REZONING - JANET MAYER
That Report PD-134-85 be received;
That an application submitted by Mrs. J. Mayers to rezone a parcel
of land in Part of Lot 14, Concession 8, to permit the development
of a residential lot having a minimum lot area of 0.3 ha., be
received and referred to staff for processing and a subsequent
report and public hearing.

TWP. OF DARLINGTON
That Report PD-137-85 be received for information;
That application for Rezoning, File: DEV 85-15, in respect of
Part Lot 31, Concession 3, former Township of Darlington,
submitted by Mr. Alan Willison to permit the development of an
additional residential lot be approved; and
That Mr. A. Willison be granted an individual access to
Pebblestone Road; and
That the attached by-law (By-law 8S-11S) to amend By-law 84-63,
as amended~ be forwarded to Council.
4.
AMENDMENT TO DRAFT PLAN APPROVAL PLAN OF SUBDIVISION
l8T-77001, PART LOT 34, CONCESSION 3, GEOGRAPHIC TWP. OF
DARLINGTON - (HOLLAND AND SCHLEISS)
That Report PD-139-85 be received; and
That the requested amendment to a draft plan approval in respect
of Plan of Subdivision File: l8T-77001 be approved as requested;
and
That the Mayor and Clerk be authorized to execute the necessary
amendment to the Subdivision Agreement at such time as said
amendment has been finalized to the satisfaction of the Directors
of Planning and Public Works.
5.
REZONING APPLICATION - A. HOFSTEDE, PART LOT 17, CONC. 1,
GEOGRAPHIC TWP. OF DARLINGTON.
That Report PD-140-85 be received for information; and
That application for rezoning of Part of Lot 17, Concession 1,
former Township of Darlington, submitted by Mr. A. Hofstede, to
permit the development of two (2) additional residential lots,
be denied without prejudice.
6.
PARKING ENFORCEMENT
That Council request an informal meeting with the Staff Sergeant
Durham Regional Police, #16 Division, Bowmanville, to discuss the
various problems and concerns expressed at the G. P. A. Meeting
of October 7th.

FORMER TKATCH PROPERTY, 155 CHURCH STREET, BOWMANVILLE
That Administrator's Report ADMIN 59-85 be received;
That the Town of Newcastle accept the offer made by Mr. Robert
J. Niddery and Mr. Nicholas Tkatch and authorize the payment
of $5,000 plus legal fees from the Administrative Reserve Account
#1110-X-168-4, provided that the Town and Mr. Tkatch enter into an
appropriate agreement and that the Mayor and Clerk be authorized to
sign such agreements;
That staff be authorized to make the necessary arrangements for the
demolition of the house and garage currently situated on the
property and that the site be levelled, and that said monies also
be drawn from the Administrative Reserve Account #1110-X-168-X;
That Mr. Niddery, on behalf of Mr. Tkatch, be notified of Council's
decision.
8.
NEWTONVILLE WATER SUPPLY
.
That Administrator's Report ADMIN 60-85 be received;
That the attached material be circulated to affected property
owners as a means of establishing interest in the Private Well
Improvement Program of the Ministry of Environment;
That the Ministry of Environment be advised of Council's actions.
9.
POSTAL SERVICE - COURTICE AREA
That Report ADMIN 61-85, Postal Service - Courtice Area, be referred
back to staff for more details addressing the concerns raised.
10.
MEMBERSHIP IN T.A.D.R. (TRAVEL ASSOCIATION OF DURHAM REGION)
That Administrator's report ADMIN 62-85 be received;
That the Corporation of the Town of Newcastle take out a corporate
membership of $200. in the Travel Association of Durham Region;
That T.A.D.R. be advised of Council's actions.
11.
SELF INSURED LOSSES RESERVE
That Report TR-62-85 be received; and
That the three parking meters stolen during the month of September,
1985, with a total replacement value of $2,688.30 be funded through
the monies held in the Self-Insured Losses Reserve.

12. LIST OF APPLICATIONS FOR CANCELLATION, REDUCTION OR
REFUNDS OF TAXES
That Report TR-64-85 be received; and
That the attached list of applications for cancellation, reduction,
or refund of taxes be approved.
13.
CANCELLATION OF THE AGREEMENT BETWEEN THE TOWN OF NE~CASTLE
AND THE ORONO FIREFIGHTERS ASSOC., FOR INSURANCE COVERAGE
OF THE ASSOCIATION'S 1933 BICKELL FIRE TRUCK.
That Report FD-21-85 be received;
That the agreement between the Town of Newcastle and the Orono
Firefighters Assoc., for insurance coverage of the Association's
1933 Bi eke 11 Fi re Truck be cance 11 ed; and
That the Town's fleet Insurer be notified; and
That an invoice for insurance coverage up until this date be
fowarded to the Orono Fi refi ghter' s Association for payment.
14.
BASE LINE COMMUNITY CENTRE.
.
That Report CS-20-85 be received;
That Council approve up to a maximum of $20,000.00 from the
Baseline Community Resource Fund (1110-X-169-3) to furnish and
equip the Baseline Community Centre;
That Council approve the purchase of a commemorative plaque for
the opening of the Baseline Community Centre and that the cost
of up to $800.00 be charged to the Baseline Community Centre
Reserve Fund;
That the balance of the Baseline Community Centre Reserve Fund
after completion of the project remain in the Reserve Fund for
possible future capital projects at the Baseline Community Centre;
That the Baseline Community Centre Board be advised of Council's
actions.
15.
SCHOOL SWIM TEAMS REQUEST FOR REDUCED RENTAL RATE FOR USE
OF INDOOR POOL
That Report CS-2l-85 be received;
That Staff review the present user pay policy and present
facility rental rate structure and report back to the General
Purpose and Administration Committee of Council with recommendations
in time for 1986 budget considerations;

That in the interim between now and the 1986 Budget approval, the
students from the Northumberland and Newcastle Board of Education
be a 11 owed a 50% reducti on in the faci 1 i ty rental rate charged for
the use of the Newcastle Fitness Centre Pool during off periods;
That the High Schools be advised of Council's actions.

16. DISPOSAL OF GARBAGE, NEWCASTLE VILLAGE, ORONO,
ORONO ESTATES AND COURTICE
That Report WD-64-85 be received;
That in accordance with By-law 82-184, being a by-law to regulate
the collection of garbage within the municipality, the Director
of Public Works be authorized to arrange for tenders for the
collection and disposal of garbage from areas outlined in the
by-law as Orono Schedule "B", and Newcastle Village, Schedule "C";
and
That the garbage pick-up and disposal tender be awarded for a two
year term; and
That the garbage collection and disposal contract include provision
to allow the Town to participate in recycling programs; and
That the Director of Public Works arrange to call Tenders for the
collection disposal of garbage for the Courtice Urban Area as
outlined in Schedule "D" to Report WD-64-85 .and that a report be
prepared for consideration.
17. PETITION FROM NEWCASTLE CONDOMINIUM CORPORATION NO.2 ON
MARTIN ROAD BETWEEN ALONNA STREET AND DURHAM ROAD 57
REGARDING PARKING RESTRICTION
. That Report WD-65-85 be recei ved;
That Newcastle Condominium Corporation No.2, represented by
Mr. D. A. Timms, be advised that for reasons of safety and
maintenance, the Town does not consider it advisable to lift
parking restrictions on Martin Road between Alonna Street and
and Durham Road 57.
18.
CORRESPONDENCE FROM THE CANADIAN TRANSPORT COMMISSION
REQUESTING TOWN CONCURRENCE IN THE PROPOSAL TO CLOSE A
PUBLIC CROSSING AT THE CNR AND THE UNOPENED ROAD
ALLOWANCE BETWEEN LOTS 26 & 27 IN CONCESSION 1 OF THE
FORMER TOWNSHIP OF CLARKE
That Report WD-66-85 be tabled until the Director of Public
Works informs the property owners abutting the unopened road
allowance between Lots 26 & 27 in Concession 1, of the former
Township of Clarke, and any known users of the subject road
allowance, of this proposal.
19.
RECYCLING ACTIVITIES
That Report WD-67-85 be received;

That Awards of Merit be given to individuals who have been
active in recycling in the Town of Newcastle at the beginning
of the Council Meeting of October 14, 1985; and
That in recognition of the Town of Newcastle being active in
recycling, a tree, of the species utilized in newsprint, be
planted in Soper Creek Park, by the Mayor and Council at a
time convenient to them; and

That Council authorize Staff to arrange for depots for recycling of
. glass, tin and newsprint in Orono and Newcastle Village.
20. CLOSURE & CONVEYANCE OF ROAD ALLOWANCE WITHIN THE ESTATE OF
LUELLA IRENE FOUND AND THE LATE CHARLES R. FOUND, PART OF
LOTS 32 & 33, CONCESSION 1, FORMER TOWNSHIP OF DARLINGTON

That Report WD-68-85 be received; and
That the unopened portion of the road allowance between Lots 32 & 33,
Concession 1, former Township of Darlington, more particularly
descri bed as Parts 3, 4 & 5, Pl an 1 OR-145l, be closed by by-l aw and
conveyed to the abutting owners; and
That the lands be conveyed to the abutting owners for the consideration
of a quit claim deed to the lands upon which the travelled portion
is actually situate; and
That staff be authorized to complete the procedure for closure and
conveyance on the basis of the above and in accordance with Town
Pol icy.
21.
GARBAGE DISPOSAL SERVICES BOWMANVILLE URBAN AREA
That Report WD-69-85 be received; and
That the Director of Public Works, responsible for the collection
and disposal of gar~age, be authorized to modify and alter the
Bowmanville area garbage routes in accordance with Schedule "D";
and,
That collection in accordance with revised routes commence the
week of November 11, 1985; and
That all households and commercial establishments receiving Municipal
garbage collection, be advised of the change; and
That Committee and Council reaffirm the Town's by-law 82-124, being
a by-law to regulate the collection and removal of garbage within
the Town of Newcastle; and
That garbage collection and disposal from developments governed by
site plan agreement, be in accordance with the approved development
agreement.
22.
DRAINAGE OF THE LANDS ABUTTING SOLINA ROAD NORTH OF THE
HAMLET OF SOLINA
That Report WD-70-85 be received;
That Staff be directed to take the following actions:
Make appropriate arrangements with all of the land owners involved
to resolve this long outstanding matter which arrangements are as
fo 11 ows :

i) Have the landowner (Westlake) and his tenant (McMaster)
perform ditching across the field west of Solina Road
to provide a defined drainage outlet for the culvert on
Solina Road;
ii) Have the Works Department install two field entrances
to fields leased by McMaster on the west side of Solina Road;
iii) Have the Works Department repair the residential entrance
on the west side of Solina Road.
23.
DELEGATIONS - A. WILLISON: A. HOFSTEDE
That the delegation of Allan Willison and the delegation of
Mr. & Mrs. A. Hofstede be acknowledged and advised of Council's
actions.
24.
PROPERTY MATTER - NEWCASTLE HYDRO
That the Newcastle Hydro Electric Commission be advised that the
Town of Newcastle has no interest in the properties mentioned in
the Newcastle Hydro Electric Commission's letter of September 25, 1985.
25.
FIRE PREVENTION WEEK
.
That Staff and the Canadian Statesman be complimented on their
special newspaper edition relating to Fire Prevention Week.
