REPORT TO THE COUNCIL MEETING OF JANUARY 9 1984
SUBJECT: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING
OF JANUARY 3 1984
RECOMMENDATIONS:
1.
Encroachment - Ormiston Street Hampton
1) THAT permission be 9ranted to John and Jane Thomas, their heirs
successors and assigns, the right to maintain and use such portion
of the building as constitutes an encroachment upon a public
highway, for so long as the encroachment is not required for
municipal purposes, said encroachment being over Part 1, Plan 10R174l;
2) THAT the attached by-law to permit the continuation of an
encroachment to Town-owned lands by John and Jane Thomas, Scugog
Street, Hampton, over Part 1, Plan 10R174l, be enacted. (By-law 84-1)
2.
Closure and Conveyance - Darcy Street, Village of Newcastle
THAT Council reaffirm the position that an independent appraisal of
the land value is not required.
Roadside Ditching - Witzke Property
1) THAT Report WD-3-84 be received;
2) THAT Staff be directed to do nothing.
3) THAT the Witzke's be advised of Council's decision in this matter.
4.
Intersection Middle Road and 8th Concession, Darlington
THAT Mr. Alfred Garrard be advised that the Town does not consider
the installation of a flashing light at the intersection of Middle
Road and the 8th Concession, necessary.

5.
Station Street Orono - Sale to M.T.C.
1) Report WD-5-84 be received;
2) THAT approval be given to the proposal of the Ministry of
Transportation and Communications to acquire land required
for the reconstruction of Highway 35/115 at Station Street
in Orono, more specifically described as Part 1, Plan 10R-1618;
3) THAT the land, being existing road allowance, be conveyed for
the sum of $1.00, and the Mayor and Clerk be authorized to
execute the Property Purchase Agreement prior to February 23,
1984, as requested by the Ministry. (By-law 84-2)
6.
Alternatives to a Dome for Salt Storage
THAT Report WD-6-84, Alternatives to a Dome for Salt Storage Structure,
be received for information.
7.
Hiring of Junior Engineering Technician P.W. Department
1) THAT Report WD-7-84 be received;
2) THAT By-law 82-132, being a by-law to establish the position of
Administration and Records Supervisor in the Public Works
Department, be rescinded; (By-law 84-3)
3) THAT to replace the Administration and Records Supervisor,
the Director of Public Works be authorized to hire a Junior
Engineering Technician at Category 10 ($16,534 to $20,667)
in accordance with the Collective Agreement;
4) THAT the duties and responsibilities of the Junior Engineering
Technician be as set out in Schedule "A", attached to Report
WD-7-84.
8.
School Bus Loading Zone - Bowmanville Senior Public School
1) THAT Report WD-8-84 be received;
2) THAT a School Bus Loading Zone be established for the Bowmanille
Senior Public School on the south side of Queen Street;
3) THAT the attached amendment to By-law 76-34, be approved by Council
(See By-law 84-4) , subject to a report be the Public Works
Director on alternate locations.

9.
Rezoni ng - Kilimanj aro Investments & Newgor Land Group
THAT the by-law attached to Report PD-153-83, being a by-law to amend
By-law 2111, as amended, in respect of Part of Lot 34, Concession 3,
geographic Township of Darlington, be approved. (See by-law 84-5)
10. THAT the MONTHLY BUILDING REPORT for NOVEMBER 1983
be received for information.
11. Rezoning - L. McKenna
THAT application for Rezoning, DEV 83-31 be approved and the by-law
attached to Report PD-1-84, amending Zoning By-law 2111, as amended,
be forwarded to Council at such time as the applicant has dedicated
a 3.0 metre (10.00 feet) road widening to the Town of Newcastle.
(See by-law 84-6).
THAT SUMMARY OF LAND DIVISION COMMITTEE APPLICATIONS FOR
NOVEMBER 1983 be received for information.

Rezoning - D. Walker
THAT the application submitted by Mr. D. Walker to rezone a
19.4 hectare parcel in Part Lot 15, Concession 3, former Township
of Clarke, to permit a baseball tournament site be referred to
staff for a processing and subsequent report and public hearing.
14.
L.A.C.A.C. DESIGNATION Bleakley Home and Ramsay House
1) THAT Report PD-7-84 be received;
2) THAT the request of the Town of Newcastle Local Architectural
Conservation Advisory Committee to designate the buildings
known as the Bleakley Home at 99 Church Street and the Ramsay
House at 85 High Street be approved;
3) THAT the Clerk prepare send and publish the required notices
of intent pursuant to Section 29 of The Ontario Heritage Act
and report back to Council following the prescribed notifica-
tion period.

Rezoning - S. Henry
THAT application for rezoning DEV 83-33 be approved and
the by-law attached to Report PD-5~84, being a by-law to
amend 1592, as amended, of the former Township of Clarke,
be approved. (See by-law 84-7)
16.
Rezoning - G. and M. Fowler
THAT the application submitted by George and Mary Fowler
to rezone a 0.202 ha parcel in Part Lot 14, Concession 2,
former Town of Bowmanville, to permit the use of the subject
site for residential purposes on private well septic system
be referred to staff for processing and a subsequent report
and pufulic hearing.
17.
Rezoning - Port Darlington Marina Hotel
THAT the application submitted by Port Darlington Marina Hotel
Ltd., to rezone a 5150 square metre parcel of land in part
Lot 10, B.F. Concession, former Town of Bowmanville, to permit
the development of a townhouse and recreation complex - Condominium;
be referred to staff for processing and a subsequent report and
public hearing.
18.
LD 359/83 - 506203 Ontario Limited
THAT Council confirm the actions of staff in appealing the
Land Division Committee decision on Application No. LD 359/83
to the Ontario Municipal Board.
19.
Receive for Information and approve
THAT the following reports be received for information:
(al FD-21-83 - Monthly Fire Report for November 1983;
(bl FD-22-83 - Completion of Central Dispatch - Reel to Reel
4 Channel Recording System from the Ontario Fire Marshal's
Office.
(c) TR-1-84 - Activity Report for November 1983, be received
and the expenditures for the month of November 1983 be approved.
(d) CD-77-83 - Parking Report for November 1983
(el CD-3-84 - Animal Control Monthly Report for November 1983.

20.
Refreshment Vehicle Licensing By-law 79-144
THAT the request for an amendment to Section 7(b) of By-law
79-144, to increase the distance from 60 metres to 100 metres
be denied and G. Rutherford, Dari Dream, 215 King Street East
Bowmanville, L1C lP4, be so advised.
21.
Visitor Parking - Municipal Offices
1) THAT Report CD-2-84 be received;
2) THAT staff be directed to establish visitor parking areas
adjacent to the entrance to the "Bell Building" and the north
side of the "Town Hall);
3) THAT signs designating certain areas as "VISITOR PARKING ONLY"
be erected;
4) THAT signs containing a responsibility disclaimer also be
erected on both parking lots;
5) THAT the use of short-term parking meters in key, high
traffic areas be reviewed and be the subject of a future
report to the General Purpose and Administration Committee.
22. General Purpose and Administration Committee Meetings
1) THAT Report Admin 84-1 be received;
2) THAT the General Purpose and Administration Committee
meeting begin at 9:30 a.m.

26.
Policies for Non-Union Staff
THAT the recommendations in Confidential Report Admin 84-2,
Pol icy for Non-Union Staff be approved, with the folloWin9
amendments:
1) Recommendation 2(a), and the last 3 paragraphs in the
existing Policy re Vacations with Pay, be referred
back to the Chief Administrative Officer.
2) Recommendation 2(b) be amended to read: "Upon approval
of Department Head or Deputy Department Head, or if both
absent, the Chief Administrative Officer."
3) The following be added to the Policy:
A list of overtime be submitted monthly to the Chief
Administrative Officer, giving reasons for overtime.
27.
Confidential Information
THAT the recommendations in Confidential Report Admin 84-3
be endorsed and the schedule "A" attached to the report be
adopted as the municipality's policy with respect to the
handling and treatment of confidential information, with
the following amendment:
The policy should be addressed "To all Employees".
28.
1984 Salary Adjustments
THAT Confidential Report Admin 84-4 be forwarded to Council
for discussion with Currie, Coopers and Lybrand, on January 9
1984, together with the recommendations contained therein.
Snowmobile By-law
THAT a by-law be prepared governing the operation of snowmobiles
and other vehicles on sidewalks and private property in urban
boundaries of the Town of Newcastle and presented to Council.

23. Port Granby - A Review and Future Directions
1) THAT Report Admin 84-5 be received;
2) THAT a letter be sent to the Ontario Minister of the
Environment, the Honourable Andy Brandt, utgl1g him to
publicly support the holding of hearings under the Federal
Environmental Assessment Legislation and to urge his counter-
parts at the Federal level to support such hearings;
3) THAT similar letters be sent to the Federal Ministers of
Energy and Environment and that such letters also urge the
Federal Ministers to provide intervenor funding to both
SEAP and the Port Granby Monitoring Committee, if so
requested; and Mr. Allan Lawrence, M.P. be so advised.
4) THAT a letter be sent to Eldorado Resources Ltd., requesting
them to submit themselves to the hearing process under the
Federal Environmental Assessment Legislation. The letter
should also indicate that while the Town is prepared to
make comments on all of the reports forwarded to the Town,
the Corporation lacks personnel who are trained in the
handl i ng of nucl ear wastes. and as such woul d not be prepared
to provide either lengthy or technical comments. The letter
should also indicate the Town's desire to receive copies
of all reports and correspondence concerning the site selection
process. Finally, the letter should indicate that although
Council is prepared to listen to representations made by
Eldorado Resources Ltd., they prefer that any dialogue on
this issue be with the Port Granby Monitoring Committee which
was establ~hed by Council for this purpose.
Bas Relief at Bowmanville Library
24.
THAT Mrs. Haunsberger's delegation be acknowledged and Council
endorse the request of the Visual Arts Centre relative to the
installation of a bas relief at the Bowmanville Public Library;
and further that the Chief Administrative Officer appoint a staff
person to oversee the installation.
25.
J. Hayman - Extension of Contract
THAT former Fire Chief J. Hayman's contract be extended to the
end of January.
