REPORT # 1
REPORT TO THE COUNCIL MEETING OF MAY 24 1983
Mayor Rickard and Members of Council :-
The following recommendations to Council were made at a meeting of the
General Purpose and Administration Committee on May 16 1983:
1. 125th Birthday Party for Bowmanville
THAT Option 2 in the Clerk's Memorandum re Cost estimates with respect
to the re-enactment of the 1858 Council Meeting be approved with the
following amendments: there be no limit on the number of persons and
the budget allocation be raised to $2,000.00 and the event be held in
Court Room #1 (Council Chambers).
2. Ridge Pine Park - Mobile Park Temporary Sales Office
THAT Report Admin 30-83 be endorsed:
The attached agreement in respect of the establishment of a temporary
sales Office and model homes by Ridge Pine Park Inc. be approved.
The attached by-law, permitting execution of the above-mentioned
agreement be approved. (See by-law 83-75)
3. Reconstruction of Townline Road
THAT the Region of Durham and City of Oshawa be advised that the Town of
Newcastle supports Oshawa's request for early reconstruction of Townline
Road North, from the Kingsway Village Shopping Mall to Adelaide Avenue
East, including sidewalks on the west side:
The Region and City be further advised that the Town of Newcastle cannot
commit itself to any expenditure for sidewalk construction on the west
side of Townline Road;
A copy of this report be forwarded to the Region of Durham and the
City of Oshawa.
4. Parking Highway 35/115, Vicinity of Wilmot Creek
THAT Report WD-50-83 be received and the Ministry of Transportation and
Communications be advised that the Town of Newcastle concurs with their
proposal to prohibit parking on Highway 35/115 from Highway 2, northerly
for eight hundred (800) metres, in the vicinity of Wilmot Creek.

5. THAT the Minutes of a Meeting of the COMMITTEE OF ADJUSTMENT of
April 27 1983 be received for information.
6. Subdivision Agrement - Paul Gearing
THAT Report PD-76-83 be received:
The attached Subdivision AgreEfilent between Gearing Farms Limited
and the Town of Newcastle be approved for execution:
The attached by-law authorizing execution of an agreement between
the Corporation of the Town of Newcastle and Gearing Farms Limited
be approved. (See by-law 83-76)
7. Provincial Floodplain Criteria
THAT Report PD-77-83 be received:
The Central Lake Ontario Conservation Authority be advised that,
in the opinion of the Town of Newcastle, there are no areas within
the Town of Newcastle that would qualify as Special Policy Areas
under Policy Number 3 of the Provincial Government's Floodplain
Criteri a:
A copy of Staff Report PD-77-83 and Council's resolution be
forwarded to the Central Lake Ontario Conservation Authority.
8.
Zoning By-law Amendment - P. Gearing
Report PD-75-83 be received and the attached by-law to amend
Restricted Area By-law 2111, of the former Township of Darlington
in respect of Part Lot 32 and 33, Concession 3, Township of
Darlington, be approved and forwarded to Council for approval.
(See by-law 83-77).

10. Town of Newcastle Culture and Recreation Master Plan
lHAT Councillor Taylor's Report be received:

The Mayor, on behalf of this Council of the Town of
Newcastle compose and distribute a letter of appreciation
to the residents of the Town and representatives of outside
organizations who acted as volunteer advisors on the Master
Plan Committee and made valuable contributions to the work
of the Master Plan Committee in developing the terms of
reference and overseeing the process of completing the
Culture and Recreation Master Plan for the Town of
Newcastle:
Each committee member be presented with a Town pin, an
apple blossom and a Town crest, as mementoes of their
work:
A list of all of the Master Plan Committee members be
included in the final printing of the Plan.
11.
Review of the Master Plan for Culture and Recreation
THAT Councillor Taylor's report be received:

Further public involvement in the process of developing a
Culture and Recreation Master Plan is appropriate and the
following action be initiated:
(a) The Master Plan be tabled to the Council meeting of
June 27 1983:
(b) The Community Services Department publish a public
notice of the time and location of Council's
consideration of the Master Plan:
(c) Copies of the Master Plan report be made available
for public review at all municipal offices and libraries
with such locations and the availability times specified
in the advertisement notice mentioned in (b) above:
(d) The public be invited to attend at the Council meeting
of June 27th, 1983 to express any comments they may have:
(e) A synopsis be prepared by Mr. Blazak to be published in
the local press.

12.
Newcastle Arena Management Board Budget 1983
THAT Report TR-83-32 be received and the 1983 Budget of the Newcastle Arena
Management Board be received for information.
13. Activity Report April 1983
THAT in accordance with provisions of Chapter 302, Section 81(1) of the
Municipal Act, R.S.O. 1980, the Treasurer reports to Committee that
the cash position of the Town of Newcastle for the month ended
April 30 1983, is as shown on the attached schedule:
The expenditures for the month of April 1983 be approved.
14.
Tender T83-4 Tractor (Agricultural)
THAT Report TR-83-36 be received:
Trewin Farm Equipment Blackstock, Ontario with a total bid of $11 ,502.50
being the lowest responsible bidder meeting all terms, conditions and
specifications of Tender T83-4 be awarded the contract to supply and
deliver one only 1983 Allis-Chalmers Model 5045 (Fiat Diesel) Tractor
to the Town of Newcastle as required by the Department of Community
Services:
The funds be expended from the 1983 approved Community Services Capital
Budget as provided.
15. Tender 83-3 Self Propelled Ice Resurfacing Machine
THAT Report TR-83-37 be received:
Resurfice Corp. St. Jacobs Ontario, with a total bid of $27,700.00
meeting all terms conditions and specifications of Tender T83-3 be
awarded the contract to supply and deliver one 1983 Olympia ST-75
Ice Resurfacing Machine to the Town of Newcastle as required
by the Depanment of Community Services:
The funds be expended from the 1983 approved Community Services Capital
Budget as provided.

16.
Lease of Word Processing Equipment for Treasury Department
THAT Report TR-83-38 be received:
The lease agreement for the AES Word Processing Equipment be approved.
The Clerk prepare the by-law required to authorize execution of
the lease equipment. (See By-law 83-78).
17. Receive for Informati on
(a) Parking Report for April 1983
(b) Animal Control Report for April 1983
18. Retirement Party
THAT Councillor Barr and Councillor Hobbs, with necessary staff, including
the Clerk's Department and the Deputy Fire Chief, make plans for a
retirement party for Fire Chief J. Hayman.
