SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING HELD ON NOVEMBER 19, 1984 RECOMMENDATIONS: . Rezoning - Veltri and Son Limited 1. That Report PD-186-84 be received; 2. That the application submitted by D. G. Biddle and Associates on behalf of Veltri and Son Limited to rezone a parcel of land in Part of Lot 32, Concession 2, former Township of Darlington, from "R1-4 Urban Residential Exception (Rl-4) Zone" to "EP-Environmental Protection Zone" be received and referred to staff for processing and a subsequent report and public hearing. Rezoning - William Waggoner/Rainbow Motel 1. That Report PD-187-84 be received; 2. That the application submitted by Mr. & Mrs. W. Waggoner to rezone a parcel of land in Part of Lot 25, Concession 1, former Township of Clarke, to permit the severance of the existing single family dwelling from the existing motel/restaurant, be referred to staff for processing and a subsequent report and public hearing. 3. Extension of Draft Approval - Gujda Subdivision 1. 2. 1. That Report PD-189-84 be received; 2. That Council adopt the following resolution: "The Council of the Town of Newcastle hereby requests the MInister of Municipal Affairs and Housing to extend the draft plan approval for Subdivision 18T-76021 for a further one (1) year period to December 30, 1985; . 3. That the request in Recommendation No. 2 above be forwarded to the Minister of Municipal Affairs and Housing and that the firm of Crotin Palter, Barristers & Solicitors be so advised. 4. That the attached by-law be approved by Council and the By-law and necessary support documentation be forwarded to the Regional Municipality of Durham for processing; 4. Review of Bill III The Line Fences Amendment Act 1. That Report CD-64-84 be received for information; . 2. That a copy of the correspondence from the Durham Region Federation of Agriculture respecting Bill III, be sent to the Minister of Municipal Affairs and Housing. 9. Receive for Information 10. CD-65-84 - Animal Control Monthly Report for October 1984. 1985 Meeting Schedule for Council and G.P.A. 1. That Report Admin 87-84 be received; 2. That Schedule "A" to this report be adopted as the regular meeting dates for the General Purpose and Administration Committee and Council; 3. That all evening Council meetings be held in Court Room #1 unless otherwise advised; 4. That all General Purpose and Administration Committee meetings be held in Court Room #2 unless otherwise advised. 11. Receive for Information TR-90-84 - Budget Review to October 31, 1984 - 3 - Report #1 12. Activity Report for October 1984 1. That in accordance with provision of Chapter 302, Section 81(1) of the Municipal Act, R.S.O. 1980, . The Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended October 31st 1984, is as shown on the attached schedule; 2. That the expenditures for the month of October 1984 be approved. 13. Self-Insured Losses Reserve Expenditure 1. That Report TR-92-84 be received; 2. That the loss incurred to Mrs. Luke's car at the Solina Community Hall ($96.84) and the loss incurred at the Newcastle Arena ($310.25 - Stolen Vacuum Cleaner) be funded from the self-insured losses reserve account 2900-X-2-7. 14. Receive for Information 15. FD-29-84 - Monthly Fire Report for October 1984 Newcastle Fitness Centre - 1985 Proposed Rates 1. That Report CS-09-84 be received; 2. That Council approve the proposed 1985 rates for the Newcastle Fitness Centre. . 16. Snow Removal on Sidewalks in Urban Areas 17. That Report WD-82-84 be received for information. Garbage Collection Services for the 1984/85 Christmas Holiday Season 1. That Report WD-83-84 be received; 2. That the Public Works Department suspend normal residential garbage pickup in the Bowmanville Urban Area during the week of December 23rd to December 28th 1984, inclusive; 3. That all residential pickup be accommodated during the week beginning December 31st through January 4th. 18. Short Term Investments . That all short term investments of the municipality be invested at a rate that is of the greatest advantage to the Town. 19. Renewal of Service Contract Fire Department Answering Service 1. That Report FD-30-84 be received; 2. That the Service Contract for Fire Department Answering Service (Mrs. G. Player, Mrs. J. Davey, Mrs. G. Luxton) be renewed, December 31, 1984 for the next calendar year; . . . - 4 - Report #1 3. That the rate of pay be increased by 50i per hour; 20, That the contract be amended by inserting a clause that the contract may be cancelled by either party giving 3 months' notice prior to the 31st day of December, and if no notice is given at that time, the contract automatically renews itself from year to year. Union Negotiations 1. That Report Admin 88-84 be received; 2. That the Town of Newcastle retain the services of Donald E. Houck and Associates to assist in negotiating both the inside and outside collective agreements with C.U.P.E.; 3. That the necessary allocation of funds to cover this expense be budgeted for in 1985.
