Rezoning - C. Skerratt THAT Report PD-132-84 be received and the application submitted by Mr. C. Skerratt to rezone a .99 ha parcel of land in Part Lot 14, Concession 8, former Township of Darlington from "Agricultural) to "RH-Residential Hamlet" to permit the develop- ment of three (3) residential lots, be received and referred to staff for processing and a subsequent report and public hearing. . ) 2. Rezoning- OshawaGeneral Racing Pigeon Club THAT Report PD-133-84 be received, the attached amendment to By-law 2111, as amended, in respect of Lot 22, B.F. Conc., file DEV 82-6 be approved and the Clerk proceed with the requisite notices in accordance with the provisions of the Planning Act Chapter 379 R.S.O. 1980, as permitted by Section 74(6) of the Planning Act, 1983. (See by-law 84-95) 3. Toronto-Dominion Bank - Subdivision THAT Report PD-135-84 be received and the attached by-law authorizing execution of a Subdivision Agreement between the Toronto~Dominion Bank and the Corporation of the Town of Newcastle, be approved; and THAT the Mayor and Clerk be authorized to execute a Subdivision Agreement between Toronto-Dominion Bank and theTown of Newcastle at such time as an Agreement has been finalized to the satisfaction of the Director of Public Works and the Director of Planning. Chow THAT the verbal report of the Planning Director, that the objections have been resolved, and Report PD-137-84 be recei ved for information. 5. Application for REzoning Courtice Heights Development THAT Report PD-134-84 be recei ved and the appl i cation submitted by Mr. W. Manson, on behalf of Courtice Heights Development to rezone a 5.297 ha parcel of land in Part of Lot 30, Conc. 3, former Townshi p of Darl i ngton, from "R-3 Res i denti al "and "D-Deferred Development" to "A Special Provision By-law" to permit the develop- ment of 70 Townhouse units, one apartment with 96 units and a Neighbourhood Convenience Commercial Block, be received and referred to staff for processing and a subsequent report and public hearing. 6. Durham Regi onal Offici al Pl an Special Study Area 8 THAT 1. Report PD-137-84 be received 2. The Region of Durham be advised that the Town of Newcastle has no objection to the deletion of Special Study Area No.8 from the Durham Regional Official Plan on those lands west of Townline Road; 3. The Region of Durham be further advised that the Town of Newcastle recommends that those lands covered by Special Study Area No.8 on Schedule A5 of the Regi onal Offi ci al Pl an, be gi ven 1 and use des ignati ons consistent with those of abutting lands; 4. The Region of Durham be further advised that the Town of Newcastle recommends that those lands covered by Special Study Area 8 on Schedule A4 of the Regional Official Plan be redesignated so as not to be included within the limits of the Major Urban Area of Oshawa; 5. A copy of Staff Report PD-137-84 and Council's decision be forwarded to the Region of Durham and the City of Oshawa. 7. Comprehensive Zoning By-law 84-63 THAT Report PD-138-84 be received and the proposed modifications to by-law 84-63, included as Attachment 1 hereto, be approved and staff incorporate said revisions and modifications into by-law 84-63 prior to second and third reading of said by-law. 9. Permission to Operate a Beer Garden Millbrook Correctional Centre Old Timers Hockey THAT Report CD-46-84 be received; THAT Council approve the request of the Millbrook Correctional Centre Old Timers Hockey Team for permission to operate a Beer Garden at the Kendal Baseball Park on August 18th, 1984; THAT, upon receipt of letters of approval from the various agencies, the Club be provided with a letter directed to the Liquor Licensing Board, advising that the Council of the Town of Newcastle has no objection to the issuing of a Special Occasion Permit by the Board with respect to this event; THAT Mr. Don Money, R. R. #3, Woodville, Ontario KOM 2TO be advised of Council's decision. . 10. Baseline Road East THAT Report ADMIN 60-84 be received and the Mayor, on behalf of the Corporation, write to the Minister of Municipal Affairs and Housing and request the Minister reconsider the possibility of funding Community Improvement Projects whi ch i nvol ve i ndustda 1 areas; THAT the development of Community Improvement Policies for incorporation in appropriate planning documents be considered in conjunction with the 1985 work program for the Planning Department. 11. M.N.R.- Ontario Basic Mapping Project . THAT Report TR-65-84 be received; THAT the Mayor and Clerk are hereby authorized to execute on behalf of the Corporation of the Town of Newcastle and seal with the Corporation Seal, an Agreement between Her Majesty the Queen in the right of Ontario as represented by the Minister of Natural Resources for the Province of Ontario and the Corporation of the Town of Newcastle for the M.N.R. Basic Mappi ng Project, Tender T84-5; (See by-l aw 84-97) THAT the Mayor and Clerk are hereby authorized to execute on behalf of the Corporation of the Town of Newcastle and seal with the Corporation Seal, an Agreement between McElhanney Mapping Services, Ottawa, Ontario and the Corporation of the Town of Newcastle for the M.N.R. Ontario Basic Mapping Project Tender T84-5; (See by-law 84-98) THAT the attached by-laws be approved by Council. - 4 - Report #1 . 12. 1800 Fire Wagon THAT Report FD-17-84 be received and Council consider that the 1800 Bowmanville Fire Wagon be made available to the Canadian Firefighters' Museum for display on a long term loan basis, subject to a draft agreement. THAT a draft agreement be presented to Council for approval. 13. Disaster and Emergency Plan THAT Report FD-18-84 be received and the Town of Newcastle Emergency Plan be drafted, under the direction of the Fire Chief. / 14. Fi re Emergency Te lepone Numbers THAT Report FD-19-84 be received; THAT the proposed new Fire Department Emergency phone numbers be approved; THAT the necessary funds for the proposed changeover and public information program (approximately $2,500.00) be drawn from the Reserve Fund Account No. 2900-x-17. . 15. Marwood Properties Request to Pave Mearns Avenue south THAT Report WD-70-84 be received; THAT paving of Mearns Avenue, south of Baseline Road in Bowmanville be included in the Town's Hot Mix Paving contract, with associated costs of about $30,000. to be drawn from the Industrial Development Account #5001-899-4-3, subject to the following: a) The conveyance to the Town by Marwood Properties Limited of Part 12A Plan 10R-750; b) Development of at least 40% of the abutting lands or construction of one or more substantial industries requiring a paved road for access; c) Agreement from Marwood Properties Limited for the conveyance of an easement to the Region of Durham for construction of a watermain loop between Mearns Ave. and Caristrap Ave. THAT a copy of this report be forwarded to Marwood Properties Limited. . - 5 - Report #1 . 16. Task Force - Ganaraska Forest Centre THAT the delegation relative to the Ganaraska Conservation Authority be acknowledged, the presentation of the Chairman of the Task Force be received and she be thanked for the presentation. 17. B.M.H.A. Hockey Tournament THAT Mr. B. Lush's delegation be acknowledged and the Town donate $100.00 from the Mayor's Receptioffiand Tributes Account to the B.M.H.A.'s Pee Wee Hockey Tournament in December. 18. Veltri Complex - Complaints THAT the Town request the Durham Regional Police to do a more intensive investigation of the complaints coming out of the Veltri Apartment Comples, re excessive noise, underage drinking and speeding traffic. 19. Town Flag Proposal . THAT Council request the staff of the Planning Department to give some consideration and come forward by September, with some proposals for the Town Flag, embodying the Town Crest and the apple blossom. 20. Retirement Policy THAT Schedul e "A" to Report Admi n 62-84 repl ace the current Reti rement Policy, with the following amendment - (delete from b) (family, friends, employees and others). THAT Schedule "B" to Report Admin 62-84 , be established as the Staff Retirement Policy for part-time, contract, volunteer firefighters and othe rs . 21. Baseline Community Centre Property Acquisition . THAT Report Admin 61-84 be received; THAT Council authorize the acquisition of the land in accordance with the terms and conditions attached as Schedule "A": THAT Counci 1 authori ze the apprai sa 1 of sai d 1 ands; THAT, once clear title is vested with the Corporation of the Town of Newcastle, Council authorize, in conjunction with Hall Board Officials, the finalization and presentation of necessary plans for the construction of a Community Centre on the property, provided the cost for said construction, servicing, furnishing and landscaping does not exceed $290,000. minus the appraised cost of the land; - 6 - ~~rtn . 21 (Continued) THAT prior to the tendering, Council approves the plans; THAT a letter be sent to the Chairman of the Newcastle Community Services Planning Board explaining that Council is acting on this matter at this time as the negotiating for the purchase of the property was authorized by Council in advance of the formation of the Newcastle Community Services Planning Board; THAT the Baseline Community Centre Hall Board be advised of Council's actions. 22. Sale of Old Orono Fire Hall THAT REport TR-66-84 be received and Horst Hoensch, Orono, Ontario with an offer in the amount of $13,000. be accepted for the sale of the Old Orono Fire Hall in accordance with all terms, conditi'ons of Tender SD84-2; THAT the funds generated from approved recommendation be credited to Municipal Acquisition of Real Property, #2900-x-3-6.
