REPORT TO THE COUNCIL MEETING OF SEPTEMBER 26TH 1983
Mayor Rickard and Members of Council:-
The following recommendations to Council were made at a meeting of the General
Purpose and Administration Committee on September 19, 1983:
1.
Proposed Plan of Subdivision Tekla Perun Property - Courtice
.
THAT 1. Report PD-125-83 be received;
2. That Ministry of Municipal Affairs and Housing be advised that the
Town of Newcastle has no objection to draft approval of Plan 18T-77041,
as revised in red and attached to this Report as Attachment 1, and
subject to the conditions contained in Attachment 2 to Staff Report
No. PD-125-83;
3. A copy of Staff Report PD-125-83 be forwarded to the Ministry of
Municipal Affairs and Housing, the Region of Durham, and the
applicant.

Summary of Land Division Committee Applications for the
Month of July 1983 bereteiVed for information.
Durham Region Official Plan Amendment Application -
Energy Conservation Amendment
THAT 1. Report PD-127-83 be received;
THAT

2. The Region of Durham be advised that the Town of Newcastle has no
objection to Official Plan Amendment Application 83-9/D, a proposal
submitted by the Region of Durham addressing Energy Conservation;
3. A copy of Staff Report PD-127-83 and Council's decision be
forwarded to the Region of Durham.
4. Blueprint for Waste Management in Ontario
THAT
1. Report PD-128-83 be received;

2. Council endorse the comments on the "Blueprint for Waste Management
in Ontario" attached to Report PD-128-83;
3. These comments be forwarded to the Ministry of the Environment as the
Town of Newcastle's comments on the "Blueprint for Waste Management
in Ontario."

Receive for Information
THAT
Report PD-130-83, Monthly Building Report for August 1983,
be received for information.
Ministry of Natural Resources Ontario Base Maps
Program Mapping Assistance
THAT 1. Report PD-132-83 be received;

2. The Ministry of Natural Resources be advised that the Town wishes
to participate in the Ontario Basic Mapping Program and that an amount
of Seventy-Eight Thousand Dollars ($78,000) be allocated in the 1984
Budget for mapping purposes;
3. The project be funded from the O.H.A.P. Reserve.
7. Objection to By-law 83~69,Pt. Lot 34, COnc. 2,Darlington
THAT 1. Report PD-133-83 be received;
2. The following resolution be adopted by Council and forwarded to the
Ontario Municipal Board together with By-law 83-69:
"WHEREAS the Council of the Town of Newcastle has approved
By-law 83-69 to amend Restricted Area Zoning By-l aw 2111, as
amended, as a result of their consideration of an application for
such an amendment submitted by the property owner;
AND WHEREAS the effect of By-law No. 83-69 will be to change
the zone designation of the land subject to By-law 83-69 from
"R2 - Residential" to "Special Provision By-law 83-123" to more
accurately define the limits of the Special Purpose Commercial Zone
as it relates to the designation set out in the Courtice Urban Area
Official Plan (Amendment 12 to the Official Plan of the former
Darlington Township Planning Area);
AND WHEREAS By-law 83-69 has been approved in conformity with the
applicable policies of the Durham Official Plan;
BE IT NOW THEREFORE RESOLVED THAT the Town of Newcastle hereby
requests the Ontario Municipal Board to approve By-law 83-69,
notwithstanding the objections received, and further request that
the Ontario Municipal Board convene any required public hearings in
respect of By-law 83-69 at the earliest possible opportunity;
FURTHER hereby authorizes Town Staff and/or the Town's Solicitor
to represent the municipality at such hearing that may be convened."
8.
Zoning By-law Amendment - Edvan Realty, Part of Lot
10, Concession 1, Bowmanville
THAT
1. Report PD-134-83 be received;
2. Application for Rezoning DEV 83-15 in respect of Part of Lot 10,
Concession 1, former Town of Bowmanville, be approved and that the
attached by-law to amend Restricted Area By-law 1587, as amended,
be forwarded to Council for approval. (See By-law 83-125)

THAT Report PD-131-83 be received, and By-law 46-83, of the
Corporation of the Township of Scugog be received and filed.

Rezoning - K. Connell, Part Lot 8, Concession 1, Bowmanville
THAT 1. Report PD-136-83 be received;
2. Application for Rezoning DEV 83-17, be approved;
3. The attached by-law amending By-law 1587, as amended, be
forwarded to Council for approval. (See By-law 83-126)
11. Structural Inspection Bowmanville Arena
THAT 1. Report CS-14-83 be received;
2. Council authorize calling of quotes for reinforcement of the
trusses in the Bowmanville Arena;
3. Council authorize staff to approve payment from the General
Contingency Account #7007-298-X-9 to an upset limit of $3,500.
12. Receive for Information
THAT Report FD-12-83, Monthly Fire Report for August 1983, be received
for information.

Proclamation and Display for Fire Prevention Week
THAT 1. Report FD-13-83 be received;
2. October 9th to 15th 1983, be proclaimed Fire Prevention Week in the
Town of Newcastle;
3. The Fire Department be granted the use of half of the parking lot
to the east of the Police and Fire Building for displays and
demonstrations during this week.
14. Activity Report, August 1983
THAT Report TR-83-64 be received for information, and the expenditures for
the month of August 1983, be approved.

3. The By-law establishing these lands as a municipal highway, be
recommended to Council for passage;
4. The Clerk be authorized to have the by-law registered in the
Registry Officel
5. By-law Number 80-125 be repealed. (See By-law 83-127)
17. Touri sm Project
THAT It be recommended to Council that Judi Heron of the Tourism Project be
authorized to attend the Workshop at the Newcastle Village Hall on
October 1, 1983, hosted by the Ontario and Newcastle Historical Society,
dealing with Ontario Bicentennial in 1984, and a seminar at the Visual
Arts Centre and expenditure of up to $50.00 for both courses be approved,
and the funds be taken from "Reception and Tributes" Account.
18. GO A.L.R.T.
THAT The Delegation on behalf of the presentation of the proposed alignment for
the GO A.L.R.T. Extension, be acknowledged.
