Rezoning - W. Klose THAT the by-law attached to report PD-56-84 to amend BY-law 1592, as amended, of the former Township of Clarke, be forwarded to Council for approval at such time as a Site Plan Agreement with the applicant has been finalized to the satisfaction of staff. 2. Rezoning - 506203 Ontario Limited THAT appli cati on for rezoning DEV 84-3 be approved and the by-law attached to Report PD-57-84, to amend by-law 1592, as amended, of the former Township of Clarke, be forwarded to Council for approval at such time as a Site Plan Agreement for the expanded vehicle sales outlet has been finalized to the satisfaction of Town Staff. 3. Proposed Plan of Subdivision - Dr. King THAT the Region of Durham be advised further to the recommendations endorsed by Council on November 14, 1983, respecting Plan 18T-83006 that the Town of Newcastle has no objections to the approval of the Revised Plan of Subdivison 18T-83006 as further revised in red and subject to the conditions contained in Attachment No. 1 to Report PD-58-84; and THAT a copy of Report PD~58-84 be forwarded to the Region of Durham for information. - 2 - Report #1 . 4. Receive for Information (a) Report PD-60-84, Summary of Committee of Adjustment Applications for meeting of February 15 1984. (b) Report PD-54-84 - Summary of Land Di vi si on Committee Applications for the month of January 1984. 5. Rezoning - F. Docimo THAT the by-law attached to Report PD-61-84, being a by-law to amend zoning by-law 2111, as amended, in respect of Part Lot 19, Concession 2, former Township of Darlington, be approved. See by-law 84-35. 6. Rezoning - Inchaffary Investments Ltd. THAT qpplication for Rezoning DEV 84-2, be tabled pending resolution of the subdivision question. 7. Rezoning - M. Beaupre . THAT the following resolution be adopted by Town Council and submitted to the Ontario Municipal Board along with by-law 83-141: "WHEREAS the Council of the Town of Newcastle has approved By-lqw 83-141 to amend Restricted Area by-law 1592, as amended, of the former Township of Clqrke, as a result of thetr consideration of an application for such an amendment submitted by the respective property owner; AND WHEREAS the effect of By-law 83-141 will be to change the zone designation of the lands subject to By-law 83-141 from "A-Agriculture" to "Agricultural subject to Special Exemption 12" to recognize an existing retail operation and to permit limited expansion of the operation; AND WHEREAS By-law 83-141 has been approved in conformity with the applicable policies of the Durham Regional Official Plqn; . BE IT NOW THEREFORE RESOLVED that the Town of Newcastle hereby requests the Ontario Municipal Board to approve By-law 83-141, notwithstanding the objection received, and further requests the Ontario Municipal Board to convene any required public hearing in respect of By-law 83-141 at the earliest possible opportunity; AND FURTHER HEREBY authorize the Town staff and/or Town Solicitor to represent the Municipality at any such hearing that may be convened". . . . - 3 - Report #1 8. O.P.A. Klompmaker and P. Vandrunen THAT the Region of Durham be advised that the Town of Newcastle has no objection to Official Plan Amendment Application 83-30/D submitted by A. Klompmaker and P. VanDrunen to permit the creation of seventeeen (17) Estate Residential Lots in Part Lot 15, Concession 3, former Township of Darlingtin, now in the Town of Newcastle; and THAT the Region of Durham and the applicant be forwarded a copy of Staff Report PD-64-84 and Council's resolution. 9. Rezoning - J. Chow THAT the by-law attached to PD-65-84, being a by-law to amend Zoning By-law 2111, as amended, be forwarded to Council at such time as the applicant has satisfied the Region of Durham Works Department pertaining to the servicing of the proposed development. 10. Rezoning - 1927 Investments Limited THAT the application submitted by 1927 Investments Limited, to rezone a 12.60 hectare parcel in Part Lot 19, Concession 8, former Township of Darlington, to permit a twenty-two (22) lot residential Plan of Subdivision be referred to staff for processing and a subsequent report and public hearing. 11. Appointments to Community Centre Boards for 1984 THAT the 1 i st of appoi ntment to Community Centre Boards attached to Report CD-17-84 be approved: THAT Council appointees to the various Boards be considered by the Striking Committee and they report to the Council meeting of March 12; THAT the Boards be advised of these appointments. 12. Receive for Information (a) Report CD-18-84 - Opening Ceremony New Orono Fire Station. (b) Report Admin 29-84, Annual Recurring Events (c) Report Admin 29(a)-84 - Bowmanville Museum Feasibility Study - 4 - Report #1 . 12. Rece i ve for Information (Continued) (d) TR-9-84 - Municipal Tax Sale Act 1983, Bill 138. (e) TR-15-84 - Reserve and Rese.rve Fund Balances as of December 31, 1983 (f) FD-4-84 - Monthly Fire Report. 13. Old Orono Fire Hall THAT Council declare the property to be surplus to municipal needs and staff be authorized to obtain an appraisal of the property and advertise the property for sale. 14. Self-Insured Losses THAT th~ losses incurred at the Bowmanville Arena ($514.00) and the Bowmanville Fire Hall ($344.14) be funded from the Self-Insured Losses Reserve. . 15. Activity Report THAT the expenditures for the month of January 1984, be approved. 16. Handi-Transit Inc. Subsidy Application THAT the Treasurer be authorized to make application to the Ministry of Transportation and Communications for subsidY allocation for the transportation of the physically disabled for the year 1984 based on estimated expenditures of $42,800. 17. Annual Fire Report THAT Report FD-3-84, Annual Fire Report for 1983, be received for information and Fire Chief Aldridge be congratulated on an excellent report. . . . . - 5 - Report #1 18. 1984 Road Maintenance Program THAT Staff be authorized to advertise tenders for the supply, delivery and placing of Road Oil, Prime and Surface Treatment, and asphalt patching materials; AND THAT the expenditure be in accordance with 1984 Budget approvals. 19. Bowmanville Business Centre Sidewalk Sale THAT conditional on the Bowmanville Business Centre acquiring the necessary road occupancy permits from the Works Department, approval be given to hold a Sidewalk Sale on July 19,20,21,1984; THAT on July 19 and 20, Temperance Street, from just south of the Post Office to just north of St. John's Anglican Church, be closed with the exception of a clear fire route; THAT on July 21, King Street, from the west side of Division Street to the east side of Scugog Street, be closed with the exception of a clear fire route and access to Brock's Service Centre; THAT westbound Highway 2 traffic be detoured via Division, Church and Scugog Streets, and eastbound Highwqy2 traffic be detoured via Scugog,Queen and Division Streets; THAT advertisements of the road closures and detours be placed in local newspapers; THAT arrangements for placement and removal of barriers and signs be as in 1983, between the Works Department and the Bowmanville Business Centre; THAT a copy of this report be forwarded to the Bowmanville Business Centre with the request that they make appropriate arrangements with the Works Department well in advance of their proposed event. 20. Road Inspection Tour 1984 THAT the 1984 Road Inspection Tour be compressed at the discretion of the Public Works Director and all Members of Council, and the Press, be invited to attend; THAT Members of Council advise the Public Works Department of any areas of concern or particular interest, before April 5, 1984, in order that they may be included in the itinerary of the Tour. THAT all costs associated with the Tour be taken from the 1984 Public Works Budget. - 6 - Report #1 . 21. Mrs. Heather L. Brown re Hancock Road THAT staff not upgrade the level of service to maintain Hancock Road, Lot 26, 27, Concession 4, Darlington; THAT Mrs. Brown's concerns re intersection of Taunton Road be referred to the Regional Works Department; THAT by copy of this report, r.lrs. Heather Brown be so advised. 22. Tyrone Community Centre - Parking Lot THAT the Town of Newcastle Public Works Department not provide winter maintenance to Town Hall Board parking lots; THAT the Tyrone Community Centre Board be so advised; THAT the Board be advi sed of an opportunity for them to participate in the Town's contract for winter maintenance of sidewalks and parking lots. 23. Burketon Subdivision . THAT the proposed resol uti on, ftems 1, 2, 3, 4 and 5, i.n Confidential Report WD-31-84, be approved. 24. Salvation Army Parade THAT the Town approve of the Salvation Army holding a parade on March 24 1984, beginning at 1:30 p.m. in accordance with Town Policy; THAT such approval be subject to the securing of a Road Occupancy Permit from the Works Department and appropriate arrangements for signing and barriers being made; THAT the Salvation Army be advised that they should secure the necessary approvals from the Durham Region Works Department for the portion of the parade route on Liberty Street; THAT the Salvation Army be advised accordingly.
