Rezoning - M. Mangar THAT an application submitted by Mr. M. Mangar to rezone a parcel of 1 and in Part of Lot 28, Concessi,on 5, former Townshi p of Cl arke to expand the uses permitted in conjunction with the existing motor vehicle service station be referred to staff for processing and subsequent report and public hearing. 2. Receive for Information (a) (b) . (c) Monthly Building Report for February 1985. Report PD-52-85, Committee of Adjustment File A87-85 and A88/85, B. Heming, part lot 8, Conc. 6 Darlington. Report CD-12-85, Costs Associated with Binding of Council and Committee Agendas. Report CS-06-85, International Youth Year. Report CS-07-85, Martin Road Park Agreement (d) (e) 3. Plan of Subdivision l8T-84048 - Gearing THAT the Region of Durham be so advised that the Town of Newcastle recommends approval of Plan l8T-84-48, dated December 17 1984 as revised in red and attached hereto and furthermore, subject to the conditions contained in Attachment 1 to this Report, amended as foll ows: . Condition 1. Change (8) lots to (10) lots. Condition 8. Amended to read "THAT the existing non-residential structures on lot 3 be demolished and removed from the said lands. Condition 16. Amended to read "THAT Blocks 12, 13 and 14, being 0.3 metre reserves, be dedicated to the Town of Newcastle, free and clear of all encumbrances. Furthermore, that a site triangle shown as Block 16 on the red-line revised plan, be dedicated to the Town. Condition 19. THAT the owner dedicate to the Town of Newcastle Blocks 18, 19 and 20 for the purpose of accommodating the proposed cul-de-sac and turning circle. . . . 3. 4. 5. 6. 7. REPORT # 2 Continued - THAT application for rezoning, DEV 85-1 in respect of Lot 32, Concession 3, Township of Darlington, be approved and that the attachEd by-law to amend Zoning By-law 84-63, as amended, be forwarded to Council. (See by-law 85-35) THAT a copy of Staff Report PD-5l-85 be forwarded to the Region of Durham. Amendments to by-law 84-63 THAT the by-law attached to Report PD-53-85 be approved. (See bywlaw 85-36). Lease- Matthews & Hill Insurance Brokers THAT the Mayor and Clerk be authorized to execute the necessary documents to revise the necessary lease with Matthews & Hill Insurance Brokers limited on the basis of a 1985 increase of 5% and a 1986 increase of an additional 5%; THAT the attached by-law authorizing the Mayor and Clerk to execute the necessary documents be adopted. (See By-law 85-37) THAT Matthews & Hill Insurance Brokers Limited be advi sed of Council's actions. Tender re Non-asphaltic Road Oil 85-1 THAT Can am Oil Services, Breslau, Ontario with a bid of $81,840.00 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender 85-1 be awarded the contract to supply and apply non-asphaltic Road Oil as required by the Town of Newcastle; THAT the funds expended be provided from the approved 1985 Public Works road material maintenance budget. lease of Word Processing Equipment THAT the lease agreement for the AES Word Processing Equipment be approved; THAT the Clerk prepare the by-law required to authorize execution of the lease agreement. (See by-law 85-38) . . . 8. 9. 10. 11. 12. -3- REPORT # 2 Part Time Firefighters Vacation Pay THAT Council approve the retroactive payment of 4% ~acation pay to all past and present part-time firefighters, calculated from January 1,1982 until the present date; THAT the funds be drawn from Fire Department Account, Part-Time Firefighters' wates, No. 7102-016-2-7, -3-6, -4-5, -5-4. Vandalism - Bowmanville Cemetery THAT the necessary repairs be charged to the Cemetery Maintenance Account. Ontario Provincial Standard Drawings & Specifications THAT THE Town of Newcastle adopt the Ontario Provincial Standard Drawi ngs and Sped fi cations for use in its constructi'on projects; THAT Mr. P. C. Ginn, P.Eng., District Municipal Engineer, M.T.C. be so ad~ised and pro~ided with a copy of this report. Van Andel & Gust Subdivision THAT a by-law be passed by Council dedicating Block 26, Plan lOM-755 as a public road allowance; (See by-law 85-39) Bowmanville Sidewalk Sale THAT conditonal on the Bowmanville Business Centre acqulrlng the necessary Road Occupancy Permits from the Works Department, approval be given to hold a Sidewalk Sale on July 18, 19, 20 1985. THAT on July 18 and 19, Temperance Street, from Church Street to just north of St. John's Anglican Church, be closed with the exception of a clear fire route; THAT on July 20, King Street, from the west side of Division street to the east side of Scugog Street, be closed with the exception of a clear fire route and access to Brock's Service Centre; THAT westbound Highway 2 traffic be detoured via Division Church and Scugog Streets and eastbound Highway 2 traffic be detoured via Scugog Queen and Division Streets; THAT ad~ertisements of the road closures and detours be placed in the local newspapers; - . . 12. 13. 14. - 4 - REPORT # 2 Continued: THAT arrangements for pl acement and removal of barriers and signs be as in previous years, between the Works Department and the Bowmanvil1 e Business Centre: THAT a copy of this report be forwarded to the Bowmanville Business Centre with the request that they make appropriate arrangements with the Works Department well in advance of their proposed event. Public Works Week THAT advertisements advising of Public Works Week and inviting members of the public to contact the Works Department for information about the activities of the Department be placed in the local newspapers; THAT such ads include the following proclamation: WHEREAS the health, safety and comfort of the community is greatly dependent on the facilities and services provided by the Public Works Department; and WHEREAS the support from the community is vital in the continuing efficient operation of the Public Works' Services such as street maintenance, refuse collection, water and sewer systems, road construction and snow removal: and WHEREAS the qual Hy and effecti veness of these fact 1 Hi es and services are dependent on the continued efforts and skills of Public Works Department Staff; NOW THEREFORE, the Council of the Corporation of the Town of Newcastle does hereby proclaim May 19th to May 25th, 1985, "PUBLIC WORKS WEEK" in the Town of Newcastle to recognize the efforts of the Public Works Department in providing for the health, safety and comfort in the community. THAT letters be sent to area school boards inviting them to arrange student tours of Works facil Hies and that such invitations request a response by May 10, 1985. Chris Beauduane Productions THAT the Mayor's Report on Chris Beauduane Productions be referred back to .the Mayor's Office for input from Council and a reply. . 15. 16. 17. - 5 - REPORT # 2 Town of Newcastle Flag THAT the Town of Newcastle flag be a white background with a central crest on a pale green Leaf with a cl ump of apple blossoms in the corners and "TOWN OF NEWCASTLE" under the crest. Apple Blossom Week THAT May 26, 1985 to June 1, 1985 be proclaimed "APPLE BLOSSOM WEEK" in the Town of Newcastle, according to Town Policy. 75th Anniversary - Goodyear THAT Council support Goodyear Canada Inc., in the celebration of its 75th Anniversary and the Chief Administrative Officer, the Mayor and Councillor Hobbs, be the liaison with the company.
