Mayor Rickard and Members of Council:- The following recommendations to Council were made at a meeting of the General Purpose and Administration Committee on July 4, 1983: Closure & Conveyance, Lots 34 & 35, B.F.C., Clarke (Pt. 21, Plan 10R-1330l Lots 2 & 3, B.F.C., Darlington (Pt. 25, Plan 10R-1330l THAT Report WD-60-83 be received; The Clerk advise the appropriate authority (Parks Canadal of the request to close and convey portions of two unopened municipal road allowance with frontage onto Lake Ontario; 1. Upon receiving the approval of the ruling authority, a by-law be passed authorizing the closure and sale of the lands described as Parts 21 & 25, Plan 10R-1330; The value of each parcel of land be established separately and the parcels be appraised by the Durham Region's appraisers on the basis of the highest and best use; Ridge Pine Park Inc., developers of Wilmot Creek Mobile Home Park be advised of the actions taken in this matter which are in accordance with the Agreement dated November 2, 1980. . 2. Closure & Conveyance Clarke St. (Unopenedl West of Mill Street, Blocks 'I' and 'N' Hanning's Plan, Village of Newcastle THAT Report WD-61-83 be ,received; The unopened portion of Clarke Street, West of Mill Street, between Blocks 'I' and 'N' according to C. G. Hanning's Plan of the Village of Newcastle, be closed by by-law and conveyed to the abutting owners; The value of the lands involved be established in the amount of $2,500 per acre; Staff be authorized to complete the procedure for the closure and conveyance of this road allowance, in accordance with Town Policy. 3. Reconstruction Hwy. 35/115, Pt. Lot 27, Conc. 5, Clarke THAT Report WD-62-83 be received; Approval be given to the proposal of the Ministry of Transportation & Communications to purchase three areas of land required to accommodate the reconstruction of Highway 35/115, in Part Lot 27, Conc. 5, former Clarke, more specifically described as Part 9, Plan P-2390-70 and Parts 2 & 3, Plan P-2390-71; . 4. THAT The appraised value of the lands in the amount of $1,315 be accepted, and the Mayor and Clerk be authorized to execute the Property Purchase Agreement prior to August 9, 1983 as requested by the Ministry. Amendment No.2 to the Haydon Hamlet Plan - C. Skerratt Report PD-99-83 be received; Amendment No.2 to the Haydon Hamlet Development Plan be approved in accordance with Resolution #GPA-393-83. - 2 - REPORT #2 5. THAT the minutes of a meeting of the Committee of Adjustment, held on June 22, 1983, be received for information. O.P.A., F. Docimo, Pt. Lot 19, Conc. 2, Darlington, Lot 9, Plan 650 ~ 6. THAT Report PD-101-83 be received; The Region of Durham be advised that the Town of Newcastle has no objection to Official Plan Amendment Application 83-14/0, submitted by F. Docimo, to redesignate Lot 9, Registered Plan 650, former Township of Darlington, now Town of Newcastle, to permit the construction and operation of a retail store for farm produce; The Region of Durham be further advised that the Town of Newcastle recommends that Lot 9 Registered Plan 650, former Township of Darlington, now Town of Newcastle and Part Lot 18, Conc. 2, former Darlington, on the north-west and north-east corners of Maple Grove Road and Highway 2 respectively, be redesignated to indicate a Special Purpose Commercial Node, with the boundaries of the node to approximate the boundaries of the existing C2(Highway Commerciall zoning in By-law 2111, of the former Township of Darlington; A copy of Staff Report PD-I01-83 and Council's Resolution be forwarded to the Region of Durham and the applicant. Rezoning - Elva Reid, Pt. Lot 14, Conc. 6, Clarke 7. . THAT Report PD-I02-83 be received; The application for rezoning DEV 83-10 be approved; The attached By-law be forwarded to Council for approval; (See By-law 83-103) The applicant be advised that prior to the issuance of a building permit, the Durham Regional Health Unit requires the submission of 3 copies of the floor plan for the proposed snack bar, together with a schedule of finishing materials and equipment, for their approval. 8. THAT the minutes of the public meeting held in Burketon on July 3, 1983, be received, and Councillor Taylor and the Town Clerk prepare a report for Council's consideration with respect to the establishing of a community centre board to operate and manage the Park in Burketon. 9. Roll #1-9-160 - Elmer Pollard THAT Report TR-83-44 be received; The Minutes of Settlement be approved; The Clerk be authorized to sign the Minutes of Settlement on behalf of the Town of Newcastle. 10. Newcastle Lakers Baseball Team Beer Tent . THAT Report CD-41-83 be received; Report CD-41-83 be referred to the Council Meeting of July 11, 1983, for further consideration; - 3 - REPORT #2 10. (Cont' d 1 . THAT Staff meet with members of the Newcastle Lakers Baseball Team to clarify the conditions contained in the report; Staff report on the outcome of the meeting to Council. Newcastle Tourism and Development Project - Extend for Balance of 1983-84 11. THAT Report Admin 40-83 be received; The Town of Newcastle fund the Newcastle Tourism and Development Project for the balance of 1983, at an estimated cost of $3,350; The funds be allocated from the Town's Unallocated Contingency Account; The project be considered for continuation in 1984; The funding necessary for the year 1984 be considered during the preparation of the 1984 current budget. 12. Mrs. Judi Heron's attendance at the G.P.A. Committee Meeting be acknowledged, and she be thanked for her presentation. Ri dge Pi ne Park Report Admin 41-83 be received; The Agreement between Ridge Pine Park Inc., and the Town of Newcastle in respect of the construction of a sales office and model homes be amended as follows: . THAT i) That the fourth paragraph of the recital reading: "And \~hereas the Developer desires to set up a temporary sales office and 3 model mobile homes for the purposes of "pre-sell ing" the aforementioned deve 1 opment, (herei na fter ca 11 ed the "works" 1 ; be revised as follows: "And Whereas the Developer desires to set up a temporary sales offi ce and 4 model mobil e homes for the purposes of "pre-sell i ng" the aforementi oned development, (hereinafter called the "works"); ii) The Schedule "B" to the Agreement be replaced with the attached Schedule "B." Closure and Conveyance, Lots 26 & 27, Conc. 9, Clarke, Plan 10R-1097, Beaucage 13. THAT Report Admin 45-83 be received; . The Ministry of Transportation and Communications be advised that the Council of the Town of Newcastle endorses the construction of a recreational underpass at Enterprise Hill on Highway 35/115; The Town of Newcastle will guarantee access to the proposed underpass on the west side of the highway. - 4 - REPORT #2 13. THAT Staff proceed to take all of the steps necessary to stop-up, close and convey the unopened road allowance between Lots 26 & 27, Conc. 9, Clarke, in accordance with the Town's established policy forthwith. 14. Town-Owned Industrial Land, Cemetery Road, Bowmanville THAT Report Admin 38-83 be received; Council further investigate the feasibility of servicing the Town-owned Industrial Land on Cemetery Road (Bowmanvillel by: al Requesting information from the Eastern Ontario Development Corporation as to the eligibility of the servicing of the Cemetery Road Lands for E.O.D.C. financial assistance; bl Town Staff undertake preliminary estimates of the cost of developing the Cemetery Road Lands by plan of subdivision, including the cost of road construction/ reconstruction, storm sewers and utilities; . 15. Contacting all property owners potentially benefitting from the installation of services with a view to potential cost-sharing or participation in the project through Section 218 of The Municipal Act; Staff be authorized to proceed with the above. A Statement of Intent in Respect of Hiring and Staffing (Policyl THAT Report Admin 43-83 be received; The Statement of Intent in Respect of Hiring and Staffing be endorsed by Council. Deputy Fire Chief 16. THAT Report Admin 42-83 be received; Recommendation 6. be deleted in its entirety; Recommendation 7. be amended as follows: That the words "April 2, 1984" be deleted; That the words "December 31, 1983" be substituted therefor. That the word "Acting" be deleted wherever it appears in the recommendations. The Chief Administrative Officer and the Fire Chief draw up the terms of reference for the position of Deputy Fire Chief for consideration by the General Purpose and Administration Committee. 16. Newcastle Hydro Electric Commission THAT Report Admin 44-83 be referred back to staff, and staff obtain written clarification from the Newcastle Hydro Electric Commission with respect to their intended use of the lands. .
