REPORT TO THE COUNCIL MEETING TO BE HELD ON FEBRUARY 25, 1985.
SUBJECT:
GENERAL PURPOSE AND ADMINISTRATION COMMITTEE CHAIRMAN'S
REPORT OF FEBRUARY 18, 1985.
RECOMMENDATIONS:

Report PD-25-85 be received;
That Council adopt the following resolution:
.
"Subject to the approval of Official Plan Amendment No. 120 by the
Ministry of Municipal Affairs and Housing, the Council of the Town of
Newcastle hereby advises the Minister of Municipal Affairs and
Housing that the Town has no objections to the approval of revised
Plan of Subdivision 18T-76071, dated July 13, 1984, comprising
nineteen (19) lots and one block;
subject to the inclusion within the Town's draft conditions of approval
that the owner agrees to satisfy the Town's rural fire protection
requirements; and
Furthermore, would have no objections to the extension of draft
approval for Plan of Subdivision 18T-76071, as revised for a further
one year period to March 22, 1986."
3. That a copy of Report PD-25-85 be forwarded to the Ministry of Municipal
Affairs and Housing, and the Region of Durham Planning Department for
their information.
2. Mainstreet Revitalization Program Amending Agreements
1. Report PD-26-85 be received;
2. That the attached by-law authorizing execution of an Agreement between
the Town, the Province of Ontario, and the Business Improvement Areas be
app roved; and
.
3. That a copy of this report be forwarded to the Bowmanville and
Newcastle Village Business Improvement Area Boards of Management for
their information; and

4. That the attached amending agreements be forwarded to the Bowmanville
Business Improvement Area Board of Management for Execution, and that
upon execution, the Clerk forward the Agreement to the Ministry of
Municipal Affairs and Housing. (See By-law 85-17)

Report PD-28-85, Summary of Land Division Committee Applications
for January 1985.
4. Application for Subdivision Approval Veltri & Sons Ltd.
1. Report PD-29-85 be received;
2. That the Regional Municipality of Durham be advised that the Town of
Newcastle has no objections to draft approval of Subdivision 18T-84035
as revised in red and attached hereto, and furthermore subject to
the conditions outlined on Attachment No.1 to this report;
3. That a copy of Staff Report PD-29-85 be forwarded to the Regional
Municipality of Durham for their information.
5. Amendments to By-law 84-63
1. Report PD-30-85 be received;

2. That Planning Staff and the Town Solicitor be authorized to request
the Ontario Municipal Board to amend By-law 84-63 in accordance with
the attached draft By-law Amendments failing written confirmation
from the Regional Municipality of Durham by March 8, 1985, that the
necessary development agreements have been executed and registered
against title;
3. That the Regional Municipality of Durham and the applicants be so advised.
6. Receive for Information
Report PD-32-85, Monthly Building Report for January 1985.
7. East Woodbridge Developments Limited, Proposed Plan of
Subdivision - Martin Road, Bowmanville
1. Report PD-34-85 be received;

2. That the attached by-law authorizing execution of a Development
Agreement between the Town and Mutt Enterprises limited and
Tarshead Construction Limited be approved;
3. That the Mayor and Clerk be authorized to execute the aforesaid
Development Agreement at such time as it is finalized to the
satisfaction of the Director of Planning and the Director of
Public Works. (See By-law 85-19)

9. That the Minutes of the General Purpose and Administration
Committee Meeting held on February 4, 1985, be approved
as corrected.
10. Receive for Information
a) Report CD-7-85 - Parking Enforcement Report for January 1985;
b) Report CD-6-85 - Animal Control Monthly Report for January 1985.
11. Convention Expenses Members of Council
1. Report Admin 9-85 be received;
2. That each Member of Council be provided up to $600.00 towards
Convention Expenses in any calendar year.
12. Receive for Information
Report TR-9-85 - Mayor & Council Remuneration & Expenses for 1984.

Report TR-10-85 - Contract - Regional Reclaimers.
14. Activity Report for January 1985
1. That in accordance with provision of Chapter 302, Section 81(1)
of The Municipal Act, R.S.O. 1980;
The Treasurer reports to Committee that the cash position of the Town
of Newcastle for the month ended January is as shown on the attached
schedule;
2. That the expenditures for the month of January 1985 be approved.
15. Receive for Information
Report FD-3-85 - Monthly Fire Report for January 1985;
Report FD-5-85 - Annual Fire Report for 1984.
16. Tender T84-24 - Triple Combination 1050 G.P.M. Fire Pumper
1. Report FD-4-85 be received;
2. That the General Purpose and Administration Committee recommend to
Council the following:
.
(a) That Pierreville Fire Trucks Limited of St. Francois-DuLac, Quebec,
with a total bid of $140,000.00 being the lowest responsible bidder
meeting all terms, conditions and specifications of Tender T84-24
be awarded the contract to supply and deliver one only 1985 Triple
Combination 1050 G.P.M. Fire Department Pumper Truck to the Town
of Newcastle;

(b) That the funds be drawn from the Ontario Hydro "B" Account, in the
amount of $125,000.00 and the Fire Department Reserve Account
#2900-14-3 in the amount of $15,000.00.

Durham Region Public Works Association 1985
Snow Plow Competition
Report WD-7-85 be received;
That Council support the Public Works Association in organizing the second
annual Snow Plow Competition for May 24th and 25th 1985;
18.
That all costs associated with the Town's participation in the Snow Plow
Competition be in accordance with the 1985 Public Works Budget allocation
for Memberships and Association Dues.
Receive for Information
Report WD-8-85 - 1984 Road Needs Study Update.
19.
Road Allowance Between Lots 2 & 3, Concession 10
Darlington (Murphy Road)
Report WD-9-85 be referred back to staff;
And That Staff discuss the maintenance of such a road with the
Township of Scugog;
And That Staff identify all of the owners of lands abutting the
subject road (Murphy Road);
And Further That Staff report back to the General Purpose and
Administration Committee on their findings in due course.
20.
Supplementary Report - 1985 Public Works Equipment Rates
Report WD-10-85 be received;
That the 1985 Schedule of Equipment Rates, as recommended in
Report WD-4-85 be approved.
Release of Part 2, Plan 10R-708 With Respect to the
Requirements of a Subdivision Agreement Between the
Town and Darlington Industrial Estates
Report WD-6-85 be received;
21.
That the Law Firm of Levstein, Bradshaw and Wolkowicz, 1543 Victoria
Park Avenue, Suite 201, Scarborough, Ontario, M1L 2T3, be advised that
the Town of Newcastle does not consider it desirable to provide a
release of Part 2, Plan 10R-708, with respect to the requirements
of a subdivision agreement between the Town and Darlington Industrial
Estates;
That a copy of this report be forwarded to that Law Firm.
