Proposed Zoning By-law Amendment Township of Hope Report PD-147-84 be received; Notice of Public Meeting concerning a proposed zoning by-law amendment of the Township of Hope be received and filed; Council endorse Staff's action. Rezoning - un rich Planning Report PD-148-84 be received and the application submitted by Mr. Ullrich to rezone part of hi s 1 ands in Part Lot 11, Concession 5, Darl i ngton for use as an Abattoir, be denied. 2) Mayor Rickard, Councillors Taylor and Cowman and necessary staff meet with Mr. Ullrich to investigate the possibility of relocating the Abattoir and processing plant. 3. Receive for Information a) Report PD-151-84, Monthly Building Report July 1984. b) Report PD-153-84, Summary of Committee of Adjustment Applications for Meeting of August 8 1984. "It y (,\0'1-- . . Draft Plan of Subdivision 18T-76011 Penwest 1) Report PD-154-84 be received; 2) The Ministry of Municipal Affairs and Housing be advised that the Council of the Town of Newcastle has no objections with draft Conditions 20(a)(4)ii and 20(b)(2)iv, and accordingly request that the !1inister disregard the Town's previous request within Staff Report PD-118-83 that Conditions 20(a)(4)ii and 20(b)(2)iv be deleted; 3) A copy of this report be forwarded to the Ministry of Municipal Affairs and Housing for their information records and action thereon. 5. Rezoning - M. Tamblyn Planning Report PD-157-84 was tabled to Council and Planning Department directed to obtain a written report from the Region of Durham Health Unit with respect to the safety of well water in the area that is the subject of this application. Subdivision 18T-24002 - Oakland Developments Report PD-158-84 be received; The Ministry of Municipal Affairs and Housing be advised that the Town of Newcastle has no objections to the approval of the revised plan of Subdivision 18T-24002, dated May 28, 1984 as further revised in red; A copy of Report PD-158-84 be forwarded to be Ministry of Municipal Affairs and Housing for information. 6. 7. Sign By-law Amendment Report PD-159-84 be received; Pursuant to Section 210, Subsection 144(a) of the Municipal Act, Staff proceed with the publication of a notice in respect of the proposed amendment to By-law 76-25 as contained in Attachment #1 to Staff Report PD-159-84; The applicant be so advised. 8. Agreement - 542985 Ontario Limited and Town Report PD-160-84 be received and the attached by-law authorizing execution of an amending agreement between 542985 Ontario Limited and the Corporation of the Town of Newcastle, be approved. See by-law 84-115 . G.P.A. - 3 - September 17 1984 . 9. Tile Drainage Act - Borrowing By-law . Report CD-50-84 be received; Council enact a By-law entitled "A By-law to raise money to aid in the construction of Drainage Works under the Tile Drainage Act, 1971" in an amount not exceeding $150,000.00; The attached by-law be given two readings by Council and the Clerk be directed to obtain all of the necessary approvals. See by-law 84-116 J 10. Designation of Clarke Township Hall -Orono Clerk's Report CD-51-84 was tabled to Council for receipt of comments respecting the designating of the former Clarke Township Hall from the Hall Board. Deed re Ontario Street Public School Report CD-54-84 be received; The request of the Northumberland and Newcastle Board of Education for the execution of a correcting deed respecting the lands currently occupied by the Ontario Street Public School, be approved; The by-law attached hereto authorizing the Mayor and Clerk to execute the correcting deed on behalf of the Town of Newcastle be enacted. See by-law 84-117 11. 12. Receive for Information (a) CD-55-84 - Parking Enforcement Report for August 1984 (b) CD-56-84 - Animal Control Report for August 1984. 1985 Current Budget and Capital Forecast Discussion Guidelines 13. The Guidelines attached to Report Admin 71-84, for the preparation of 1985 current budget and capital forecast discussion papers be endorsed with the fOllowing amendments: Guidel ine Number 1. "minimize any expenditure increase" be substituted for "stay withi n a net expenditure increase of 5% over the 1983 tax levy" Guideline Number 8. "that Council minimize any expenditure increase" be substituted for "a maximum 5% increase over 1984 levels will be adhered to". . G.P.A. - 4 - September 17 1984 . Library Ad Hoc Committee Report Administrator's Report Admin 77-84 be received; Council include a thorough review of the funding levels to the Newcastle Public Library Board as part of the budget guidelines for the 1985 budget preparation; Owing to the currently reduced book budget, an additional $4,000. be granted to the Library Board, specifically for the buying of books. Said monies to be drawn from Account #7007-0298-X-9; Any capital request for the improvement to facilities by the Library Board be referred to the 1985 Budget Discussions; The Library Board be advised of Council's actions; The Library Ad Hoc Committee be dissolved. 15. Se If- Insured Losses Reserve Report TR-79-84 be received and the loss incurred at the Orono Fire Station #3 ($356.51) be funded from the Self- Insured Losses Reserve. 14. . 16. Activity Report - August 1984 In accordance with provisions of Chapter 302, Section 81(1) of the Municipal Act, R.S.O. 1980, the Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended August is as shown on the attached schedule to report TR-80-84; The expenditures for the month of August 1984 be approved. 17. Tender T84-18 - Domesti c Fuel Oi 1 No.2 Report TR-81-84 be received; Petro-Canada Products Inc. Downsview, Ontario with a total bid of $81,750.00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T84-18, be awarded the contract to supply and deliver No.2 Domestic Fuel Oil to the Town of Newcastle for the 1984-85 winter season; The funds expended be drawn from the 1984 and 1985 budget allocation for heating of facilities. . G.P.A. - 5 - September 17 1984 . 18. Refund of Taxes - Mrs. D. Stark Report TR-78-84 be received: Mrs. Dorothy Stark's request for prior years' reassessment be denied as this is a provincial matter; A copy of this report be forwarded to Mrs. Stark to explain the position and it be suggested that she contact her provincial Member of Parliament for assistance in resolving her problem. 19. Fire Prevention Week - October 8-13/84 October 8th to 13th 1984, be proclaimed Fire Prevention Week in the Town of Newcastle; and . The Fire Department be granted the use of half of the parking lot to the east of the Police and Fire Building for displays of Fire Department Vehicles, equipment and demonstrations from October 9th to 13th, 8:00 a.m. to 4:30 p.m. daily. 20. The MONTHLY FIRE REPORT FOR AUGUST 1984 be received for information. 21. Closure and Conveyance Part Lots 22 & 23 Conc. 10Clarke Report WD-74-84 be received; The portion of the unopened road allowance lying between Lots 22 and 23, in Concession 10 of the former Township of Clarke more particularly described as Parts 1 and 2, Plan 10R-1894, be closed by by-law and conveyed to the abutting owners; As the subject road allowance would fall into the category of one covered by Section 317 of the Municipal Act, no value be placed on the said lands; Staff be authorized to complete the procedure for closure and conveyance of this road allowance in accordance with Town Policy. 22. Bridge over Highway 115 (Lovekin) Report WD-75-84 be received and a request be made to the Director -Central Region, Ministry of Transportation and Communications, for information on the history of the bridge presently being constructed over Highway 35/115, between Highway 2 and Highway 401, (Lovekin), and any obligations for maintenance of said bridge by the Town of Newcastle, which the Ministry may foresee. . G.P.A. - 6 - September 17 1984 . 23. Walkway - Liberty Place & Carlisle Street Bowmanville Report WD-76-84 be received and where property owners adjacent to the walkway between Liberty Plance and Carlisle Street in Bowmanville, request the Town to perform works on said walkway, they be advised that the Town has no jurisdiction or responsibility in the matter. 24. Release of Subdivision Agreement - John William Watson Report WD-77-84 be received; The Town Solicitor be instructed to take the necessary steps for release of the subdivision agreement between the Corporation of the Township of Darlington (former) and John William Watson, registered as Instrument No. N16686; A by-law authorizing the Mayor and Clerk to issue a Certificate of Release on behalf of the Town be passed; see by-law 84-118 The law firm of Crotin, Palter be advised of Council's actions in this matter. . 25. Access to Unimproved Oshawa/Newcastle Townline Road Report WD-78-84 be received; In order to control vehicular access and thus minimize damage and nuisance to property owners, adjacent to the Oshawa/Newcastle Townline Road Allowance in the 6th Concession of the former Township of Darlington, a fence and locked gate be installed at both the north and south ends of the subject road allowance; Recommendation above be subject to the condition that all abutting property owners and the City of Oshawa provide written concurrence with the proposal; The Director of Works investigate and report on the possibility of making similar arrangements for the physical closure of: i) the road allowance between Lots 2 & 3 in Concession 4 of the former Township of Darlington; ii) the road allowance between Lots 24 & 25 in Concession 9 of the former Township of Darlington. 26. Study of Newtonville Water Supply The Town of Newcastle request that the Ministry of the Environment make available to the Municipality, the study done by the Ministry on the Newtonville Water Supply and a copy of this Resolution be forwarded to Mr. S.
