~ REPORT TO COUNCIL MEETING OF MAY 9 1983
Mayor Rickard and Members of Council :-
The following recommendations to Council were made at a meeting of the
General Purpose and Administration Committee on Monday, May 2 1983:
1.
Public Works Week
THAT WHEREAS the health, safety and comfort of the community is
greatly dependent on the facilities and services provided by the
Public Works Department; and
WHEREAS the support from the community is vital in the continuing
efficient operation of the Publ ic Works' Services such as street
maintenance, refuse collection, water and sewer systems, road
construction and snow removal; and
WHEREAS the quality and effectiveness of these facilities and
services are dependent on the continued efforts and skills of
Public Works Department Staff;

NOW THEREFORE the Council of the Corporation of the Town of
Newcastle does hereby proclaim May 22nd to t~ay 28 1983, "PUBLIC
WORKS WEEK" in the Town of Newcastle to recognize the efforts of
the Public Works Department in providing for health, safety and
comfort in the community.
This proclamation be published in the local press.
The press be invited to utilize the press release attached to
this report in their publication.
2. THAT the MONTHLY BUILDING REPORT FOR MARCH 1983 be received for information.
3. Revised Plan of Subdivision Lot 8, Conc. 7 Darlington
Abbott/Marchant
THAT the Ministry of Municipal Affairs and Housing be advised that the
Town of Newcastle has no objections to the elimination of the road
allowance between Lots 1 and 2, known as Heritage Drive, from the draft
approval as issued on April 20th, 1983.

4.
Application for Zoning By-law Amendment (Turansky)
THAT application for rezoning DEV 83-2 in respect of Part of Lot 5,
Concession 7, former Township of Clarke, be approved, and that the
attached by-law to amend Restricted Area Zoning By-law 1592, as
amended, be forwarded to Council for approval upon payment of the
Town's lot development charges.
5.
Application to Amend Haydon Hamlet Plan (Skerratt)
THAT the proposed amendment to the Haydon Hamlet Development Plan
be forwarded to Council for approval at such time as the Council
of the Regional Municipality of Durham has considered the amendment
to the Haydon Hamlet Development Plan;
A copy of this report, and the attachments thereto, be forwarded
to the Region of Durham for their information and consideration.
Mr. and Mrs. Skerratt be required to immediately erect an information
sign on the subject property with the wording to be approved by Planning
Department Staff.
6.
Land Division Committee Applications - March 1983
THAT the SUMMARY OF LAND DIVISION COMMITTEE APPLICATIONS FOR THE MONTH
OF MARCH 1983 be received for information.
7.
Courtice Heights Development
THAT the Ontario Municipal Board be advised that the Corporation of the
Town of Newcastle has no objection to an extension to the draft plan
approval of Plans 18T-76048 and 18T-76027 to June 12th, 1984.
8. THAT the MONTHLY FIRE REPORT FOR MARCH 1983 be received for information.
9. Newcastle Arena Management Board
THAT the Newcastle Arena Management Board be sent a copy of Report TR-83-28
and advised of the decision of the Council on this matter.
10.
Work Schedule - Solina Park
THAT the Initial Work Schedule for the Solina Park Project be approved.

11.
Capita 1 Grants for Hampton and Haydon Hall Boards
THAT WHEREAS the Council of the Corporation of the Town of Newcastle has
approved certain capital improvements to the Haydon Hall Board and Hampton
Hall Board properties in the 1983 Capital Budget;
AND WHEREAS these capital expenditures would normally be eligible for
provincial government grants under the Wintario and/or Community
Recreation Centres Act;
AND WHEREAS the Haydon Hall Board and the Hampton Hall Board wish to
proceed with the approved capital works immediately in order to have
the works completed on or before July 1st, 1983, to accommodate their
various upcoming functions;
AND WHEREAS the Minister of Tourism and Recreation has not yet announced
the program criteria for the 1983-84 fiscal year for Wintario and/or Community
Recreation Centres Act grants;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the
Town of Newcastle advise the Minister of Tourism and Recreation that the
Corporatron wishes the Hampton Hall Board capital project (estimated cost
$30,000.00) and the Haydon Hall Board capital project (estimated cost
$7,SOO.00) to be considered to be eligible for applications under Wintario
and/or the Community Recreation Centres Act programs when the 1983-84
program criteria are announced;
BE IT FURTHER RESOLVED THAT capital works under these two projects may
proceed prior to the submission of the applications if the program criteria
for the 1983-84 fiscal year for Wintario and/or Community Recreation
Centres Act Programs have not been announced prior to the awarding of contracts.
* The Treasurer append a report to this item for Council.
Use of Mobile Home During residential construction
THAT the application be approved and the applicants, Mr. & Mrs. Larry Cooper,
Mr. & Mrs. Keith Ibbitson and Mr. & Mrs. Bernard Melanson obtain all of the
necessary permits and zoning clearances from the Planning Department;
The Mayor and Clerk be authorized to execute the standard agreement with
the applicants authorizing the use of a mobile home as a temporary residence
on site, for a period not exceeding six months.
Orono Fire Hall Project
THAT the Town's consulting engineers, Totten Sims Hubicki be requested to
undertake the design, tendering and construction supervision of the new fire
hall in Orono;
A Committee of Councillors Barr and Hamre as Council representatives, together
with technical members of staff, be authorized to meet with Totten Sims Hubicki
to assist in project design and implementation.

14. THAT the Balance Sheet of HANDI-TRANSIT, INC. as of February 28 1983 and
the STATEMENT OF REVENUE AND EXPENSES covering the months of January and
February for the three entities operated by the Company be received for
information.
lS. TKAT the correspondence from CONSUMERS GAS be received for information.
16. Building Permit Fee
THAT the fee ($32,SOO) from Building Permit #42, be transferred to
the "Administrative Improvement Development Fund".
17.
THAT Council convey a vote of thanks to Councillor Hobbs for arranging the
tree planting ceremony on Friday, April 29 1983 at the Bowmanville Museum.
18.
THAT the Mayor's verbal report on Promotion Day and the cost of the brochures
for the calendar of events for "Old Home Week" be received for information.
19.
Lots in Solina
THAT the "Offers of Purchase" in respect of Part 3 on Pl an 1 OR-1S22 ,
received April 28th 1983 and April 29th 1983 be acknowledged and
(a) The offer from Mr. and Mrs. J. Dieleman of R. R. #S, Bowmanville,
Ontario be accepted, provided that a completed offer is made to the
Town within the next five (S) working days: and
(b) Failing (a) above the offer from Mr. and Mrs. E. MacKay, R.R.#2
Blackstock, Ontario be accepted, provided that a completed offer is
made to the Town within five (S) working days.
