REPORT TO THE COUNCIL MEETING OF JANUARY 28, 1985.
SUBJECT:
GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
JANUARY 21, 1985.
RECOMMENDATIONS:
1.
Town of Newcastle Development Charges
Report PD-9-85 be received for information.
Official Plan AMendment Application Farm-Related
Severances and Farm-Related Service Industries
2.

Report PD-11-85 be received;
That the Regional Municipality of Durham be advised that the Town of
Newcastle wishes to withdraw Official Plan Amendment Applications
File: 83-38/D and 83-40/D in respect of farm-related severances and
farm-related service industries, respectively, on the understanding that
Regional Planning Staff will continue to study the general issues raised
through these proposed amendments and keep the Town informed of the
progress of this analysis as part of their review of the Durham Regional
Official Plan.

Application for Rezoning - Waggoner
Report PD-15-85 be received;

That the by-law attached to this report to rezone a 0.355 hectare parcel
of land in Part of Lot 25, Concession 1, former Village of Newcastle, to
permit the severance of the existing single family dwelling from the
existing motel/restaurant be forwarded to Council for approval;
That a copy of Council's decision be forwarded to the applicant.
(See By-law 85-7)
That the Minutes of the Meeting of January 7, 1985, be approved as read.
Dissemination of Information

That the by-law attached to this report be recommended to Council for passage;
That the Regional Municipality of Durham be advised of the actions taken

7. Approval of Tile Drainage Loan (Van Dorp)
Report CD-5-85 be received;
That the Tile Drainage Loan Application submitted by Mr. & Mrs. Hendrik
Van Dorp, R.R. #1, Enniskillen, Ontario, LOB 1HO, in the amount of $5,100.00
be app roved;
That the attached by-law be forwarded to council for passage;
That the Clerk forward the by-law to the Regional Municipality of Durham
for process i ng;
That Mr. & Mrs. Hendrik Van Dorp be advised of the status of their loan
application. (See By-law 85-9)

Job Description - Director of Community Services
.
Report ADMIN 3-85 be received;
That the attached job description be approved for the Director of
Community Services;
That the Chief Administrative Officer be authorized to advertise the
position, review the applications, conduct necessary interviews and bring
forward the name of a nominee for Council's approval.
9.
Grass Cutting on Northumberland & Newcastle Board of
Education Playing Fields
Report ADMIN 4-85 be received;
That Report ADMIN 4-85 be referred and considered in conjunction with the
1985 budget discussions.
Activity Report, December 1984
10 .
That in accordance with provision of Chapter 302, Section 81(1) of the
Municipal Act, R.S.O. 1980, The Treasurer reports to Committee that the
cash position of the Town of Newcastle for the month ended December
is as shown on the attached schedule;
That the expenditures for the month of December 1984 be approved.
Garbage Collection & Disposal Charges

Report TR-4-85 be received for information and consideration;
That the current system of levies for individual mill rates for each
separate garbage collection area, being Bowmanville, Orono and Newcastle
be maintained.

Report TR-5-85 be received for information and consideration;
That Council authorize the wording of the proposed letter provided that
the letter indicate that the Mayor and Council have reviewed the response
and have directed that the response be sent.

Receive for Information
Report FD-1-85, Monthly Fire Report for December 1984;
Report FD-2-85, Sale of 1964 Fire Pumper.
14.
Administration of Development Agreements
Report WD-3-85 be received;
.
That Council reaffirm its concurrence with the Town's Standard
Subdivision Agreement as the instrument setting out the agreed upon
conditions between the Town and Developers of land within the Town;
That staff be directed to take whatever actions are necessary to ensure
that the conditions set out in said subdivision agreements are complied
with so as to protect the interests of the Town;
That staff meet with major land developers in the Town and their
consultants and/or agents to discuss problems currently being experienced
with the administration of development agreements;
That the Town's Standard Subdivision Agreements be modified to authorize
the Treasurer to cash any letter of credit which has not been renewed at
least ten (10) working days prior to the expiry date thereof;
That the Treasurer be authorized to cash any currently held letters of
credit which have not been renewed at least ten (10) working days prior
to the date of expiry thereof and, that the involved parties be so advised.
WHEREAS development in the Town of Newcastle is proceeding at a rate far
exceeding that which has occurred in the past several years;
BE IT RESOLVED THAT staff review the Town's ability to satisfactorily
perform its responsibilities relating to review, administration,
inspection and co-ordination of such development, and present to
Committee a report and recommendations which deals with the method and
mechanics of administration and staffing requirements.

Chairman's Report
15.
That the Report by the Chairman of the N.C.S.P.B. be received;
And That Council adopt Schedule "A" with the exception of
Recommendations 15, 20, 35, 51, 52, 64, 65, 70, 71 and 72;
. Recommendation #15 - That Recommendation #15 be approved in the following form:
"That both the Bowmanville Museum Board and the Clarke Museum Board remain as
independent entities and as presently constituted with reporting lines to
Council through the Newcastle Community Services Planning Board and that
requests for annual grants be considered only when supported with detailed
capital works maintenance and operating cost budgets."

Recommendation #20 - Be Deleted;
Recommendation #35 - Be Deleted;
Recommendation #51 - That Recommendation #51 be referred back to the Newcastle
CommunIty ServIces Planning Board for further review;
Recommendation #52 That Recommendation #52 be amended to read as follows:
"That funding priorities for community hall improvements be assigned to
those projects which will increase the utility of any facility and enhance
the quality of the I ife of the community."
Recommendation #64 - Be Deleted;
Recommendation #65 - That Recommendation #65 be ref~rred back to the Newcastle
CommunIty ServIces Planning BOard for further consideration;
Recommendation #70, 71 & 72 - That Recommendations #70, #71, #72, be deleted
and the followIng sUbstItuted as Recommendation #70:
"That overall user fees for Culture and Recreation Services be governed
by the user pay concept where possible."
That Ontario Hydro, Ministry of Citizenship and Culture, Ministry of
Recreation and Tourism and the Consultant, be advised of Council's
actions and that the Newcastle Community Services Planning Board be
congratulated on the well-defined report, of their in-depth review
of the Master Plan Recommendations, and Council's appreciation of
the valuable input their report brings to the decision making process.
16.
Deputy Clerk
That the summary of duties section of the job description be changed
to the following wording:
"To assist the TownClerk generally in the management and operation of
the department.";
And That similar changes be made to the body of the job description to
reflect this change;
And further that the revised job description be presented to Council
for approval.
