SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JULY 15, 1985. RECOMMENDATIONS: 1 . RECEIVE FOR INFORMATION (a) Report PD-113-85 - Summary of Committee of Adjustment Applications for meeting of July 3. 1985. (b) Report CD-29-85 - Parking Enforcement report for the month of June, 1985. (c) Report ADMIN 42-85 - Concerns with respect to Enforcement of the Property Standards By-law. (d) Report FD-14-85 - Home Fire Inspection Program (e) Report FD-15-85 - t10nthly Fi re Report for June, 1985. 2. PROPOSED PLAN OF SUBDIVSIoN - BoWMANVILLE CONSTRUCTION LIMITED - PART OF LOT 27. CONC. 2, NEWCASTLE VILLAGE That the Region of Durham be advised that the Town of Newcastle has no objection to draft approval of Plan of Subdivision 18T-85ol3, revised as indicated on Attachment No.1 and subject to the conditions contained in Attachment No.2 to Staff Report PD-l 05-85; and That a copy of Council's decision be forwarded to the Region of Durham and the applicant. 3. APPLICATION TO REt10VE THE HOLDING Sn1BoL FROM THE "(H) Rl- URBAN RESIDENTIAL TYPE ONE ZONE" PART LOT 32 CONC. 2, FORMER TWP. OF DARLINGTON 4. That the application submitted by t1r. Wesley oke, to rezone a parcel of land in Part of Lot 32, Conc. 2 former Township of Darlington, requesting the removal of the (H) Holding Symbol from the (H) Rl-Urban Residential Type One zone of said land be approved and that the attached by-law hereto be approved. (SEE BY-LAW 85-95) APPLICATION FOR REZONING - ROBERT L. STEVENS - PART LOT 14, CONCESSION 1. BOWMANVILLE That the application submitted by Mr. Robert L. Stevens to rezone a parcel of land in Part of Lot 14 Concession 1, former Town of Bowmanville. to permit the development of a car wash establishment be approved and the by-law amendment attached hereto be approved. APPLICATION TO AMEND DURHAM REGIONAL OFFICIAL PLAN - RESIDENTIAL DENSITIES IN MAIN AND SUB-CENTRAL AREAS That the Region of Durham be advised that the Town of Newcastle has no objection to Official Plan Amendment Application 83-32/D to permit a range of residential densities in Main and Sub-Central Areas. That a copy of Staff Report PD-l09-85 and Council's decision be forwarded to the Region of Durham, APPLICATION FOR APPROVAL OF PLAN OF SUBDIVISION - INCHAFFRAY INVESTMENTS LIMITED -PART LOT 29, CoNC. 2, NEWCASTLE VILLAGE That the Region of Durham be advised that the Town of Newcastle has no objection to draft approval of Plan of Subdivision lBT-85ol0 subject to the conditions outlined on Attachment No.2 to Report No. PD-ll 0-B5; and That a copy of Staff Report PD-llo-B5 and Council's decision be forwarded to the Region of Durham and the applicant. 7. TOWN OF NEWCASTLE OFFICIAL PLANS That the proposed amendments to the Darlington Official Plan, the Bowmanville Official Plan and Newcastle Village Official Plan, Attachments 1 to 3 inclusive. to Report PD-lll-B5, be approved and forwarded to the Regional Municipality of Durham for approval; and, That the Region of Durham be requested to approved proposed Amendment 21 to the Darlington Official Plan, proposed Amendment 3 to the Bowmanville Official Plan and proposed Amendment 1 to the Newcastle Village Official Plan; and That the Region publish a notice in accordance with the proposed pub 1 ic noti ce i ncl uded as Attachment 4 to report PD-lll-B5 and convene a public meeting in respect of the subject Official Plan amendments at a location within the Town of Newcastle. 8. TOWN OF NEWCASTLE SIGN BY-LAW - r~INOR VARIANCE - GOODYEAR That Goodyear Canada Inc. be granted a variance from the Town of Newcastle Sign By-law to permit a maximum of three (3) off-site directional signs conditional upon a maximum of two (2) being located within the residential zone and further. conditional upon the approval of the Director of Public Works in respect of sign location and satisfying all the requirements of the Town of Newcastle By-law in respect of permits. 9. REMUNERATION OF CROSSING GUARDS That commencing September 1985, Crossing Guards be remunerated at a rate of $130.00 bi-weekly. G,P.&A. REPORT PAGE 3. 10. . 11. . . IMPROVEMENTS TO PRIVATE WATER SYSTEMS IN THE HAMLET OF NEWToNVILLE, TOWN OF NEWCASTLE That Staff be authorized to contact affected property owners explaining the Ministry of Environment program and procedures to determine property owner interest. That Staff review Recommendation #4 of Report ADMIN 47-85 with the Ministry of Environment for the Ministry's acceptance of Schedule "A" and that Staff report back to the General Purpose and Administration Committee; That the Region of Durham be advi sed of Council' sactions. HANDI TRANSIT VEHICLE (RE-oRDER) That the actions approved by Council Resolution #335-85 be rescinded and the awarding of Purchase Orders indicated be changed to the following: a. that a purchase order in the amount of $15,894.00 (plus P.S.T.) for the supply and deliver of one (1) only 1986 Ford Econo Line Van 351 8 cyl. be awarded to Hahn Mercury Lincoln Sales, Cambridge, Ontario; b. That a second purchase order in the amount of $10,320.00 (plus P.S.T.) for the conversion costs of the vehicle for handicapped use be awarded to Victoria Wheel Chair; Co That a third purchase order in the amount of $5,775.00 (plus P.S.T.) for the supply and installation of 50 Straint (Wheelchair tie downs) and one Rican R30A lift be awarded to Creco, Cambridge, Ontario. That the procedures set outin the Purchasing By-law #82-92 Section 5, paragraph 06 be waived for this particular transaction owing to the uniqueness of the vehicle required. 12. That the funds expended be provided from the approved 1985 budget of $32,000.00 (50% funded by M.T.C.) and that $4,273.72 (50% funded by M.T.C.) be provided from the Contingency Account 7007-X-298-9, CASH ACTIVITY REPORT - JUNE, 1985 That in accordance with provision of Chapter 302, Section 81(1) of the Municipal Act, R.S.o. 1980, the Treasurer reports to Committee that the cash position of the Town of Newcastle for the Month ended June is as shown on Report TR-48-85; and That the expenditures for the month of June, 1985 be confirmed. G. P. & A. REPORT PAGE 4. 13. FIRE DEPARTMENT TRAINING COURSE . That Report FD-13-85 be received and that Council offer their congratulations to the following Firefighters: Bruce Smi th; Irwin Colwell; Doug McCurdy; Ma ri on Hockney; Ri ck Patterson; Stephen Davey; All an Luke; Bob Wilson; 14. ACQUISITION OF LANDS FROM THE FLYING DUTCHMAN HOTEL REQUIRED FOR THE RECONSTRUCTION OF BASELINE ROAD, BoWMANVILLE That a by-law passed authorizing the Mayor and Clerk to execute an Offer to Sell in the form attached to Report WD-46-85, for lands required for the reconstruction of Baseline Road, Bowmanville; That a letter of acceptance be forwarded to the Flying Dutchman in accordance with the requirements of the Offer to Sell; That the documents be forwarded to the Ministry of Transportation and Communications for approval and subsequently to the Town Solicitor for completion of the transaction. (SEE BY-LAW 85-97) 15. TRANSFER TO M,T.C. OF A PORTION OF THE ORIGINAL HUNT STREET RIGHT-OF-WAY IN LOT 11, OF THE BROKEN FRONT CONCESSION, FORMER TOWN OF BoWMANVILLE (SUPPLEMENTARY REPORT) . That the Corporation of the Town of Newcastle approve the transfer to the Ministry of Transportation and Communications, Part 5 on Plan P-2695-l40; That a certified copy of this resolution be forwarded to Mr. Bert Torini of the Ministry of Transportation and Communications. 16, REQUEST FROM BECAS DEVELOPMENTS LIMITED REQUESTING PERMISSION TO CLEAR A TRAIL ON THE UNOPENED ROAD ALLOWANCE BETWEEN LOTS 18 & 19 AND IN CONCESSION 5 OF THE FORMER TOWNSHIP OF CLARKE That Becas Developments Limited be granted permission to perform limited clearing of a trail on the unopened road allowance between Lots 18 & 19 in Concession 5, of the former Township of Clarke, conditional on the following: a) Prior to any clearing, all trees proposed for removal shall be marked and reviewed by the Works Deparment for approval. Removal of major trees will not be allowed, b) No grading or other such modifications to the road allowance will be allowed. . That the Works Department issue the required road occupancy permit for such activities; That Mr. Peter Caspari representing Becas Developments Ltd., be advised of Council's actions in this matter. G. CORRESPONDENCE FROM THE CENTRAL LAKE ONTARIO CONSERVATION AUTHORITY REQUESTING DIRECTION FROM THE TOWN WITH RESPECT TO AN EROSION CONTROL PROJECT AT THE COBURN PROPERTY IN LOT 6, CONCESSION 3, OF THE FORMER TOWNSHIP OF DARLINGTON. . That subject to the agreenent of the property owners to pay fifty-five percent (55%) of the actual cost of the erosion control project, the Town request C.L.o.C.A. to proceed with it; That staff be authorized to enter discussions with the property owners and C.L.o.C.A. 18. ACCEPTANCE AND RELEASE OF STAGE 1, (REBECCA COURT, PAMELA COURT AND AVI COURT) IN THE RILLS OF LIBERTY NORTH That the Director of Works provide East Woodbridge Developments Limited with a "Certificate of Acceptance" for the works constructed in Stage 1 (Rebecca Court, Pamela Court and Avi Court) in the Rills of Liberty North, in accordance with Paragraph 51 of the subdivision agreement. That in accordance with Paragraph 54 of the subdivision agreement between the Town and East Woodbridge Developments Limited, a Certificate of Release be provided to the owners. . That reductions in the letters of credit currently held by the Town for works in Stage 1 of the Ri 11 s of Liberty North be processed by Town staff. 19. PORT GRANBY MONITORING COMMITTEE That the Mayor and Members of Council attend a meeting with the Honourable Robert Layton, Minister of Mines, on August 6th in Port Hope, to discuss the Town's concerns with the Port Granby facil ity. 20. ABANDONED WELLS That Staff review and report what authority the Municipality has to protect the public from abandoned wells. 21. GARBAGE PICK UP POLICY That Staff review and report on the present garbage pick-up policy and identify any heavily populated area that is presently outside the existing garbage pick-up area. 22. TOWN OF NEWCASTLE DEVELOPMENT CHARGES That Staff specifically review the Courtice area levy charges and identify the services that are supplied in view of the immense concerns that are being continuously raised. . 23. BoWMANVILLE LIBRARY CAPITAL IMPROVEMENTS That report ADMIN 45-85 remain tabled and that the proposal submitted by the Mayor, be referred to the Chief Administrative Officer, Chief Librarian and Chairman of the Library Board to G. P. & A. REPORT PAGE 6. . review and report back to the General Purpose and Administration Committee. 24. TOWN OF NEWCASTLE EMERGENCY PLAN That Report FD-lo-85 be referred back to Staff to address and report on the concerns raised and that the Fire Chief contact each member of Council to discuss the concerns of each member.
