. 2. Application for Rezoning - Greg Gray
.
THAT an application submitted by Mr. Greg Gray to rezone a
parcel of land in Part of Lot 6, Concession 2, former Township
of Clarke, to permit the parking of two commercial motor vehicles
be referred to staff for processing and a subsequent report and
public hearing.
3.
Application to Amend Official Plan
Additional Uses Within Special Commercial Areas
That the Region of Durham be advised that the Town of Newcastle
has no objection to Official Plan Amendment, Application 84-38/D
to permit financial establishments, professional offices and other
personal service uses as an exception within Special Purpose
Commercial Areas at the discretion of the Area Municipal Council.

Baseline Community Centre Building Plans
Administrator's Report Admin 18-85 be received;

Upon acceptance of the recommendations from the Newcastle
Community Services Planning Board, staff be authorized to
prepare all necessary tendering documents in conjunction
with Mr. Grant Robertson, Architect for the Baseline
Community Centre;

Staff be authorized to advertise the project and
receive tenders and present a recommendation on the selection
of a contractor through the General Purpose and Administration
Committee;

The Baseline Community Centre Board and the Newcastle
Community Servi ces Pl anning Board be advi sed of Council's
actions and thanked for their continuing involvement
in the project.

Activity Report for February 1985
In accordance with provision of Chapter 302, Section 81(1)
of the Municipal Act, R.S.O. 1980, the Treasurer reports
to Committee that the cash position of the Town of Newcastle
for the month ended February is as shown on the attached
schedul e;

The expenditures for the month of February 1985, be approved.

taxes attached to Report TR-14-85 be appoved.
Petition for 1984 Supplementary Subsidy
The Treasurer petition the Ministry of Transportation and
Communications for supplementary allocation of subsidy in
the amount of $169.00 for transportation services for
physically disabled persons.
Decoration Day - Cemeteries
Decoration Day be held on Sunday, July 21st, 1985 at Bowmanville
and Bond Head Cemeteries.

Speed Sport Show- Orono Park
Report CS-04-85 be received:
2. The request of Show Associates be approved upon
agreeing to the following conditions;

a) Special Event Insurance be purchased with a minimum
of $1,000,000. coverage for 3rd party liability;
b) Security must be provided for the event by Show
Associates in the area designated for the consumption
of alcoholic beverages;
c) A Liquor Licence must be issued for the event;
d) Public Health Regulations are met where food is
being served;
e) Show Associates produce a Bond to the Town of Newcastle
in the amount of $500.00 to cover any damages or additional
clean-up of the area used;
3. Council authorize the Town Clerk to forward a letter
of approval for the event to be held in Orono Park
Saturday, July 6, 1985.

Storm Water Management Courtice Urban Area
Report WD-18-85 be received;
Consultants preparing stormwater management plans be
made aware of the necessity to look at the up and down-
stream hydrographs as altered by other stormwater
management facilities to ensure that the intent of the
Courtice Stormwater Management Study is achieved;
3.
A copy of this supplementary and its recommendations be
forwarded to the Central Lake Ontario Conservation Authority
with the request that they indicate concurrence with the
Town's approach to stormwater management in the Courtice
Urban Area.
Release of Part 2, Plan 10R-708
Darlington Industrial Estates
Report WD-19-85 be received and the recommendations of
Report WD-6-85 be reconsidered and a release be granted for
Part 2, Plan 10R-708, with respect to the requirements of a
subdivision agreement between the Town and Darlington Industrial
Estates, subject to the contribution of $3,000. by the owner
towards completion of outstanding works in said subdivision;
Staff be authorized to take the necessary steps to implement
such recommendation (See By-law 85-29)

1.
Closure & Conveyance Unopened laneway
Report WD-20-85 be received;
2. A portion of the unopened laneway lying halfway between
Elgin Street and High Street and extending fl10m 0' Dell
Street to Fourth Street in Bowmanville, more particularly
described as Part 2, Plan 10R-1885, be closed and conveyed
to the abutting owners;
3. The value of Part 2, Plan 1824 be established at a nominal
amount of $100.00 plus costs;

4. Staff be authorized to complete the procedure for the
Closure and conveyance of the subject lands in accordance
with Town Policy.
Certificate of Completion - Burketon Hills
Report WD-21-85 be received;

In accordance with Clause 46 of the Subdivision Agreement
between the Town and Burketon Hills Estates, registered
as Instrument No. 112980, the Director of Public Works
be authorized to issue a Certificate of Completion for
the works constructed in Phases r and II of said sub-
division;
3.
The maintenance period for the completed works be
deemed to have commenced November 6 1984, the date of
completion of said works. Such certificate of Completion
will not include surface course of asphalt.

Redesi gn :Cobbledi ck/Stati on/Rowe Street
Report WD-22-85 be received;
Council concur with the request of the Ministry of
Transportation and Communications respecting a redesign
of the Cobbledick/Station/Rowe Street intersection
proposed as Part of the Highway 35/115 reconstruction
proposal subject to the following:
a) All construction costs of the proposal to
connect Rowe Street to Station Street and
eliminate the connection of these former two streets
to Cobbledick Street to be borne by the M.T.C.:

b) Design for this proposal to include prOV1Slon
for correction of a minor drainage problem
which exists in this area;
c) All costs for closure by by-law of the existing
Station/Rowe Street road allowance connecting to
Cobbledick Street to be borne by M.T.C.;
d) An information meeting be held with area citizens and
the Durham Fair Board;
e) Any public objections to the above road closing
by-law to be resolved jointly by the Town and M.T.C.;
3. The Ministry of Transportation and Communications be
requested to provide written concurrence with the above.
lS. Building Plans for Baseline Community Centre
1. Report of the Newcastle Community Services Planning Board
be received.

Council approve the approximate building location and
parking lot location, including entrance;
3. Council approve the general building plan for the internal
layout of the building;
4. The Baseline Community Centre Board and the Newcastle
Community Services Planning Board be advised of Council's
actions.
