REPORT TO THE COUNCIL MEETING OF JULY 9 1984
SUBJECT: GENERAL PURPOSE AND ADMINISTRATION MEETING OF
JULY 3, 1984
RECOMMENDATIONS:
.
1. Rezoning - Schleiss & Holland
(Kilimanjaro Investments)
THAT Report PD-119-84 be received and the attached by-law
being a by-law to amend By-law 2111, as amended, in respect
of Lot 34, Concession 3, geographic Township of Darlington
be approved. (See By-law 84-91)
/2. Receive for Information
THAT Summary of Land Division Committee Applications for
the months of April and May, 1984, be received for information.
3. Municipal Housing Statement
THAT Report PD-125-84 be received and the Region of Durham
be requested to prepare a Municipal Housing Statement on
behalf of the Town of Newcastle.
4. Receive for Information
a) Committee of Adjustment Applications for June 6 1984.
b) Monthly Building Report for May 1984.
5. Rezoning - J. Zurba
THAT Report PD-129-84 be received and the attached by-law
to amend Zoning By-law 2111, as amended, in respect of
Part Lot 19 and 20, Concession 7, geographic Township of
Darlington, be approved. (See By-law 84-58)

6. Rezoning - J. Tomina
THAT REport PD-130-84 be received;
THAT application for rezoning DEV 84-11 be denied, without
prejudice, as the proposed zoning does not comply with the
policies of the Region of Durham Official Plan; or the
Agricultural Code of Practice; and
THAT the Region of Durham be advised of Council's actions
regarding the subject application.

7. Official Plan-Township of Scugog
THAT Report PD-131-84 be received;
THAT the Ministry of Municipal Affairs and Housing be
advised that the Town of Newcastle has no objection to
the proposed Official Plan for the Township of Scugog;
THAT a copy of Staff Report PD-131-84 and Council's
Resolution be forwarded to the Ministry of Municipal
Affairs and Housing and the Corporation of the Township
of Scugog.
8.
Receive for Information
THAT Animal Control Monthly Report for May 1984 be received
for information.
9. Crossi ng Guard - Hi 11 & Mi 11 son Hill - Orono
REport CD-44-84 was tabled to Council.

10. Citizen of the Year

THAT Report Admin 59-84 be received;
THAT Schedule "A" be adopted as the process by which
Citizens are selected;
THAT in this the Bicentennial Year, eleven citizens be
selected as Citizens of the Year for the time period
1974-1984, inclusive;
THAT staff be authorized to organize an awards evening
to be scheduled towards the end of the year;
THAT the monies to sponsor such an evening be drawn from
the Mayor's Receptions and Tributes account and through
the sale of tickets to persons attending the awards
evening. Monies drawn from the account should cover the
expense of hall rental, entertainment, flowers and awards
to recipients;
THAT the Committee to select recipients of the awards be
Town Council.
11. Roof Replacement - Bowmanville Library
THAT Report TR-61-84 be received and staff be authorized
to prepare the necessary tender for roof replacement on the
Bowmanville Library Building;
THAT this project be funded as follows:
Lot Levies - Reserve Funds $10,000.

J 12. Stream Bank Improvements - Orono Park
THAT Report CS-07-84 be received and Council authorize the
Orono Stream Bank Improvements Project;
THAT Council authorize payment for materials from the
Reserve Account #1100-X-166-6 to an upset limit of $2,500.00
.
13. Road Repairs - Watermain Breaks Waverley Road
THAT Report WD-64-84 be forwarded to Durham Region Works
Department and the Region be requested to consider moving
this project forward to 1985.
14. Si gning - Cl arle Museum and Archi ves
THAT Report WD-65-84 be received:
THAT the Town authorize the installation of directional
signing to the Clarke Museum and Archives as indicated
on the attached plan;
THAT the Traffic Division of the Durham Region Works
Department be requested to indicate their approval of
the installation of directionsl signs to the Clarke
Museum and Archives on Regional Road 9 at locations
depicted on the attached plan;
THAT the Director of Works be authorized to make the
necessary submissions to the Ministry of Citizenship and
Culture in order to have directional signs installed
on Highway 35/115;
THAT upon receipt of approval of the signing plan by
the Ministry of Transportation and Communications, the
Works Department be authorized to supply and install
directional signs on Clarke Concession Road 7 and
Durham Road 9.
\ 15. Closure and Conveyance of Forced Road
Lot 30, B.F. Conc. between Baseline
Road and Highway 401
THAT Report WD-66-84 be received and staff be directed
to establish a nominal value for the road allowance of
$1,000. per acre.

16. Closure and Conveyance, Durham and
Darlington Streets - Bowmanville
THAT Report WD-67-84 be received;
THAT the unopened portion of Durham Street and Darlington
Street lying between and adjacent to Lots 155 and 156 on
Wilson, Armour and Mearns Plan in the former Town of
Bowmanville, more particularly described as Part 3, Plan 1824,
be closed by by-law and conveyed to the abutting owners;

THAT the value of Part 3, Plan 1824 be established at
$3,700.00 as recommended in an appraisal report prepared
by Property Valuators and Consultants Ltd., and dated
May 22, 1984;
THAT staff be authorized to complete the procedure for
closure and conveyance of this road allowance in accordance
with Town Policy.

17. Source Separation of Household Wastes
THAT Report WD-68-84 be received;
THAT the Town of Newcastle in consultation and co-operation
with the Newcastle Environment Watchers, embark on a recycling
program as set out in the following;
a) Durham Recycling Centre Inc., be selected as the
private firm through which the Town will undertake
a recycling program in Bowmanville;
b) The Town will assist Durham Recycling Inc., in the
program of advertising recycling in Bowmanville with any
costs to the Town paid from the garbage collection
advertising, information and promotion account 7303-0209-X-0.
c) Durham Recycling Inc., will provide daily curbside collection
of newspapers in conjunction with regular garbage collection;
d) Durham Recycling Inc. will service drop-off depots for
glass and tin to be located at the Bowmanville Works Yard;
e) Durham Recycling Inc. will collect office waste paper
from Town Offices and the offices of any other interested
groups such as schools, medical centres, the library, etc.;
f) The Newcastle Environment Watchers will continue to run
their Saturday morning operation at the Goodyear Plant
until such time as it is no longer felt worthwhile.
THAT an agreement of the form attached hereto be entered
with Durham Recycling Inc. for the recycling services to
be provided in Bowmanville;
THAT the Town assist the Newcastle Environment Watchers
by providing about $200.00 in 1984 from the garbage collection
advertising, information and promotion account (7303-0209-X-0)
for insurance and protective gloves and glasses, with any
similar funding to considered furing budget discussions;
THAT the arrangements proposed in the above be finalized and
be formalized through Council at its first meeting in September.

18. Black Creek Developments Reconstruction of Nash Road
THAT the recommendation in WD-69-84 be endorsed and where there
is no direct access from lots in a residential subdivision to an
abutting Town road, the developer's contribution toward re-
constructing said road along his frontage be reduced to twenty-
five percent (25%) from fifty percent (50%).
19. 1985 Capital Forecast
THAT staff, in reviewing in 1985, the Five Year Forecast
for roads, review the concerns raised relative to Nash Road.
20. Industrial Promotion
THAT Mayor Rickard's Report re Industrial Promotion be received
for information and the Mayor and Chief Administrative Officer
bring forward a planned industrial and commercial development
report.
