REPORT TO THE COUNCIL MEETING OF JANUARY 14, 1985.
SUBJECT:
GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
JANUARY 7TH 1985.
RECOMMENDATIONS:
1. Summary of Committee of Adjustment Applications For
December 5, 1984, be received for information.

2. Amendment No. 20 to Former Darlington Township Official
Plan (Courtice Urban Area Plan)
1. Report PD-2-85 be received;
2. That proposed Amendment No. 20 to the Official Plan of the former
Planning Area of the Township of Darlington, as attached to this
report, be approved;
3. That the Region of Durham be requested to undertake the necessary
actions for the approval of proposed Amendment No. 20 to the Official
Plan of the former Planning Area of the Township of Darlington.
3. Amendment No. 2 to the Neighbourhood Development Plan for
Courtice North Neighbourhoods 3A and 3B
1. Report PD-3-85 be rec eived;
2. That Amendment No. 2 to the Neighbourhood Development Plan for
Court ice North Neighbourhoods 3A and 3B attached to this report be
approved contingent upon Council approval of the recommendations
contained in Staff Report PD-2-85;
3. That the proposed Amendment No. 2 to the Neighbourhood Development
Plan for Court ice North Neighbourhoods 3A and 3B be forwarded to the
Regional Municipality of Durham and Ministry of Municipal Affairs
and Housing for their information.
4. Rezoning - Courtice Heights Development Limited

1. Report PD-4-85 be received;
2. That the draft by-laws attached to this report rezoning a 5.25
hectare parcel of land located in Part of Lot 30, Concession 3, former
Township of Darlington, to permit the development of a Neighbourhood
Commercial site and a townhouse and an apartment development, subject
to a (H) Holding provision, be approved contingent upon Council approval
of the recommendations contained in Staff Reports PD-2-85 and PD-3-85;

3. That the applicant and Regional Municipality of Durham be so advised.

5. Rezoning - Elmer Pollard
1. Report PD-5-85 be received;
2. That the by-law attached to this report to rezone a 3.5 hectare
parcel of land in Part of Lots 29 & 30, Concession 3, former
Township of Darlington to permit the creation of single family
residential lots, subject to a (H) Holding provision, be approved,
contingent upon Council approval of the recommendations contained
in Staff Reports PD-2-85 and PD-3-85;
3. That a copy of Council's decision be forwarded to the applicant and
and Regional Municipality of Durham. (See By-law 85-3)
6. Rezoning - Remlark Holdings Limited

1. Report PD-6-85 be received;
2. That the application submitted by Remlark Holdings Limited requesting
the removal of the (H) Holding Symbol from a parcel of land in Part of
Lot 35, Concession 2, former Township of Darlington, be received and
referred to staff for processing and a subsequent report.
Rezoning - Frab Investments Limited
7.
1. Report PD-7-85 be received;
2. That the application submitted by Frab Investments Limited, requesting
the removal of the (H) Holding Symbol from a parcel of land in Part of
Lot 35, Concession 2, former Township of Darlington, be received and
referred to staff for processing and a subsequent report.
Summary of Land Division Committee Applications for
December 1984, be received for information.

Quotation Q84-21 Tandem Trailer (15 Ton)
1. That This Report be received;
2. That Martin Manufacturing Ltd., Havelock Ontario, with a total bid of
$11,342.00 being the lowest responsible bidder meeting all terms,
conditions and specifications of Quotation Q84-21, be awarded the
contract to supply and deliver one only tandem trailer to the Town
of Newcastle;
3. That the funds be drawn from the Public Works Capital Equipment
Reserve in the amount of $11,342.00.

10.
Activity Report, November 1984
1. That in accordance with provision of Chapter 302, Section 81(1) of
the Municipal Act, R.S.O. 1980;
The Treasurer reports to Committee that the cash position of the Town
of Newcastle for the month ended November 30th 1984, is as shown on the
attached schedule;
2. That the expenditures for the month of November 1984 be approved.
11. THAT a list of cheques be provided to all Members
of Council for their information.
12. Baseline Road between Liberty and Duke Streets,
Bowmanvi lie

1. That this report be received;
2. That the Council of the Corporation of the Town of Newcastle resolve
to accept ownership of Baseline Road in Bowmanville between Liberty
Street and Duke Street, once said road section has been reconstructed
to a standard mutually acceptable to the Town and the Ministry of
Transportation and Communications;
3. That a certified copy of these resolutions be forwarded to the
Ministry of Transportation and Communications.
Ontario Hydro Transmission Line Expansion
That Report WD-2-85, Ontario Hydro Transmission Line Expansion, be
received for information.
14. Mr. W. Hengstberger Re Access Over Road Allowance

1. That this report be received;
2. That Mr. W. Hengstberger be advised that Council has not changed its
position from that indicated in correspondence dated November 14, 1984,
with respect to access over the Road Allowance between Lots 8 & 9,
Concession 9, of the former Township of Darlington.
Speed Limit on Nash Road
That the Director of Public Works Review and report on the
feasibility of reducing the speed limit on Nash Road between
Townline Road to C6urtice Road, from 60 km p/h to 50 km p/h.
Local Government Week
1. That "Open House" be held at all Municipal Offices and BUildings from
10:00 a.m. to 4:30 p.m., on Thursday, January 17, 1985;
2. That a letter be forwarded to various organizations and the schools
throughout the Municipality advising that the period January 14th to 19th
1985, will be recognized as "Local Government Week", but that the program
for municipal awareness and participation will carryon as appropriate to
May 31st 1985;

3. That this letter indicate to the various organizations and schools
that Members of Council will be available, upon request, during that
period to meet with them to discuss the role of municipal government;
4. That a letter be sent to the Secondary Schools in the Municipality,
inviting each school to select a student who would spend a day with
the Mayor and Members of Council to learn more about local government.
R.O.M.A. Convention
That Councillor Taylor represent the Town of Newcastle at the 1985
R.O.M.A. Convention being held in Toronto, from February 5th
to 8th 1985.
Community Services Department
That the Administrator's Confidential Report ADMIN 1-85 be
referred back to the Chief Administrative Officer for further
detail and the Administrator enter into discussions with the
Department Heads concerned, and bring back a report that contains
greater definition of the roles people in each department will
have.
Mr. W. Hengstberger Re Access Over Road Allowance
That Mr. Hengstberger's delegation be acknowledged, and he be
advised of the Committee's decision.
