SUBJECT: GENERAL PURPOSE AND AD~lINISTRATION COM~lITTEE t1EETING OF JULY 2, 1985. RECOMMENDATIONS: 1. RECEIVE FOR INFORMATION (a) Summary of Committee of Adjustment Applications for the meetin9 of June 5, 1985. (b) Monthly Building Report for May, 1985. (c) Summary of Land Division Committee Applications for the month of May, 1985. (d) Report ire: Town of Newcastle Official Plans. (e) Community Services Dept. Internal Operational and Staffing Review. (f) Report re: Summer Recreational Activities. . (g) Report re: Goodyear 75th Anniversary Dinner. (h) Verbal report re: Approved application for Energy Auditor 2. REZONING - D. WIGr~ORE GUNN THAT application for rezoning DEV 85-11, submitted by Ms, D. Wigmore Gunn, to rezone a 1.06 hectare parcel of land in Part of Lot 24, B.F.C., Clarke, be approved; and THAT the By-law attached to this report be forwarded to Council for approval at such time as the Public Works Department's Requirements with respect to the dedication of a road widening and the payment of costs for ditching along Lakeshore Road are satisfied; and THAT a copy of Council's decision and conditions of approval be forwarded to the applicant and the Ministry of Natural Resources. 3, REZONING - WESLEY OKE . THAT an application submitted by Wesley Oke, to rezone a parcel of land in Part of Lot 32, Concession 2, former Township of Darlington, by removing the (H) Holding Symbol from the "(H)Rl" zone of said lands, be received and referred to staff for processing and subsequent report. HOFSTEDE THAT an application submitted by Andy Hofstede to rezone a parcel of land in Part of Lot 17, Concession 1, former Township of Darlington, to permit the development of two (2) additional residential lots, be received and referred to staff for processing and a subsequent report and public hearing. EXEMPTION FROM PART LOT CONTROL - CEAN INVESTMENTS THAT the attached by-law exempting Lots 1, 2, 3 and 26 to 36 all inclusive, registered Plan 10M-76l, from Part Lot Control, be approved and forwarded to the Regional Municipality of Durham pursuant to Section 49, Subsection (7) of the Planning Act; and THAT Mr. Smith be so advised. (SEE BY-LAW 85-92) BUDGET ALLOCATION - BY-LAW ENFORCEMENT THAT the By-law Enforcement - Travel Expense Account 7l04-232-X-3 be increased to $1,400.00; and THAT the additional budget re-allocation be drawn from Contingency Account 7007-298-X-9; and THAT a miscellaneous mileage expense account allocation be established in the School Crossing Guard budget to cover emergency (mileage) travel expenses. BLACKSMITH'S SHOP, TYRONE - G. WOODCOCK. THAT the designation of the Woodcock building as an historic property, be referred to L.A.C.A.C., to initiate; and THAT Staff meet with the applicant to discuss concerns regarding severance. APARTMENT RENTAL, KING ST. E., VILLAGE OF NEWCASTLE THAT the Mayor and Clerk be authorized to sign a new lease agreement with Mr. and Mrs. Miller, the current occupants, at a monthly rate of $350.00; and THAT the agreement provide for rental adjustments in subsequent years effective September 1st in accordance with the annual inflation rate; and THAT Mr. & Mrs. Miller be advised of Council's actions. 9. POSSIBLE ADVERTISING ON VANS THAT Staff be directed in conjunction with local business concerns, to proceed with the painting of a van, promoting the Town, provided costs do not exceed $2,000. and that the Town's contribution to this effort be drawn from the Industrial Reserve Account #1110-X-163-9. THAT the painting of the design illustrate the Town of Newcastle G. P. & A. Cont'd. PAGE 3. . 10. 11. . 12. 13. 14. . 15. and highlight the component parts of the municipality with arrows indicating the number of miles to Toronto and Hamilton. PROPOSED 1986 BUDGET SCHEDULE THAT the budget process followed in prior years by Committee and Council be continued for the 1986 budget year. CITIZEN OF THE YEAR AWARD THAT five (5) persons be chosen to receive a "Citizen of the Year" Award; THAT two (2) of the five persons chosen to receive an award be young people in recognition of International Youth Year; and THAT recognition of the "Citizen of the Year" Award recipients be held at a public event to be held sometime in November of 1985; and THAT a letter be written to various organizations in the Municipality and advertisements be placed in the local newspapers to request nominations of individuals for this award; and THAT nominations of individuals for the "Citizen of the Year" Award be submitted to the Clerk of the Town of Newcastle by October 15th, 1985; and THAT selection of the names of those individuals who will recei ve a "Citi zen of the Year" Award will be made by Counci 1 by way of secret ballot. TYLER STREET PETITION THAT the Director of Public Works contact the representatives of Tyler Street, and advise them of the status in which repairs to Tyler Street are scheduled in the work program forecast. CONCLUSION OF BICENTENNIAL COMMITTEE ACTIVITIES TO use the residual funds, in conjunction with the Museums, to acquire the artifacts outlined in the joint letter from both Museums dated May 27th, 1985; and THAT these funds be expended by the Town Treasurer upon receipt of the invoice for the item secured. NEWCASTLE HORTICULTURAL SOCIETY THAT a letter be sent to the Newcastle Horticultural Society from the Mayor and Council, congratulating them on winning first prize in the Provincial Contest for Yearbooks. BOAT LAUNCH RAMP - BOWMANVILLE HARBOUR CONSERVATION AREA THAT a letter of appreciation be sent to C.L.O.C.A., for G. P. & A. Cont'd. PAGE 4. establishing a boat launch ramp within the Bowmanville Harbour Conservation Area. . 16. LOT LEVY CHARGES AND OTHER SERVICE CHARGES THAT Staff take under review the lot levy charges and other service charges established in this municipality in comparison with other municipalities. 17.
