townshi p
of Darlington, to permit the development of two (2) additional
residential lots be referred to staff for processing and subsequent
report and public hearing.

REZONING APPLICATION - WM MALARENKO
That Report PD-224-86 be received; and
That the application submitted by Mr. William Malarenko, to rezone
a 3.01 hectare parcel in Part Lot 17, Concession 2, former Township
of Clarke, to permit the development of five (5) additional
residential lots be referred to staff for processing and subsequent
report and public hearing.
7.
ESTATE RESIDENTIAL DEVELOPMENT - TOWN OF NEWCASTLE
That Report PD-226-86 be received for information and discussion;
That the matter of Estate Residential Development be referred to
an informal session of Council.
8.
PROPOSED PLAN OF SUBDIVISION - ALECK MOFFAT
That Report PD-227-86 be received; and
That the Region of Durham be advised that the Town of Newcastle has
no objection to the draft approval of Plan of Subdivision l8T-860l7
as revised in re on Attachment No.1 hereto and subject to the
conditions as outlined by Attachment No.2 hereto; and
That a copy of Council's decision be forwarded to the Region of Durham
and the applicant; and
That the Director of Planning discuss withthe applicant his intentions
relative to road construction.
9.
REZONING APPLICATION - A. HOFSTEDE
That Report PD-228-86 be received; and
That the application for rezoning of Part Lot 17, Concession 1, former
Township of Darlington, submitted by Mr. A. Hofstede, to permit the
development of one (1) additional residential lot be denied without
prejudice.

10. REZONING APPLICATION - BAS VANANDEL
That Report PD-229-86 be received; and
That the application for Rezoning Part Lot 15, Concession 3, former
Township of Darlington, submitted by Mr. Bas VanAndel to permit the
development of one (1) additional residential lot be approved and
that the by-law attached hereto be forwarded to Council for approval.

11.
That Report PD-230-86 be referred back to staff to consult with the
applicant and commenting agencies to determine, if approval was given
the number of lots which could safely be given; and
That Report PD-230-86 be held in abeyance until the special meeting
relative to Estate Residential Development Policy has been held.

12.
PROPOSED DRAFT PLAN OF SUBDIVISION - WAVERLEY HEIGHTS
SUBDIVISION (OSHAWA) LTD.

That Report PD-23l-86 be received; and
That the Region of Durham be advised that the Town of Newcastle
recommends approval of the Draft Plan of Subdivison l8T-85035, dated
July 9, 1986, as revised in red, subject to the conditions contained
in Attachment No.1 to this report; and
That the attached by-law authorizing execution of a Subdivision
Agreement between Waverley Heights Subdivision (Oshawa) Limited and
the Town of Newcastle be approved; and
.
That the Mayor and Clerk be authorized to execute the Subdivision
Agreement between Waverley Heights Subdivision (Oshawa) Limited and
the Town of Newcastle at such time as an agr~ent has been finalized
to the satisfaction of the Director of Planning and the Director of
Public Works; and
That a copy of Staff Report PD-23l-86 be forwarded to the Region of
Durham; and
That the following be added to the Conditions of Draft Approval
Subdivision Application l8T-85035;

EXTENSION OF DRAFT APPROVAL - GUJDA

That Report PD-233-86 be received; and

That the Ministry of Municipal Affairs and Housing be advised that
the Town of Newcastle has no objection to the extension of draft
approval for Subdivision l8T-7602l for a further one (1) year period
to December 30, 1987.

14. COMPUTERIZATION OF TOWN OF NEWCASTLE ASSESSMENT MAPS
That Report PD-235-86 be received; and
That Planning Staff be authorized to investigate, through a proposal
call, the cost of computer digitizing the Town of Newcastle
Assessment Maps.
15.
PROVINCIAL GOVERNMENT FLOODPLAIN CRITERIA - SPECIAL POLICY AREAS
That Report PD-236-86 be received; and
That Council resolves to request the Central Lake Ontario Conservation
Authori ty to adopt a "Speci a 1 Pol i cy Area Statement" for the
watersheds of the creeks identified by Staff Report PD-236-86 so that
the regulatory flood is reduced to reflect the 1 :100 year storm; and
.
That Council further resolves that any necessary studies to establish
the flood line for such reduced regulatory flood should be at the
expense of the development proponents except where funding may be
available from senior levels of governemnt; and
That a copy of Staff Report PD-236-86 and Council's Resolution be
forwarded to the Central Lake Ontario Conservation Authority.
16.
FOOTINGS & GRADING
.
That the Director of Planning review the various problems with the
footings and grading plans.
17.
BLACK CREEK SUBDIVISION
That the Director of Planning in conjunction with the Director of
Public Works. review and investigate and report back to the
General Purpose and Administration Committee the grading problems
in the Black Creek Subdivision and if necessary consult with the
Town Sol i citor.

18.
RECLASSIFICATION OF PLANNING TECHNICIAN
That Report Admin 66-86 be received; and
That a Code Level 12 be established in the Inside Collective
Agreement (Schedule "A" Wages and Classification) and the position
of Planning Technician be reclassified from Code Level 11 to Code
Level 12 (new) of the Inside Collective Agreement; and
That the change in classification and the attendant salary change
be made retroactive to July 14, 1986; and
That the funds required as a result of the reclassification be drawn
from the Town's unclassified Administration Accounts.

19. LEASE AGREEMENT WITH THE MINISTRY OF RENTAL OF HOLDING CELLS
POLICE & FIRE BUILDING
That Report Admin 67-86 be received; and
That the rental of the Holding Cells to the Ministry of Government
Services at an annual rate of $2,010.00 from July 1st, 1986 be

approved; and
That a by-law authorizing the Mayor and Clerk to execute a rental
agreement with Her Majesty the Queen as represented by the
Minister of Government Services for the Province of Ontario, with
respect to the Holding Cells in the premises located a 132 Church St.,
Bowmanvi 11 e, be recommended to Council for passage
20.
UPGRADING OF THE ROAD ALLOWANCE BETWEEN LOTS 26 & 27,
CONCESSION 8,CLARKE (WILLIAM ALLIN)
That Report Admin 69-86 be received; and
That the Treasurer report to Council on where the money is to come
from to support the recommendation in Report WD-38-86; and
That the Director of Public Works report to Council on the
interpretation of the preliminary services proposed.
21.
TENDER T86-20 - NO.2 DOMESTIC FUEL OIL
That Report TR-77-86 be received; and
That Dixon Fuels, Oshawa, Ontario, with a total bid in the amount
of $57,750.00, being tne lowest responsible bidder, meeting all terms
conditions and specifications of Tender T86-20 be awarded the contract
to supply and deliver No.2 Domestic Fuel Oil to the Town of Newcastle
for the 1986/87 Winter Season; and
That the funds expended be drawn from the 1986/87 budget allocation for
heating of facilities.
22.
TENDER T86-2l - SALT AND SAND SPREADER BODIES
That Report TR-78-86 be received; and
That London Machinery Limited, London, Ontario with a total bid of
$24,476.25, being the lowest responsible bidder, meeting all terms,
conditions and specifications of Tender T86-2l, be awarded the
contract to supply one (1) 6 cubic yard and two (2) 12 cubic yard
Salt and Sand Spreader Bodies as required by the Town of Newcastle; and
That the funds be drawn from the Public Works Equipment Reserve.
23.
TYRONE SPRING
That the letter dated September 29, 1986, from H. R. Robinson, Chief
Public Health Inspector Regional Municipality of Durham, 301 Golf
Street, Oshawa, addressed to Mr. Gordon Ough, Director of Public Works
Town of Newcastle, Hampton, re the Tyrone Spring, be received for
i nformati on;
And that the Director of Public Works investigate the status of the
pipe; consult with the Health Unit and report back to the General
Purpose and Administration Committee.
24. SPEED LIMIT - BURKETON
That staff review and report back to the General Purpose and Administration
Committee on the speed limit in Burketon.

25. SPEED LIMIT - NASH ROAD AND DARLINGTON BLVD.
That staff review and report back to the General Purpose and
Administration Committee on the speed limit and stop sign situation
on Nash Road at Darlington Blvd.
26.
DELEGATIONS
That the delegations be acknowledged and advised of Council's decision.
27.
WASTE DISPOSAL
That the 1 etter dated September 22, 1986, from J. R. McCorke 11, P. ENg.,
Director of Operations, Regional Municipality of Durham, Works
Department, Box 623, Whitby, advising that he would be available to
meet with Council to discuss Waste Disposal as a result of the Darlington
Landfill Site reachi ng its capacity in September 1987, be recei ved;
And that staff arrange such a meeting and report back to the General
Purpose and Administration Committee.
28.
OUTSTANDING ITEMS
That a list of outstanding items be included in the Agenda on a monthly
basis.
29.
PRIDE PROGRAM
That staff be directed to prepare the necessary documentation to
satisfy the criteria for funding under the PRIDE program.
30.
LIABILITY RISK FOR VOLUNTEERS
That Staff report to the General Purpose and Administration Committee
(a) on the extent of the Town's Insurance Policy regarding liability
insurance for volunteers;
(b) on establishing a risk management policy for the Town.
31.
UNAUTHORIZED ALTER OF A ROAD ALLOWANCE, BETWEEN LOTS 32 & 33,
CONC. 5, DARLINGTON (LANGMAID ROAD).
That Report WD-78-86 be referred back to staff to review and report
on the estimated cost for the proper restoration and design of the
drainage issue; and
That prior to presenting the report to the General Purpose and
Administration Committee, a meeting take place with the involved
parties to inform them of the liability concern.
32.
STAFFING - PUBLIC WORKS
That Report WD-79-86 be recei ved; and
That a position of Clerk-Typist I be established in the Public Works
Department and that the position be advertised and filled in accordance
with Town Policy.
