Proposed Plan of Subdivision 18T-84021 Rezoning - 542985 Ontario Limited 1. Report PD-170-84 be received; 2. The Region of Durham be advised that the Town of Newcastle recommends approval of Plan of Subdivision 18T-84021, dated November 21,1983, subject to the conditions contained in Attachment No. 1 to this report; 3. Application for Rezoning in respect of Part of Lot 15, Conc. 3 former Township of Darlington be approved and the attached by-law.to amend by-law 84-63 be forwarded to Council for approval. (See by-l~ 84-129) 4. A copy of Staff Report PD-170-84 be forwarded to the Region of Durham. 2. O.P.A. re Holding Symbols 1. Report PD-176-84 be received; 2. The Regional Municipality of Durham be advised that the Town of Newcastle has no objection to the proposed amendment to the Durham Regional Official Plan inrespect of the use of holding symbols subject to incorporation of the modifications proposed by Staff Report PD-176-84. 3. Proposed Amendment to Darlington Official Plan (Courtice) and Neighbourhood 3B Development Plan 1. Report PD-180-84 be received; 2. Staff be authorized to proceed with the Public Notice for an amendment to the Official Plan for the former Township of Darlington related! to the locational and buffering requirements of medium and high density development, allowing lower density; and 3. Staff be further authorized to proceed with a public notice for a related amendment to the Courtice Neighbourhood 3B Development; 4. Staff be authorized to hold a public meeting on these matters. 5. Subdivision Agreement - Schleiss & Holland 1. Report PD~181-84 be received; 2. The attached by-law authorizing the execution of an amending agreement between Walter Schleiss and Raymond D. Holland and the Corporation of the Town of Newcastle be approved. (See by-law 84-130). . 6. Proposed Guidelines for Wetlands Management in Ontario 1. Report PD-182-84 be received; 2. The Ministry of Natural Resources be advised that the Town of Newcastle has no objections to the proposed Wetland Guidelines at this time and that the Ministry be requested to provide the Town with further information relative to the Wetland Evaluation System and a statement relative to their position on municipal works which may impact upon wetlands; and 3. A copy of Staff Report PD-182-84 be forwarded to the Regional Municipality of Durham for their information. 7. Subdivision Agreement United Counties Holdings Ltd. 1. Report PD-184-84 be received; 2. The attached amendment to United Counties Holdings Limited, Veltri and:Son Limited, and Lesron Enterprises Limited and Susan Ann Swartz and the Corporation of the Town of Newcastle be approved; . 3. The attached by-law authorizing the execution of an amending agreement between United Counties Holdings Limited, Veltri and Son Limited and Lesron Enterprises Limited and the Corporation of the Town of Newcastle be approved; (See by-law 84-131). 4. The subject amending agreement be executed upon submission of any outstanding monies or performance guarantees required pursua~tothe parent agreement. 8. Residential NOdes/Clusters Policy Statement Criteria 1. Report PD-185-84 be received; 2. The criteria within staff Report PD-185-84 and noted on Attachment No.1 to said report be adopted by Council; 3. A copy of said criteria, along with staff report PD-185-84 be forwarded to the Region of Durham for their information and records in consideration of the Town of Newcastle's request of the Region to review the Official Plan sections on clusters in rural and open space areas. . 9. Designation of the Clark Museum/Library 1. Report CD-58-84 be received; 2. The request by the Local Architectural Conservation Advisory Committee that the Clarke Museum/Library be designated as an historic building be denied; 3. L.A,C.A.C. be advised of this decision. . 10. Priorities 1985 1. Report Admin 70-84 be received; 2. (a) The Town recognize a commitment to the Bowmanville Memorial Hospital Renovation Expansion Fund of 50% of $600,000 or $300,000, including approximately $50,000 in administrative costs and the value of property transferred and budget 1/3 of $250,000 in 1985; (b) The Town seek approval from the O.M.B. to secure a like amount in 1986 and 1987; (c) To substantiate funds from Ontario Hydro, the hospital provide detailed documentation to support the impact of the Darlington Generating Station on the hospital; 4. REPORT # 1 . 11. Administration Centre STAFF prepare a report on the costs and funding, so that, in 1985 Council can address the renovation and expansion of the present facilities at 40 Temperance Street in Bowmanville, for an Administration Centre. 12. Energy Conservation Program 1. Report Admin 86-84 be received; 2. Mr. Joseph P. Caruana be named as Energy Conservation Program Co-ordinator; 3. An Energy Conservation Committee composed of one member of Council, the Energy Conservation Program Co-ordinator and Department Heads be formed to meet as required to implement low-cost no-cost energy conservation measures; 4. Councillor Hamre be the Council representative on the Committee. 5. The Energy Conservati'on Co-ordinator report on the activities of the Committee as required to the General Purpose and Administration Committee of Council. . 13. Sign By-law Amendment Mr. Meehan's delegation be acknowledged, the request be received and filed and he be advised of the Town's Sign by-law. 14. Tender T84-19 - Snow Clearing & Sidewalk Maintenance 1. Report TR-87-84 be received; 2. Fairway Property Maintenance Ltd. Bowmanville, Ontario with a bid in the amount of $491.00 per call-out, being the lowest responsible bidder, meeting all terms, conditions and specifications of Tender T84-19 be awarded the contract to provide snow clearing and winter maintenance to sidewalks and parking lots as required by the Town of Newcastle for the 1984-85 winter season; 3. The funds expended be drawn from the 1984 and 1985 Public Works Winter Maintenance Budget. . 15. Interim Subsidy Public Works Expenditures January 1 to September 30 1984 1. Report TR-85-84 be received; 2. The Treasurer be authorized to petition to the Ministry of Transportation and Communication for Interim Subsidy on expenditures in the Publ ic Works Department from January 1 to September 30th, 1984, in the amount of $2,532,934. 5. REPORT #1 . 16. Elevator Maintenance Contract - Library 1. Report TR-88-84 be received; 2. Council accept the renegotiated contract proposal submitted b~ Northern Elevator Service Ltd., Scarborough, to provide elevator maintenance for the Newcastle Public Library at a cost of $170,00 per month; 3. The funds be drawn from Building Maintenance - Library Account which is to be established by the Town within its budget in 1985; 4. The costs for the remainder of 1984 be funded through the contingency account, as previously approved by Council; 5. The necessary by-law be drawn by the Clerk to execute the agreement. (See by-law 84-132) . 17. Tender T84-20 - Hal es Bri dge Road Approaches 1. Report TR-89-84 be received; 2. Behan Construction Ltd., Cobourg, Ontario with a bid in the amount of $23,363.00 being the lowest responsible bidder, meeting all terms conditions and specifications of Tender T84-20 be awarded the contract for the Hales Bridge Road Approaches as required by the Town of Newcastle; 3. The funds be drawn from the approved Public Works Bridge and Culvert Maintenance Budget #7206-X-84010-X. 18. Use of Fire Station #4 Permission be granted to the Band Parents' Association of Courtice Secondary School, for the use of the south apparatus bay, Fire Station #4, Courtice to store, sort and dispense fruit during the week of December 3rd. 19. Installation of Fence and Gates Unopened/Unimproved Roads 1. Report WD-81-84 be received; 2. The Works Department install a fence and gates on unimproved road allowances, as follows: (a) the road allowance between Lots 2 and 3 in Concession 4 of the former Township of Darlington; (b) the road allowance between Lots 24 and 25 in Concession 9 of the former Township of Darl ington; 3. Recommendation 2, above, be subject to the condition that all abutting property owners agree with the proposal in writing; 4. All abutting property owners be provided with complementary keys to allow them access to their lands. . 6. REPORT # 1 . 20. First Annual Snow Plough Competition The employees of the Works Department be congratulated on their participation and achievements in the 1st Annual Durham Region Public Works Snow Plough Competition. 21. Appointment of Acting Mayors and Chairmen of G.P.A. 1. Report 4-84 be received: 2. The Acting Mayor and Chairmanship of the General Purpose and Administration Committee be established for the period December 1st, 1984 to November 30th 1985 in accordance with Schedule "A" attached hereto: 3. Box 545, Oshawa, Ontario, be advised that, in accordance with Town Policy in such matters, the Council of the Town of Newcastle is not willing to consider allowing him to upgrade the road allowance between Lots 8 and 9, Concession 9 in the former Township of Darlington, to anything other than Town standards.
