Mayor Rickard and Members of Council:-
Tne following recommendations to Council were made at a meeting of the General
Purpose and Administration Committee on June 20 1983:

Bowmanville Business Centre "Sunrise Sale"
Conditional upon the Bowmanville Business Centre acqulrlng the
necessary Road Occupancy Permits, in compl i ance with Town Pol i cy
and By-law 83-32, approval be given to the proposal to hold a
"Sunrise Sale" on Saturday, July 23 1983 from 6:00 a.m. until
2:00 p.m.;
King Street from the west side of Division Street to the east
side of Scugog Street and Temperance Street from just south of
the Post Office to just north of St. John's Anglican Church, be
closed for the duration of the sale;
Westbound Highway #2 traffic be detoured via Division, Church
and Scugog Streets and eastbound Highway #2 traffic be detoured
via Scugog, Queen and Division Streets;
Advertisements advising of the road closures and detours be placed
in the local newspapers;
The Works Department provide assistance in the form of barriers,
signs and a supervisor for erection of same;
The Bowmanville Business Centre be advised that erection and
removal of the signs and barriers will be their responsibility and
they be requested to contact the Works Department to co-ordinate
the necessary arrangements;
A copy of this report be forwarded to the Bowmanville Business Centre.
Advertising Banners
Report WD-58-83 be received;
The Town erect wooden posts on King Street at both ends of
Bowmanville to facilitate the placement of advertising signs
by service clubs;
Mr. A. Tielmans be requested to contact the Works Department with
respect to the location and physical layout of such posts and
arrangements for placement of signs thereon;
A copy of this report be forwarded to Mr. Tielmans with the
request that he contact the various service clubs who have
shown an interest in this matter to determine their needs with
respect to the sign posts.

Village of Newcastle Connecttng Link Reconstruction
The recommendation in Report WD-59-83 was approved by the Council meeting
Qf June 20 1983.

One Foot Reserve - Geisberger
Report PD-92-83 be received;
The Town of Newcastle and Mr. Arnold Geisberger enter into a
licencing agreement with respect to Part of Lot 29, Concession 8
former Township of Darlington, thereby permitting Mr. Geisberger
access over the Town's one-foot reserve for farming purposes only;
Furthermore, that any entrance to be approved by the Town of
Newcastle Works Department shall be pursuant to the requirements
of Town Entrance Permit policies;
Any costs resulting from the preparation of the necessary
documents and registration thereof, where applicable, shall
be borne by the applicant.
Ganaraska Watershed Plan
Report PD-93-83 be received;
The Ganaraska Region Conservation Authority be advised that the
Town of Newcastle recommends that the first draft of the Ganaraska
Conservation Authority Watershed Plan, dated June 6th, 1983 and,
as amended by the Conservation Authority on June 16, 1983, be
submitted to the Ministry of Natural Resources as an Interim
Watershed Pl an;
The Ganaraska Region Conservation Authority be further advised that
the Town of Newcastle will provide more detailed comments on the
draft Watershed Plan at such time as the Town has had an opportunity
to thoroughly review the Plan;
A copy of Staff Report PD-93-83 and Council IS resolution be
forwarded to the Ganaraska Region Conservation Authority and
the Ministry of Natural Resources.

Land Division Application LD/83 - Edlth Lllley
Report PD-95-83 be received;
Land Division application LD 135/83 and Committee of Adjustment
application A 7/83 not be appealed;
The Region of Durham be requested to undertake an amendment to the
Regional Official Plan to accommodate urban severance applications
and to permit development of existing lots of record, conditional
upon Health Unit approvals, subject to satisfying the requirements of the
Regional Municipal ity of Durham.

Regional Reclaimers Rezoning Application
Report PD-96-83 be received for information and copies be
forwarded to the delegations at the May 30th, 1983 meeting.
Amendments to Zoning By-laws
That the by-l aw attached to Report PD-97 -83, rectifying the
sideyard requirements within By-laws 80-127. 80-137 and 81-170
be approved by Council. (See by-l aw 83-96 1

Approval of Expenditures
Report TR-83-41 be received and the expenditures for the month
of May 1983 be approved.
Expansion of Computer System
II Report TR-83-29 be received;
2l Council approve that the software for the Variance Analysis
Program at a cost of $1,000.00 be implemented as an expansion
of the Town's present computer capabilities;
3l Council approve that the software for the Clerk's On-Line
Information System at a cost of $1,000.00 be implemented
as an expansion of the Town's present computer capabilities;
4l The necessary by-laws to execute the amendments to the
current agreement between the Town of Newcastle and Realtime
Datapro Ltd. be prepared by the Clerk's Department and
forwarded to Council. (See by-law 83-97l
Recommendations 4, 5 and 6 be deferred to the 198~ Budget.
Photocopy Equipment
Report TR-83-43 be received;
Council accept the written proposal from Office Equipment Inc.
Markham, Ontario to purchase via lease agreement (fixed term/
fixed ratel one only Canon NP 400 Copier at a monthly cost of
$366.16 for a period of 60 months;

3l Council further adopt the attached by-law authorizi'ng the
execution of a lease with Customized Equipment Leasi'ng Ltd.
Mi'ssi'ssauga, in respect of the photocopy equipment. ( See by-law 83-98l
15. The Animal Control Report for May 1983 be received for information.
16. A. M. O. Conference
II Report CD-39-83 be received;
2) The Town appoint four voting delegates in addition to the Mayor.
3l The delegates be one (1) staff and three (3) elected officials.
4) All members of Council be supported to attend the Convention
and members of Council draw lots for voting delegates.
5l Staff determine who their voting delegates to the Convention
wi 11 be;
6l The Clerk advise A.M.O. of the names of the Town's delegates.

Report CD-40-83, 'Costs Associated with the Re-Enactment of the 1858
Council meeting on May 24 1983" be received for information.
18. The delegations regarding the Official Plan Amendment for part lot 25,
Concession 5 Clarke (Klosel are acknowledged and Committee reports to
Council that the delegations have been heard.

Ganaraska Watershed Plan
The presentation of the Ganaraska Watershed Plan and the delegation
of Mr. Forrester be acknowledged:
The comments of the Ganaraska Conservation Authority regarding
Land Acquisition Program and Status of Tree Planting in the
Ganaraska Forest, be received for information and referred to
Staff.

20. Auction - Orono Town Hall Board
Permission:be granted to hold an auction in the parking lot behind
the Orono Town Hall on Sunday, July 10 1983 at 2:00 p.m.; store
sale items in the Orono Armouries until the day of the auction; and
place in the auction, four old wooden doors and one antique wooden
wheelchair, currently stored in the Town Hall.

Newc~stle Hydro Electric Commission
The request of the Newcastle Hydro Electric Commission to reduce the
number of street lighting units scheduled for installation in Orono
and Bowmanville for this year only, and transfer the monies realized
from thi's move, to the Newcastle King Street Rebuild', Program, be
approved.
22.
Bowmanville Jaycees Inc. - Liquor Licence
The Clerk be authorized to issue a letter to the Bowmanville Jaycees
Inc. advising that the Town of Newcastle has no objection to the
Liquor Licensing Board of Ontario issuing a Liquor Licence to the Bowmanville
Jaycess Inc. to sell beer in Thistle Park, R.R.#5, Bowmanville, on Saturday,
June 25th, 1983 and the letter be issued forthwith.
23.
Unconditional Grants
The Town of Newcastle strongly request the Minister of Municipal Affairs
and Housing to declare a moratorium on the implementation of any new
method of calculating unconditional grants until 1985, in light of the
prediqjtions of a negative impact on the Town, and the significant negative
impact on the Town of Newcastle, which would result from the adopted proposal
of the Board of Directors of the Association of Municipalities of Ontario;
AND THAT the Association of Municipalities of Ontario be requested to
endorse a moratorium;

AND FURTHER THAT the Minister be advised that this moratorium would also
provide the Province with the opportunity to review the impact of its
proposal on the Region of Durham and its area municipalities.
24. Regional Reclaimers
The comments regarding Regional Reclaimers, in particular, those relative
to recycling be forwarded to the Regional Works Committee for information
in conjunction with their Study of Alternatives to Landfill.
25. Windsor Valley Place Subdivision
THAT the recommendations contained in the Director of Works Report WD-56-83
respecting the Completion of Construction of Municipal Services in the Windsor
Valley Place Subdivision (D.R.Agencies (Oshawa)l Limited part of lot 32
Concession 2, former Township of Darlington, be approved;
AND THAT the necessary steps be taken by the Director of Public Works to
have completed the works forming part of the Subdivision Agreement between
the Town of Newcastle and D.R.Agencies (Oshawal Limited, dated January 22nd,
1981, and a subsequent supplementary agreement dated December 2nd, 1981;

AND THAT D. G. Biddle & Associates Ltd., the consultant formerly
performing the engineering for D. R. Agencies, be engaged to
complete the engineering and supervision for the works yet to be
completed under the agreement, and that they be paid a start-up
fee of $5,000.00 to pay for pre-engineering and contract drawings
which they originally prepared for the development;
AND FURTHER THAT Clarkay Contracting Limited, the contractor previously
constructing the works on behalf of D.R.Agencies, be employed to complete
th.e required works on the basis of unit costs previously agreed upon with
the exception of asphalt prices which will be re-established from
approximately $30.00 per ton to $36.00 per ton based upon current prices
for asphalt.
26.
Sale of Lot - Caroline Street, Village of Newcastle
Council authorize the execution of an agreement with Edvan Realty
LtmHe.d for the sale of the lot on Caroline Street in Newcastle Village
on a Multiple Listing Service (M.L.S.l basis. (By-law 83-99l

Bondhead Development Plan and By-law Amendment
1. Report PD-94-83 be received;
2. The attached Bond Head Development Plan and By-law Amendment
to the Newcastle Village Zoning By-law be approved and a copy
of the Bond Head Development Plan forwarded to the Council of
the Regional Municipality of Durham for their consideration; By-law 83-95
3. A copy of this Report, and the attachments thereto be forwarded
to the Region of Durham for their information.
