REZONING APPLICATION SITE PLAN APPROVAL - JOHN RICE That Report PD-212-86 be received; and That the application submitted by Mr. R. W. Bruynson, for Mr. John Rice, to rezone a 0.689 hectare parcel in Part Lot 12, Concession 1, former Town of Bowmanville, to permit a seventy-seven (77) unit condominium apartment be referred to staff for processing and subsequent report and public hearing. REZONING APPLICATION SITE PLAN APPROVAL - ANN PSILOPOULI~ That Report PD-213-86 be received; and That the application submitted by Mrs. A. Psilopoulis, to rezone a 1.63 hectare parcel in Part Lot 25, Concession 2, former Township of Darlington, to permit the existing residences, repair garage and service station and to permit a Mot6r Vehicle Sales establishment be referred to Staff for processing and subsequent report and public hearing. REZONING APPLICATION SITE PLAN AMENDMENT - ANTON JUKIC That Report PD-216-86 be received; and That the application submitted by Mr. Anton Jukic to rezone a parcel of land located in Part Lot 15, Concession 6, G.P.A. REPORT - 2- SEPTEMBER 22, 1986. . . 4. Continued former Township of Darlington, to permit an expansion to the existing Trailer Camp/Park be denied without prejudice. 5. REQUEST FOR CROSSING GUARD - COURTICE WEST PUBLIC SCHOOL That Report CD-46-86 be received; and That an adult crossing guard be placed at Nash Road and Courti ce Road West Publ i c School; and That Public Works be instructed to carry out the necessary signing and painting. 6. UNDERGROUND ENTRANCE RAMP - FIRE STATION #1 (Bowmanville) . That Report TR-70-86 be received; and That the procedures set out in the Purchasing By-law #82-92, Section 5, Paragraph 04, be waived for this particular transaction owing to the uniqueness of the work required; and That a purchase order in the amount of $11,960.00 (Plus P,S.T.) to replace the electric snow melting cables in the underground entrance ramp at Fire Station #1, be awarded to Kremco Limited, Toronto, Ontario; and . That the funds expended be provided from the approved 1986 Fire Department Capital Budget Account #7102-0172-0005-4. 7. CASH ,ACTIVITY REPORT - AUGUST 1986 That Report TR-73-86 be received; and . That, in accordance with provision of Chapter 302, Section 81 (1) of the Municipal Act, R.S.O. 1980, the Treasurer reports to committee that the cash position of the Town of Newcastle for the month ended August is as shown on the attached schedule; and That the expenditures for the month of August 1986 be confirmed. 8. TENDER Ta6-17 DURHAM STREET, BROWN STREET, AND QUEEN STREET STORM SEWERS That Report TR-74-86 be received; and . . That Hollingworth Construction Company, Concord, Ontario, with a bid in the amount of $182,135.50, being the lowest responsible bidder, meeting all terms, conditions, and specifications of Tender T86-17, be awarded the contract for the Durham Street, Brown Street, and Queen Street Storm Sewers; and That the funds be drawn from the approved 1986 Public Works Capital Budget, G.P.A. REPORT - 3- SEPTEMBER 22, 1986. . . 9. PROCLAMATION AND DISPLAY FOR FIRE PREVENTION WEEK - OCTOBER 6-11th That Report FD-30-86 be received; and That the General Purpose and Administration Committee recommend to Council that October 6th to 11th, 1986. be proclaimed Fire Prevention Week in the Town of Newcastle. 10. FIRE TRAINING COURSE SEPTEMBER 22-26, ONTARIO HYDRO WESTERN NUCLEAR TRAINING CENTRE That Report FD-31-86 be received; and That the General Purpose and Administration Committee recommend to Council, forthwith, that the Fi re Chief attend the Ontario Hydro Western Nuclear Training Centre Course from September 22nd to 26th 1986, as an invited participant of Ontario Hydro's Darlington Community Relations Department. . 11. CN RAIL CROSSING SIGNALS ON RILEY ROAD - TORONTO STREET, NEWCASTEL That Report WD-70-86 be received; and . That the Canadian Transport Commission be advised that the Corporation of the Town of Newcastle is in favour of the installation of automatic warning devices at the Riley Road Crossing at this time and that it will pay 12 1/2 percent of the installation cost estimated at $139,200.00 (i.e. the Town's share would be approximately $17,400.00) plus 50 percent of future maintenance costs estimated at approximately $3,400.00 (i.e. the Town's share would be approximately $1,700.00); and That $17,400.00 be provided in the 1987 Budget for the installation of the protection devices at the crossing on Riley Road. . 12. PROVIDENCE - SHAW WOMEN's INSTITUTE ANTI-LITTER AND ANTI-VANDALISM CAMPAIGN That Report WD-71-86 be received for information; and That a copy of this report be forwarded to the Providence Shaw Women's Institute. 13. FLOODING AND DRAINAGE (HOLT JAD) FORMERLY PRESTON ROAD LOTS 20/21 CONCESSION 2, DARLINGTON . . That Report WD-72-86 be received; and That the Public Works Department complete the upgrading and restoration of the roadside ditch and entranceways on Holt Road damaged as a result of the August 26, 1986 storm; and That all costs be assessed to the 1986 Public Works Road Maintenance Budget; and That the abutting property owners be so advised. Conti nued That the Director of Public Works review with Ontario Hydro the construction of the generating line on the west side of the road; That the Director of Public Works meet with the residents at the site and advise the Members of Council of the date the meeting is to take place. 14. SAFETY IMPROVEMENTS INTERSECTION OF OLD SCUGOG ROAD AND CONCESSION ROAD 7 That Report WD-73-86 be received; and That the proposed realignment of Old Scugog Road through the intersection at Concession Road 7, be cancelled; and . That the stop signs be re-oriented to create a stop for north and southbound traffic and a through traffic condition for east and westbound traffic upon the passage of a by-law to authorize same. 15. BEAUTIFICATION OF THE LIBERTY STREET ENTRANCE TO THE AREA OF THE TOWN OF NEWCASTLE . That Report WD-74-86 be received; and That the Director of Public Works contact the Ministry of Transportation and Communications to address the cost sharing and liability of landscaping on the Liberty Street! Highway 401 Interchange as well as the future of the interchange > AND Report back to the General Purpose and Administration Committee. That Report WD-74-86 be tabled pending submission of the report to the General Purpose and Administration Committee. . 16. SERVICING - NASH ROAD That the Director of Public Works contact M.T.C. regarding the well situation on Highway #2 and discuss with the Region, the servicing on Nash Road. 17. FOSTER CREEK SUBDIVISION That the Director of Public Works take definitive actions against Foster Creek Developments to enforce the subdivision agreement by drawing down on their letters of credit relative to problems in the subdivision. 18. STORM SEWERS ON FLETT STREET . . That the Director of Public Works review and report on the placing of storm sewers on Flett Street, in the 1987 Capital Budget. G.P.A. REPORT -5~ SEPTEMBER 22, 1986. . . 19. EXTENSION OF BASELINE ROAD TO BENNETT ROAD That the Director of Public Works reveiw and report on the possible extension of Baseline Road to Bennett Road, to provide a connecting link between Wilmot Creek. 20. ART SPACE - TOWN HALL That Mrs. June Eckells be advised that Council will consider allowing her some art space in the new Town Hall. 21. STAFFING - FINANCE DEPARTMENT That Confidential Report TR-72-86 be received; and That the position of part time secretary within the Purchasing Section of the Finance Department, be re-classified and established as Clerk Typist 1 and the position advertised and filled in accordance with Town Policy; and . That Recommendation #1 and #2 of Confidential Report TR-72-86 be tabled until the Chief Administrative Officer has done a complete personnel requirement report prior to the 1987 budget discussions. . . . .
