SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF NOVEMBER 18, 1985. RECOMMENDATIONS: 1. RECEIVE FOR INFORMATION (a) REPORT PD-174-85 - Summary of Committee of Adjustments App1 ications for the Meeting of October 30, 1985. REPORT CD-53-85 - Parking Enforcement Report for the month of October 1985. (b) (c) REPORT CD-54-85 - Animal Control Monthly Report for October 1985. 2. REZONING APPLICATION - RICHARD REKKER, PART LOT 18, CONCESSION 2, DARLINGTON. That Report PD-165-85 be received; and That an application submitted by Mr. R. Rekker to rezone a parcel of land in Part of Lot 18, Concession 2, to permit the development of two (2) residential lots, having a minimum lot area of 0.26ha, be received and referred to staff for processing and a subsequent report and public hearing. 3. REZONING APPLICATION - WILSMAP LIMITED TOWN lOTS 25, 26, PART lOTS 27, 113, 114 & 117 BLOCK "U", C.G. HANNING'S PLAN, TOWN OF BOWMANVIlLE That Report PD-166-85 be received; and That an application submitted by rk. IJi11iam M. Hanning's Plan, Town of Bowmanvi11e, to permit the development of a dry cleaning distribution centre and plant, be received and referred to staff for processing and a subsequent report and public hearing. . . . REZONING APPLICATION - ED VANHAVERBEKE, PART LOT 27, CONCESSION 1, NEWCASTLE VILLAGE That Report PD-169-85 be received; and That the application submitted by Ed Vanhaverbeke to permit the holding symbol (H) to be lifted from the applicant's property to allow the conditions of land Division Application lD 336/85 to be fulfilled in part, be received and referred to staff for processing and a subsequent report and public hearing. 5. REZONING APPLICATION - GORDON GARROD, PART LOT 29, CONCESSION 2, NORTH ST., VILLAGE OF NEWCASTLE That Report PD-171-85 be received; and That the application submitted by Gordon Garrod to permit a residential use on a 7,169 sq. ft. parcel of land located in Part Lot 29, Concession 2, North Street, in the Village of Newcastle, be received and referred to staff for processing and a subsequent report and public hearing. That the rezoning application fee relative to Gordon Garrod be waived. 6. PROPOSED SUBDIVISION AGREEMENT - lUVERME INVESTMENTS lIMITED, PLAN OF SUBDIVISION 18T-76071 That Report PD-172-85 be received; and That the attached by-law authorizing execution of a Subdivision Agreement between Luverme Investments Limited and the Corporation of the Town of Newcastle be approved; and That the Mayor and Clerk be authorized to execute the Subdivision Agreement between luverme Investments limited and the Town of Newcastle. (By-law 85-135) 7. REZONING APPLICATION - MARIO VELTRI AND SON LIMITED, lOT 96, BLOCK 'N', GRANT PLAN, QUEEN STREET, BOWMANVILLE That Report PD-173-85 be received; and That an application submitted by Mr. A1do Riva, Agent, to rezone a parcel of land being Lot 96, Block 'N', Grant Plan, Bowmanvi11e, to permit the development of a Senior Citizen apartment building (52 units), be received and referred to staff for processing and a subsequent report and public hearing. That Report PD-175-85 be received; and That the attached by-law authorizing execution of a Subdivision Agreement between Oak1 and Developments Limited and the Corporation of the Town of Newcastle be approved; and That the Mayor and Clerk be authorized to execute the Subdi vi s ion Agreement between Oak1 and Developments Limi ted' and the Town of Newcastle. (By-law 85-136) REZONING APPLICATION - BARRIE WELCH, PART lOT 1, CONCESSION 7, FORMER TWP. OF CLARKE 9. That Report PD-170-85 be received; and That the application submitted by Barrie Welch to permit the use of a kennel and its expansion on a 17.6 acre parcel of land in Part of lot 1, Concession 7, former Township of Cl arke, be received and referred to staff for processing and a subsequent report and public hearing. 10. CORRESPONDENCE FROM THE TOWNSHIP OF PUSlINCH RE. RESOLUTION ON THE AGGREGATES ACT . That Administrator's Report ADMIN 68-85 be received; That the resolution from the Township Of Pus1inch be received and supported; And further that the Town of Newcastle proposes that where the licensed aggregate deposit is located in such a manner that the predominant access to the site is through an adjoining municipality that the tonnage fees collected be split in such a manner as to reflect the add.ed cost of road ma i ntenance to the adjoi ning municipal ity; And that the Township of Pus1inch, the Honourable David Peterson, Premier of Ontario, the Honourable Vince Kerrio, Minister of Natural Resources, Sam Cureatz, M.P.P., Durham East Riding, and A.M.O. be aovised of Council's endorsement. PRIVATE WELL IMPROVEMENT PROGRAM, HAMLET OF NEWTONVIlLE 11. . That Report ADMIN 69-85, Private Well Improvement Program, Hamlet of Newtonvi1le, be tabled; and That the 1986 Council be requested to have further dialogue with the Ministry of Environment and the parties concerned. SELF-INSURED lOSSES RESERVE - EAGLE JUNIOR "C" HOCKEY CLUB DAMAGES That Report TR-71-85 be received; and That this report be recommended for consideration for funding from the Self-Insured losses Reserve in the amount of $700 at such time as the cause of the problem can be rectified and the chance of its recurrence is reduced. That the Town of Newcastle purchase new hockey shirts for the Junior 'C' Hockey Club; and That a letter be sent to the Junior 'C' Hockey Club recommending that the shirts be worn only during out of town games; and 13. That the funds be drawn from the Unclassified Administration Account #7007-0299-X-8. QUOTATION NO. Q85-14,SNOW CLEARING AND WINTER MAINTENANCE OF FIRE DEPARTMENT That Report TR-72-85 be referred back to staff for a more detailed report to Council. 14. PETITION FROM RESIDENTS IN THE AREA OF THE ROAD ALLOWANCE BETWEEN LOTS 22 & 23, CONCESSION 6, OF THE FORMER TOWNSHIP OF CLARKE REQUESTING THE OPENING OF A ROAD ON SAID ROAD ALLOWANCE WHICH WILL PROVIDE FOR YEAR-ROUND USE That Report WD-74-85 be received; and That Petitioners, represented by Mr. Louis Obrist, who have requested that the Town open the road allowance between Lots 22 &23, Concession 6, in the former Township of Clarke, be forwarded a copy of Council 's Resolution of June 11, 1984, which reads as follows: "That Report WD-55-84 be received and Mr. Obrist be advised that, having considered all of the information available, the road between Lots 22 and 23, Concession 6, former Township of Clarke, falls into the category of an unopened road, as defined by Section 1.5 of the Town's Policy in such matters, and, as such, does not qualify for improvement; and That Mr. Obrist be advised that the Town is prepared to discuss the upgrading of either the north or south, or both portions of the said road to Town standards for agricultural use, at the cost of the benefitting land owners, as is done with subdivision developers; and . . . G.P. & A. REPORT PAGE 5. NOVEMBER 25, 1985. 14. Continued That a copy of this report be forwarded to Mr. Obrist to explain this position and be advised that the Town still supports this position." That a copy of this report be provided to the petitioners to further elaborate on the above position. 15. TRAFFIC CONTROL AT THE CONCESSION STREET/ ELGIN STREET INTERSECTION, BOWMANVILLE That Report WD-75-85 be received; and That the Traffic Division of the Durham Region Works Department be requested to provide technical input into actions which can be taken to improve safety at the intersection of Concession Street and Elgin Street in Bowmanvi11e; That Edwin G. Mann, D.C., be advised accordingly and provided a copy of this report. 16. DELEGATIONS - BARRY WELCH, BERNICE MANN That the following delegations be acknowledged, and advised of Council's actions: 1. DELEGATIONS - ARLENE BONSMA That the petition to have the watermain extended on North Street, Newcastle, submitted by Arlene Bonsma, and signed by the affected property owners, be referred to staff for a subsequent report; and That the delegation of Arlene Bonsma be acknowledged and advised of Council's actions. 18. PLAQUE FOR COUNCIL MEMBERS That the Clerk establish a plaque identifying the Members of Council and thei r terms of offices; and That the plaque be updated on a regular basis. 19.
