Rezoning - Madgwick THAT Report PD-109-84 be received and the attached by-law to amend zoning by-law 2111. as amended, of the former Township of Darlington, be approved. See by-law 84-82 2. Rezoning - Ulirich THAT Report PD-113-84 be received and the application submitted by Mr. Ulirich to rezone a parcel of land in Part Lots 11 and 12 Concession 5. fonner Townshipof Darlington. from "Agricultural" to permit the construction of an Abattoir to be used in conjunction with the existing meat processing plant, be received and referred to staff for processing and a subsequent report and public hearing. 3. Rezoning - Melor Farms Limited THAT Report PD-1l4-84 be received and the application submitted by Mr. Laszlo Pandy on behalf of Melor Farms Limited to rezone a 14.150m2 parcel of land in Part of Lot 19, Concession 5. former Townshi p of Darl i ngton. from "Agri cultura 1" to "RH-Res i denti a 1 Hamlet" to permit the development of three (3) residential lots. be received and referred to staff for processing and a subsequent report and public hearing. O.P.A. - Gearing THAT Report PD-115-84 be received and the Region of Durham be advised that. with respect to Official Plan Amendment Application 84-1/D, the Town of Newcastle has no objection to the redesignation of that portion of the site. east of Farewell Creek, for a maximum of (22) Estate Residential Lots. . . . Rezoning - Lomax THAT Report PD-116-84 be received and the by-law attached to this report to amend by-law 1592, as amended, of the former Township of Clarke, be approved and forwarded to Council for approval at such time as the Town has received the required road widening, which shall be held in escrow pending final approval of the by-law. 6. Rezoning - Cean Investments THAT Report PD-118-84 be received and by-law 84-59 be forwarded to the Ontario Municipal Board for approval. 7. Annual A.M.O. Conference THAT the Town appoint four (4) voting delegates in addition to the Mayor,and the Clerk be directed to advise A.M.O. of the names of the Town's delegates; THAT any member of Council wishing to attend the Conference be authorized to do so, according to Town Policy; THAT the voting delegates be 3 members of Council and one member of Staff, and failing a full complement of either Council or Staff, the number be made up from the other group. 8. Memorial Park Association THAT REport Admin 50-84 be received; THAT the request to expand the Memorial Park Hall as described by Mr. Niddery and filed with the Planning Department, be approved and staff, with representation from the Memorial Park Association, explore the feasibility of grants; THAT the Capital Grant request of the Memorial Hall Board for $15,000. be referred to 1985 Budget discussions'and, an interest free loan, as has been made to others in the past, to allow the Memorial Park Board to proceed with their project at this time, be discussed with the Board and a report of the discussion be brought back to the General Purpose and Administration Committee; THAT the Hall Board be advised of Council's actions. . . . Sale by Quotation - Zion Park Clubhouse SD84-1 THAT REport TR-43-84 be received and the Oshawa General Racing Pigeon Club, Oshawa, with an offer to purchase in the amcunt of $565.00 being the highest responsible bidder meeting all terms, conditions and specifications of Quotation SD84-1, be accepted for the purchase of the Zion Park Clubhouse, as offered for sale by the Town of Newcastle; THAT the revenue received be credited to tAe Parkland Reserve Fund. 10. Tender T84-9 - Sand/Salt Dome THAT Report TR-46-84 be received and Bulk Store Structures Ltd., Erin, Ontario, with a total bid in the amount of $62,000.00, being the lowest responsible bidder meeting all terms, conditions, and specifications of Tender T84-9, be awarded the contract for the construction of a 116 foot diameter sand/salt storage dome, as required by the Town of Newcastle: THAT the funds be drawn from the 1984 approved Capital Budget of $110,000.00. 11. Tender Q84-7 - Culvert Supply THAT Report TR-44-84 be received and Corrugated Pipe Company Limited, Stratford Ontario, with a total bid in the amount of $26,049.38 being the lowest responsible bidder meeting all terms, conditions and specifications of Quotation Q84-7, be awardedthe contract for the supply and delivery of Corrugated Steel Pipe Culvert as required for 1984 by the Department of Public Works; THAT the funds be drawn from the approved 1984 Culvert Maintenance and Construction Account Budget ($145,000). 12. 1984 Risk Management Report THAT Report TR-45-84 and the 1984 Risk Management Report prepared by Frank Cowan Company Ltd. be approved as amended, as follows: (a) Council defer the consideration of the purchase of an excess layer of liability insurance to cover possible catastrophic loss in the amount of $5,000,000 until the 1985-1986 premium year. G.P.A. June 4 1984 -4- REPORT # 1 . 12. (b) Council not consider the inclusion of earthquake and flood damage insurance in its current property insurance. (c) Council approve the review of the electronic data processing insurance coverage already in place and the coverage of the Town-owned hardware be updated, as necessary, at an annual cost to be determined. (d) Council not consider Gross Revenue - Business Interruption for its arena operations, at this time. (e) Council approve the inclusion of the insurance relating to properties under the Tax Registration Program at an annual cost of $350.00. . (f) The revised form of Legal Expense Insurance for Conflict of Interest for the Mayor and Members of Council, at an annual cost of $50. per Member not be renewed and each year, all members of this Council and subsequent Councils, be notified of the availability of such insurance. (g) The revised form of Legal Expense Insurance for Conflict of Interest for the appointed Committe~of Council and the appointed Boards of the Town of Newcastle not be included and the Boards be so advised. (h) Council approve the renewal of the present insurance coverage for the 1984-85 premium year with the Frank Cowan Company Limited, at an annual premium of $89,949, subject to any amendments in that coverage which may occur during the 1984-85 premium year. 13. Self-Insured Losses - Waverley Road Park THAT Report TR-47-84 be received and the expenditures related to the repair and/or replacement of the soccer field goal posts (approximately $700) be funded from the Self"Insured Losses Reserve. 14. Internal Control and Accounting Procedures THAT Report TR-48-84 be received for information and the Purchasing Department establish a fixed asset ledger to be completed by December 31, 1984. . G.P.A. Proposed 1985 Budget Schedule THAT Report TR-49-84, Proposed 1985 Budget Schedule, with the following deletion: "in Schedule "A", September- "by staff to Committee", be recei ved for informati on. 16. Applications for Cancellation, Reduction of Refund of Taxes THAT Report TR-50-84 be received and the list of applications for cancellation, reduction or refund of taxes, attached thereto, be approved. 17. Tender T84-11 - Hot Mix Patching & Resurfacing THAT Report TR-51-84 be received and Mackie and Reid Paving Ltd., Orono, with a total bid in the amount of $21,871.80 being the lowest responsible bidder meeting all terms, conditions and specifications of TendErT84-ll, be awarded the contract to provide Hot Mix Patching & Resurfacing as required, by the Town of Newcastle: . The funds be drawn from the Public Works 1984 Road Maintenance and Construction Accounts in accordance with Appendix "A" attached. 18. THAT Report TR-52-84, Grant Request for P.R.I.D.E. be received for information. 19. Impact of Provincial Budget THAT the Treasury Department review the impact of the recent Provincial Budget in the preparation of the 1985 Municipal Budget, and report its findings withi n one month. 20. Report CS-06-84, Bowmanville Memorial Arena Improvements - was referred to Council with an explanation of the proposed funding. . G.P.A. June 4 1984 -6- REPORT # 1 . 21. Rd. Allowance between Lots 22 and 23, Concession 6 Clarke(Obrist) THAT Report WD-55-84 be received and Mr. Obrist be advised that Town Policy does not make provision for upgrading or construction of roads which have not previously existed, as defined in Section 1.5 of the Town's Road Policy: \ , THAT Mr. Obrist be advised that the Town is prepared to discuss the upgrading of either the north or south or both portions of the said road, to Town standards for agricultural uses, at the cost of the benefitting landowners, as is done with subdivision developers; THAT 'a copy of this report be forwarded to Mr. Obrist to explain this position. 22. Easement across Town-Owned Land for Regi ona 1 Servi ces . THAT Report WD-56-84 be received and a by-law be passed, authorizing the Mayor and Clerk to execute, on behalf of the Town, an agreement of the form attached hereto granting to the Region of Durham permission to construct services across Town-owned lands; See 84-83 THAT W.D.M. Consultants, acting as agents on behalf of the Courtice Heights South plan of subdivision, be advised of this action, and be requested to provide agreements in a form suitable for registration to the Town Clerk for execution by Town Officials: THAT upon execution by the Town, such documents be forwarded to W.D.M. Consultants for further processing. 23. Neighbourhood Watch Program - Signing THAT Report WD-59-84 be received and the Town supply the necessary labour and material to install Ministry of Transportation and Communications approved Neighbourhood Watch Program Signs; THAT the Neighbourhood Watch groups be required to supply the necessary signs; THAT all Town costs associated with the installation be in accordance with the annual approved Public Works Budget for street signs. . Flood-Plan Review Committee THAT Report WD-57-84 be received and the Minister of Natural Resources be advised that, while the current administration of flood plains through the Conservation Authorities is creating hardship for municipalities, the recommendations of the Flood Plain Review Committee may merely create a new set of problems and, therefore, that further review be undertaken by his Ministry towards modifying the Conservation Authorities Act to make it more sensitive and responsive to local planning and engineering needs; THAT a copy of this report be forwarded to the Honourable Alan W. Pope, Minister of Natural Resources, as the Town of Newcastle's position with respect to the recommendations of the Flood Plain Review Committee. 25. Orono Co-Operative Showcase THAT Mrs. Remington's presentation on behalf of the Orono Co-Operative Showcase be acknowledged and the request to defer the sale of the Orono Armouries to December 1985 be granted; . THAT the matter of a rent increase be referred to staff for a report; Following the submission of the report, discussions be held with the Co-Operative; Mrs. Remington be so advised. 26. Kawartha Conservation Authority Activities THAT Mr. Ian Macnab be thanked for the presentation relative to the activities of the Kawartha Conservation Authority.
