CORPORATION OF THE TOWN OF NEWCASTLE OFFICE OF THE TOWN CLERK REPORT # 1 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO L1C 3A6 TELEPHONE 623-3379 REPORT TO COUNCIL MEETING OF OCTOBER 11 19B3 Mayor Rickard and Members of Council: The following is a report of the meeting of the General Purpose and Administration Committee meeting held on October 3 19B3: RECOMMENDATIONS: 1. Work Schedule - Solina Park Board THAT the delegation of Mr. Herb Tink be acknowledged and the request of the Solina Park Board be approved and Phase II of the Work Schedule for the Park be approved as presented. 2. Rehabilitation of the Graham Creek (Hale'slBridge'_ THAT the 1983 funds budgeted for the rehabilitation of the Graham Creek (Hales's) Bridge be reallocated to a project for rehabilitation of the Jackman Road Bailey Bridge in Bowman vi 11 e. 3. Drainage Outlet from Darlington Industrial Subdivision (Smith) THAT Mr. F. Howard Smith be provided with a copy of Report WD-Bl-B3 and be advised that the Town wi 11 not consi der constructing an alternate drainage outlet for the Darlington Industrial Subdivision: and further that the Director of Public Works survey the possibilities of keeping some of the flow of water on the Baseline Road, on the road allowance. 4. THAT the correspondence and resolution from the Township of South- West Oxford re Appeals to Cabinet under the Consolidated Hearings Act be received and filed. 5. Reversion to the Town of a portion of Old Durham Regional Road 20 1) Report WD-B3-B3 be received. 2) A by-law be passed to accept the following portions of Old Durham Regional Road 20 as part of the Town's road system; [J,"rJ I -./ c:t\.:' - 2 - . (a) the lOth Concession Road of the former Township of Darlington from the east limit of Durham Road 20, easterly to the east limit of the former Clarke/ Darlington Townline Road; and (b) the former Clarke/Darlington Townline Road from the north limit of Durham Road 20 northerly to the south limit of the former Darlington/Manvers Townline Road; and 3. A, .copy of the sai d by-l aw be forwa rded to the Regi on of Durham and the Ministry of Transportation and Communications for information. 4. Conditional upon the Region of Durham completing the necessary repairs. 6. THAT the minutes of the COMMITTEE OF ADJUSTMENT of September 14 19B3, be received for information. 7. Conveyance to Town - James Major, Station St. Right-of-way, Orono 1. Report PD-122-B3 be received. . 2. Mr. James Major be requested to convey to the Town of Newcastle, the travelled portion of Station Street indicated on the Key Map 2 attached to Report PD-122-B3; 3. Mr. Major be advised that the Town of Newcastle will provide comments to the Region of Durham Land Division Committee in support of the severance of one (1) lot from his property, conditional upon approval from the Region of Durham Health Unit regarding the severance; 4. Mr. Major be further advised that the Town of Newcastle will pay for the cost of the curb stop to the severed lot referenced in Recommendation Number 3, up to the value of eighteen hundred dollars ($l,BOO.OO); 5. The cost referred to in relDmmendation No.4 be paid for out of an account to be designated by Council; 6. A copy of Staff report PD~122-B3 and Council's resolution be forwarded to Mr. James Major. Subdivision lBT-77133 - pt. lot 27, Conc. 2 Village of Newcastle Vierhout, Bowmanville Construction B. . THAT the Ministry of Municipal Affairs and Housing be advised that the Town of Newcastle has no objection to draft approval of Plan lBT-77l33, as revised in red and attached to Staff Report PD-137-B3 - 3 - . 8. Continued as Attachment 1, and subject to the conditions contained in Attachment 2 to Staff Report No. PD-137-83; and FURTHER that a copy of Staff Report PD-137-83 be forwarded to the Ministry of Municipal Affairs and Housing and the Region of Durham. 9. TliAT SUMMARY OF LAND DIVISION COMMITTEE APPLICATIONS for the month of August 1983 be received for information. 10. Objections to By-law 83-104- part lot 5 Conc. 7, Clarke -Turansky THAT the following resolution be adopted by Town Council and submitted to the Ontario Municipal Board along with By-law 83-104; "WHEREAS the Council of the Town of Newcastle has approved by-law 83-104 to amend Restricted Area By-law l592, as amended of the former Townhip of Clarke, as a result of their consideration of an appl ication for suchan amendment submitted by the respective property owner; . AND WHEREAS the effect of By-law 83-104 will be to change the zone designation of the land subject to By-law 83-104 from "A"- Agricultural" to "Agricultural subject to Special Exemption 15" to acknowledge the size of eight (8) lots of record and to permit the construction of a single family dwelling on each lot; AND WHEREAS By-law 83-104 has been approved in conformity with the applicable policies of the Durham Regional Official Plan; BE IT NOW THEREfORE RESOLVED THAT the Town of Newcastle hereby requests the Ontario Municipal Board to approve By-law 83-104 notwithstanding the objection received, and further requests the Ontario Municipal Board to conV81.e any required public hearing in respect of By-law 83-104 at the earliest possible opportunity; AND FURTHER HEREBY authorize Town Staff and/or the Town Solicitor to represent the municipality at any such hearing that may be convened", . - 4 - . 11. Ganaraska Region Conservation Authority Interim Watershed Plan THAT the recommendations contained within Report PD-14l-83 be considered as the Town of Newcastle's recomendations on t~e Ganaraska Region Conservation Authority Interim Watershed Pl an; AND FURTHER that a copy of Staff Report PD-141-83 and Council's decision be forwarded to the Ministry of Natural Resources and the Ganaraska Region Conservation Authority. 12. Emergency Telephone Service Lines - Newcastle and Orono Stations THAT the Fire Emergency Telephone Lines for Station #2, Newcastle and Station #3, Orono, be relocated and installed in Central Dispatch, Bowmanville. 13. Tender T83-21 - No. 2 Domestic Fuel Oil . THAT Petro Canada Ventures, Don Mills, Ontario with a unit price of $.2472 per litre being the lowest responsible non-firm bidder meeting all terms, conditions and specifications of Tender T83-2l be awarded the contract to supply and deliver No.2 Domestic Fuel Oil to the Town of Newcastle for the 1983/84 winter season: AND FURTHER that the funds expended be drawn from the 1983 and 1984 budget. 14. Municipal Grants Policy THAT Report TR-83-7l, Municipal Grants Policy, be approved and the attached by-law to establish Municipal Grants Reserve, be approved. See by-law 83-137 : 15. Staff Retirement Policy WHEREAS the Town of Newcastle does not have a policy with respect to the retirement of all staff members; NOW THEREFORE BE IT RESOLVED THAT once a year, in November, an annual dinner be held to honour all employees who have retired within that year; THAT an amount of money be allotted for a present for each employee, up to $150.00. THAT the necessary by-law be prepared to institute this policy; . - 5 - . 15. Staff Retirement POlicy (Continued) THAT all former policies be rescinded; and THAT this policy take effect on January 1,1984. 16. l25th Anniversary - Bowmanville - Grant to Chamber of Commerce THAT the correspondence from the Bowmanville Chamber of Commerce, relative to the l25th Anniversary be received and they be advised that Council is not prepared to deviate from its present policy.
