REPORT # 1 CORPORATION OF THE TOWN OF NEWCASTLE OFFICE OF THE TOWN CLERK 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO L1C 3A6 TELEPHONE 623-3379 REPORT TO THE COUNCIL MEETING OF OCTOBER 9 1984 SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMtllTTEE MEETING OF OCTOBER 1, 1984 RECOMMENDATIONS: 1. Receive for Information (a) PD-161-84, Summary of Land Division Committee Applications for August 1984. (b) PD-162-84, Monthly Building Report for August 1984 (c) PD-165-84, Summary of Committee of Adjustment Applications for the meeting of September 5 1984. (d) FD-25-84, TeYphone Line Load Control Measures. 2. O.P.A. Lot 31, Conc. 2 Clarke (Pedwell) Report PD-163-84 be tabled and the Town of Newcastle request the Region to review the Official Plan Section on Clusters in Rural and. Open Space areas, and further that the Region review the rounding out and/or infilling in residential groupings that are not now defined as Clusters. 3. O.P.A. Luverme Investments The Region of Durham be advised that the Town of Newcastle has no objection to the application submitted by Luverme Investments Limited to amend the Durham Regional Official Plan to permit the creation of nineteen (19) Estate Residential Lots in Part of Lot 14, Concession 2, former Town of Bowmanville; and A copy of Council's decision be forwarded to the Region of Durham and the applicant. Report # 1 G.P.A. - 2 - October 1 1984 . 4. Proposed Subdivision Agreement - B.J.King & 594829 Ontario Ltd. The attached by-law authorizing execution of a Subdivision Agreement between Betty Jo King, 594829 Ontario Limited and the Corporation of the Town of Newcastle be approved; The Mayor and Clerk be authorized to execute the Subdivision Agreement between Betty Jo King, 594829 Ontario Limited and the Town of Newcastle at such time as an agreement has been finalized to the satisfaction of the Director of Public Works and the Director of Planning. See By-law 84-121 5. Crossing Guard - Orono The request for the placement of a School Crossing Guard to be located on Mill Street in the area of Millson Hill, Orono, be deni ed; A painting program be undertaken by Public Works and pedestrian crossing lines be painted on the road surface at the intersection of Mill Street and Pigott Lane, and the signage identifying the crossing be improved; . Public Works examine the possibility of constructing a sidewalk on the west side of Mill Street southerly from Pigott Lane to the vicinity of Millon Hill. 6. Orono Showcase Co-Operative The necessary by-law be passed authorizing the Mayor and Clerk to sign a rental agreement with the Orono Showcase Co-Operative; (See by-law 84-122) The Orono Showcase Co-Operative be advised of Council's decision. 7. Key Safe Systems - Town-owned Buil di ngs Key Safe systems be purchased and installed on all Town-owned buildings; Any community centre or hall board that has previously purchased a key safe be reimbursed with the costs associated with the purchase and installation. The Fire Chief, through correspondence with the Minister of each Church and the various fraternal organizations in the Town of Newcastle, advise them of the advantages of a key safe system in their respective buildings. . REPORT # 1 - 3 - October 1 1984 Saving Energy and Money in Your Municipality Councillor Hamre's Report on Seminar "Saving Energy and Money in Your Municipality" be received for information; and WHEREAS, considerable energy and dollar savings are possible through low cost/no cost energy conservation measures; The Town of Newcastle commit the Municipality to a program of energy conservation with: a) b) an Energy Management Committee being formed; an Energy Co-Ordinator from staff being assigned to act as the contact and liaison person for energy; the Energy Management Program involve all Town-owned properties; the Deputy-Treasurer be responsible for monitoring all government grant programs and keeping the appropriate committee and staff informed of financial assistance available to the Municipality; the Region of Durham be asked to consider a Regional Energy Management Program including the appointment of an Energy Management Co-Ordinator; a copy of this report be sent to the Region of Durham. c) d) e) f) Operation of Building Section of Planning Department Staff be authorized to budget in 1985 for the addition of one Building Inspector who also has the capability of doing plumbing inspections in the absence of the Plumbing Inspector. 10. Public Works Action The Director of Public Works inform Council, as soon as possible, of public works that require immediate action and ask for Council's confirmation. 9. Respectfully submitted E. R.
