REPORT TO COUNCIl MEETING OF OCTOBER 24 1982

The following is a report of the meeting of the General Purpose and
Administration Committee held on October 17 1983:
PUBLIC MEETING
A Public Meeting was advertised concerning the following proposed
rezoning by-law amendments:
1. Part Lot 34, Conc. 1, Clarke (Hartemink)
Mr. Hartemink and Mr. Shoebridge spoke in support of the rezoning
Part of Lot 33, Conc. 2, Darlington (Dr. King)
No person was present to speak to this rezoning.
RECOMMENDATIONS
2. Ministry If Transportation & Communications Educational Programs
THAT Report WD-84-83 be received and no further action be taken
with respect to sending Town Staff to the educational courses
offered by the Ministry of Transportation and Communications.
3. Winter Road Maintenance - Snow Fence Erection and Removal Policy
THAT Report WD-85-83 be received:
THAT Council adopt the attached quality standard for the
erection and removal of snow fence;
THAT annual snow fence expenditures be in accordance with
the approved Public Works Department Budget.
4. Closure & Conveyance Lots 31 and 32, Conc. 8 & 9, Clarke
THAT Report WD-86-83 be received:

THAT the road allowance located in Lots 31 & 32, between
Concessions 8 & 9, former Township of Clarke, which was
closed by By-law 81-4, be disposed of by sale and conveyance
to the abutting owners thereto:
THAT the value of $1,000 (One Thousand Daollars) per acre
be established for the lands to be sold:
THAT staff be authorized to pursue Town Policy and Procedure
in this matter, and the interested owners be so advised.
5. THAT the Minutes of the COMMITTEE OF ADJUSTMENT for September
28 1983 be received for information.
6. Rezoning Part Lot 17, Conc. 2 Clarke (tbbotson)
THAT Reports PD-135-83 and PD-145-83 be received:
THAT Rezoning Application DEV 83-9, submitted by Mr. D. Ibbotson
be tabled pending an application for Official Plan Amendment.

THAT Staff prepare an amendment to be submitted on behalf of the
Town of Newcastle seeking to have rural and agricultural service
industries included as permitted uses within the Major Open Space
Designation of the Regional Plan: the amendment to be general in
nature, specifying that the inclusion of such uses would be at the
discretion of local Municipality and the inclusion of appropriate
provisions in the respective zoning by-law.

THAT Report PD-146-83 be received:
THAT the attached By-law to amend Zoning By-law 1592, as
amended, be forwarded to Council for approval: (See By-Law 83-141)
THAT the attached by-law authorizing execution of an agreement
between Margaret Beaupre and The Corporation of the Town of Newcastle
be approved. (See By-law 83-142)

Farm Related Severances
THAT Reports PD-120-83 and PD-149-83 be received;
THAT the Regional Municipality of Durham be requested
to amend the Durham Regional Official Plan in accordance
with the proposed amendment included as Attachment 1
to this report;
THAT Planning Staff be authorized to incorporate within
the Draft Comprehensive Zoning By-law, the proposed zone
provisions included as Attachment 2 to this report;
THAT staff be authorized to provide comments to the
Regional Land Division Committee in respect of any future
applications for farm consolidation severances in
accordance with the proposed official plan and zoning
by-law amendments.
Regional Reclaimers - O.P.A. 83-8/D
THAT Report PD-147-83 be received and this Committee approve
in principle the application as submitted by Regional Reclaimers
Ltd., providing that it meets all the requirements as laid out
in Report PD-74-83 as amended by Council Resolution #C-4l3-83
and any other Ministries or authorities having jurisdication over
its operation:
THAT the Regional Council be so advised.
10. Rezoning Application pt. lot 34, Conc. 1 Clarke (Hartemink)
THAT Report PD-151-83 be received;
THAT application for rezoning DEV 83-18 be approved;
THAT the by-law attached to this report to amend by-law l592,
as amended, of the former Township of Clarke, be forwarded to
Council for approval. (See by-law 83-143)
11. Hamlet Designation for Maple Grove in Durham Regional O.P.
THAT Report PD-152-83 be received:
THAT the Region of Durham be advised that the Town of Newcastle
has no Objection to designating Maple Grove as a Hamlet in the
Durham Regional Official Plan;
THAT a copy of staff report PD-152-83 and Council's decision be
forwarded to the Region of Durham.

THAT the MONTHL~ BUILDING REPORT for September 1983 be
received for information.

13. Application for Subdivision Approval pt. lots 11 & 12, Conc. 2 (Zakarow)
1) THAT Report PD-148-83 be received;

THAT Report PD-73-83 be received:
THAT Attachment 1 to Report PD-73-83 be amended by
deleting paragraph 8(c) thereto in its entirety and
replacing same with the following new paragraph 8(c):
"8(c) - to undertake at no cost to the Town the construction
of a temporary pedestrian walkway from the southerly limit
of Street G, south to the northerly limit of High Street;
and further that the applicant acquire at no cost to the Town
all necessary easements to give effect to same.";

5) THAT the development plan for Neighbourhood 2B of the Bowmanville
Major Urban Area attached to staff Report PD-73-83 be adopted
as amended by staff;
6) That the region of Durham be advised of the Town's actions;
THAT Item 4) be referred back to staff for a report to the General
Purpose and Administration Committee on the possible re-alignment
of the conceptual transportation network for Bowmanville.
Cemetery By-law Review
THAT Report CS-16-83 be received;
THAT By-law 79-104 (Cemetery By-law) remain unchanged;

THAT the information sheet be incorporated onto the "Indenture"
15. J Municipal Grants Policy
THAT Report CS-17-83 be received;
THAT the following implementation schedule for the Grants
Policy as it applies to specific programs within the Community
Services operating budget be approved with the following start
dates:
Girl s Softball
Bowmanville Senior Citizens
Newcastle Youth Bowling
Newcastle Village Figure Skating

15.
Municipal Grants (Continued)
THAT a four year period of implementation of the policy for
the programs listed in recommendation #2 above be funded on
the following schedule:
Year 1 up to 100% of requested funds as a grant
Year 2 up to 75% of requested funds as a grant
Year 3 up to 50% of requested funds as a grant
Year 4 up to 25% of requested funds as a grant
Year 5 (and future years) grant policy applies at this point.
16. THAT the MONTHLY FIRE REPORT for September 1983 be received for
information.
17. THAT the ANIMAL CONTROL MONTHLY REPORT for September 1983 be
received for information.

18. Port Granby Waste Management Facility
THAT Report ADmin 83-49 be received;
THAT Eldorado Resources Limited be urged to approach
the Federal Government, with the support of the Town
of Newcastle, regarding the establishment of an independent
body to conduct a minimum of a Province-wide site search
for a permanent disposal facility for low-level radioactive
wastes in a format similar to that being conducted by the
Ontario Waste Management Corporation;
THAT Council reaffirm the operative clauses of the Resolution
adopted by the General Purpose and Administration Committee by
Resolution #GPA-504-83, at its June 6, 1983 meeting and
subsequently confirmed by Council by Resolution #C-4l5-83 at its
meeting of June 13, 1983;
THAT a letter be sent from Mayor Rickard on behalf of the
Members of Council to Mr. B. C. Pearson of Eldorado Resources
Limited outlining the Town of Newcastle's position;

THAT Mr. R. G. Dakers, Vice-President Eldorado Nuclear Limited;
Mr. Jon Jennekens, Chairman, Atomic Energy Control Board;
The Honourable Jean Chretien, Minister Energy Mines and Resources;
The Honourable John Roberts,Minister, Environment Canada;
The Honourable Keith Norton, Minister, Ontario Ministry of Environment
The Honourable J. Edward Broadbent, M.P., Leader, New Democratic Party

The Council of the Region of Durham be advised of Council's
position and forwarded a copy of Council's Resolution and Staff
Report ADmin 83-49.
