Receive for Information . Objecti ons to ~'3.L-l aw 84-87 - Kravaanger Report PD-152-84, Ojections to By-law 84-87 was referred back to the Planning Department to consider the objections raised and report back to the meeting of September 10, 1984 and the objectors be so advised. , 3. Comprehensive Zoning By-law 84-63 By-law 84-63 be given second and third reading subject to the incorporation of the revisions and modifications included as attachment No.1 to Staff Report PD-150-84 and amendments to Section 3.19(c) and 3.19(d) and the definition of Farm Produce Retail Outlet (Non-Seasonal). 4. Refund of Zoning Application Fees Staff be authorized to refund the zoning application fees in respect of the following applications: DEV-84-24 - C. Skerratt DEV-83-37 - George & Mary Fowler DEV-84-18 - Melor Farms Ltd. . . . . G.P.A. - 2 - REPORT # 1 5. Agreement with N.N. Bd. of Education The Board of Education be requested to give consideration to allocating additional funds for grass cutting during the months of May and June for recreation lands(school yards) under their jurisdiction within the Town of Newcastle and; The Chief Administrative Officer report to Council, from time to time, on the progress of the Newcastle Community Services Planning Board on this matter, for the 1985 budget. 6. Darlington Provincial Park Draft Management Plan 1. Report Admin 69-84 be recei ved. 2. The Town of Newcastle be clearly identified on Figure 1 of the proposed Management Plan; 3. The report be re-written to replace the "Zoning" terminology that currently is used with alternative wording and that Figure 3 be revised accordingly; 4. The Ministry of Natural Resources be requested to undertake an inventory of those artifacts donated and/or loaned by residents of the former Township of Darlington and that, if no need is found for said artifacts at the Ministry level, they be returned to the original owners or that the Museums within the Town have an opportunity to acquire said artifacts; 5. THAT the Public Consultation section of the Plan be re-written by deleting the current last paragraph of the section and replacing it with the following: "Copies of this Draft Plan forwarded to local levels of government for review (Chamber of Commerce (Oshawa, Bowmanville) Town Council of Newcastle, City Council of Oshawa, Regional Council of Durham and Central Lake Ontario Conservation Authority)." 7. Conveyance To Town - Mr. J. Major Right-of-Way, Orono 1. Reports PD-88-84 and Admin 55-84 be received for information; 2. Report Admin 55-84 be received for information; 3. Mr. James Major be requested to convey to the Town of Newcastle the travelled portion of Station Street indicated in Key Map #2 attached to Staff Report PD-122-83; and G.P.A. - 3 - REPORT # 1 . 7. Continued 4. In consideration of the aforementioned conveyance, the Town shall provide comments to the Region of Durham Land Division Committee to support the severence of one lot from Mr. Major's property, said conveyance being conditional upon the approval of the Durham Region Health Unit. Further, that the Town of Newcastle will pay to Mr. Major $1800. as well as forgiving the lot levy of $625. In addition, the Town will pay all reasonable legal and survey costs associated with the proposed conveyance and that these costs be paid for out of Account #2900-X-3 (Municipal Acquisition of Real Property). 8. Transfer to Reserves Approval be given for the transfer of unexpended funds provided in the 1984 budget for the following capital project which will not be completed in the current year, to the General Capital Reserve Account #2900-X-17; Darlington Sports Centre - Roof Repair - $5,000. 9. Activity Report July 1984 In accordance with provisions of Chapter 302, Section 81(1) of the Municipal Act, R.S.O. 1980 . The Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended July 1984 is as shown on the attached schedule; The expenditures for the month of July 1984 be approved. 10. 1984 Budget Reallocation Approval be given for the reallocation of funds from the contingency account to the various salary and benefit accounts within the 1984 budget to reflect recent benefit and monetary settlements made by the Town with its employees (unionized and non-union personnel). 11. Fire Station #4 - Floor Drain Repairs Quotations be called for the required repairs and installation of a leaching pit and sediment trap manhole for Fire Station #4; The funds be drawn from the General Capital Reserve Account. . G.P.A. - 4 - REPORT # 1 . 12.J Closure & Conveyance - Lord Elgin Street 1. Report WD-73-84 be received; 2. The unopened portion of Lord Elgin Street, according to C. G. Hanning's Plan of Part of Lot 12, in Concession 2 of the former Town of Bowmanvi11e, more specifically described as Part 4, Plan lOR-1866, be closed by by-law and conveyed to the abutting owners; 3. The value of Part 4, Plan 10R-1866 be established at $14,000. per acre being the price recently paid for the abutting lands; 4. Staff be authorized to complete the procedure for closure and conveyance of this road allowance in accordance with Town Policy. 13.
