ONTARIO L lC 3A6 REPORT TO THE COUNCIL MEETING OF MAY 28 1984 SUBJECT: GENERAL PURPOSE AND ADMINISTRATION MEETING OF MAY 22 RECOMMENDATIONS: 1. Rezoning T-D Bank (former Riznek Construction) THAT the by-law attached to Report PD-107-84, amending Zoning By-law 2111, as amended, be approved by Council. See b -law 84-75 2. Monthly Building Report THAT the Monthly Building Report for April 1984 be received for information. 3. Rezoning - W. Tomlinson THAT the by-law attached to report PD-111-84, to amend by-law 1592, as amended of the former Township of Clarke be approved. (See by-law 84-76); and THAT Council adopt the following resolution: "THAT the parcel of land subject to rezoning application DEV 84-13 and being rezoned to Special Provision "A-19" in By-law 1592, as amended, of the former Township of Clarke, be rezoned to "Ml-3" in the draft Comprehensive Zoning By-law at such time as the draft Comprehensive By-law is reconsidered by Council". 4. Rezoning - Oakland Developments THAT the by-law attached to Report PD-79-84, to amend 2111 as amen ed, be forwarded to Council at such time as the Council of the Region f Durham has considered the amendment to the Enniskillen Hamlet Deve opment Plan within Staff Report PD-73-84. 5. Rezoning - 1927 Investments Limited THAT the by-law attached to Report PD-80-84, to amend Zoning by-la 2111, as amended, be forwarded to Council for approval at such ti e as the Council of the Region of Durham has considered the amendment to the Enniskillen Hamlet Development Plan within staff report PD-16-84. . . . Hamlet Development Plan for Enniskillen THAT the amendment to the Hamlet Development Plan for the Hamlet of Enniskillen, attached to Report PD-73-84, be forwarded to Council for approval at such time as the Council of the Region of Durham has considered the amendment to the Enniskillen Hamlet Development Plan; and THAT a copy of this report and the attachments thereto be forwarded to the Region of Durham for their information and consideration. 7. Rezoning - Jurba THAT Report PD-74-84, Zurba Rezoning, be referred back to staff for more discussion relative to road patterns. 8. Receive for Information (a) Parking Enforcement Report for April 1984 (b) Animal Control Monthly Report for April 1984. 9. Activity Report THAT Report TR-38-84 be endorsed and the expenditures for the month of April 1984, be approved. 10. Quotation Q84-6 Hot Mix Asphalt THAT Bennett Paving & Materials Ltd. Oshawa, Ontario with a total bid in the amount of $14,660.00, being the lowest responsible bidder meeting all terms, conditions and specification$ of Quotation Q84-6, be awarded the contract for suppy and placement of approximately 400 tonnes of HL4 Hot Mix Asphalt as required by the Town of Newcastle; and THAT the funds expended be provided from the approved Public Works Capital budget account 7212-0000-00150 ($110,000.00) provided for the construction of a Sand/Salt Dome at the Hampton Y rd. . 11. 12. . 13. . - 3 - REPORT # 1 Newcastle Handi-Transit Inc. Agreement THAT the agreement attached to Report TR-40-84, between the Corporation of the Town of Newcastle and Newcastle Handi-Transit Incorporated, be approved; THAT the necessary by-law to execute this agreement be prepared by the Clerk's Department. (See by-law 84-77) THAT a copy of the executed agreement be forwarded to of Transportation and Communications, Transit Office, 3rd Floor, West Tower, Downsview, M3M lJ8, Attention: the Ministry! 120 Wilson Ate., Mr. Peter L$ylan; THAT a copy of the executed agreement be forwarded to Handi Transit Incorporated, P.O. Box 1278, Station B., Oshawa, Ontario, LlS 5Z1;, THAT a copy of the executed agreement be forwarded to Aitchison, Starzynski, Evans and Bolotenko, 115 Simroe Street South, P.O. Box ~78, Oshawa, Ontario, L1H 7N2, Attention: Mr. James N. Aitchison. Tender T84-1 - Storm Sewer Construction Wellington St.! THAT Lamco Construction, Gormley, Ontario with a bid in the amount' of $48,104.58, being the lowest responsible bidder meeting all tenns, conditions, and specifications of Tender T84-1 be awarded the contract for the construction of storm sewers, Wellington Street, Bowmanville, as required by the Town of Newcastle; and THAT the funds be drawn from the approved capital budget #7301-261+11-6, of $50,000.00; and THAT a "certified resol uti on " recommendi ng approval of thi s report be sent to Mr. P. C. Ginn, Ministry of Transportation and Communic~tions. Tender T84-2 Reconstruction of Division St. Orono THAT Behan Construction, Cobourg, Ontario, with a bid in the amount of $92,227.05, being the lowest responsible bidder meeting all terms, conditions, and specifications of Tender T84-2 be awarded the contract for the reconstruction of Division St., Orono, as required by the Town of Newcastle; and THAT the funds be drawn from the approved capital budget #7205-261+x-x of $100,000.00; and THAT a "certified resolution" recommending approval of this report!be sent to Mr. P. C. Ginn, Ministry of Transportation and Communicati$ns. . 14. 15. . 16. 17. . - 4 - REPORT # 1 THAT MONTHLY FIRE REPORT FOR APRIL 1984, be received for informati n. Storm Water Management Courtice Urban Area THAT the Central Lake Ontario Conservation Authority (CLOCA) be advised that after considerable review, the Town of Newcastle does not propose to adopt the specific requirements set out in the "Courtice Storm Water Management Study" in reviewing drainage for development proposals in the Courtice Area; and THAT CLOCA be advised that in-depth consideration has been given to a follow-up implementation strategy for the recommend- ations of the "Courtice Storm Water Management Study" and it has been determined that such a proposal would be virtually impossible and THAT CLOCA be advised that, in the alternative, the Town will require development proposals in the Courtice Urban Area to conform to the general ofjectives relating to water quantity as expressed in the Courtice Storm Water Management Study, Pages 40 through 43, inclusive; and THAT CLOCA be advised that the Town will consider provisions for storm water quality in development proposals in the Courtice Urban Area only where such proposals are practic~ and can be easily maintained; and THAT CLOCA be requested to consider adopting a similar approach to storm water management in the Courtice Urban Area; and THAT CLOCA be provided with a copy of this report. (WD-51-84). Snow Plow Competition - Durham Region P.W. Assoc) THAT Council support the Public Works Association in organizing a Snow Plow Competition for November 2nd and 3rd, 1984; and THAT all costs associated with the Town's participation in the snow plow competition be in accordance with the 1984 Public Works Budget allocation for Memberships and Association Dues. Encroachment - Scugog Street, Burketon THAT permission be granted to Douglas James and Katherine Ann Chumbley, their heirs, successors and assigns, the right to mainta~n and use such portion of the building as constitutes an encroachmen~ upon a public highway, for so long as the encroachment is not . required for municipal purposes or until such time as the building! is removed, said encroachment being over Part 3, Plan 10R-1820; and - 5 - REPORT # 1 . 17 (Continued) THAT the by-law attached to REport WD-53-84, to permit the continuation of an encroachment to Town-owned lands by Douglas James and Katherine Ann Chumbley, Scugog Street, Burketon,i over Part 3, Plan 10R-1820, be enacted. (See by-law 84-78) . 18. THAT Report WD-54-84, INTERIM REPORT ON TOWN OF NEWCASTLE INVOLVEMENT IN SOURCE SEPARATION OF HOUSEHOLD WASTES, be received for information. 19. Article Oshawa Times THAT the article in the Oshawa Times on Thursday, May 10, 1984, be received and Council go on record as supporting the Public Works Department as recognizing the concerns of all citizens of the Municipality in a responsible manner and that no one is a "Second Cl ass Ci ti zen" . 20. Financial Statements . THAT the presentation of L. Martin and B. Chandler of Deloitte Haskins and Sells be acknowledged and the 1984 Financial Statements be adopted as presented.
