REPORT # 2 Mayor Rickard and Members of Council The following recommendations to Council were made at a meeting of the General Purpose and Administration Committee meeting on March 21 1983: 1. 1983 Road Maintenance Program Staff be authorized to advertise tenders for the supply, delivery and placing of road oil, prime, surface treatment and asphalt patching materials and the expenditure be in accordance with 1983 budget approvals. 2. Ontario Good Roads Association Road Schools The Director of Public Works be authorized to enrol two senior public works staff members in the 1983 Ontario Good Roads Association Road Schools and all tuition fees and reasonable out-of-pocket expenses incurred, be charged to the Current Public Works Budget, Account Number 7202-0231-x-6 - Seminars and Workshops. 3. Request for Street Light - Mill St. S. Village of Newcastle A street light not be installed on Mill Street at the Graham Creek Bridge in the former Village of Newcastle and a copy of this report be forwarded to Mr. & Mrs. D. Walton as the Town's position with respect to the placement of a street light on Mill Street at Graham Creek in the Village of Newcastle: and further that Mr. & Mrs.Walton be advised that the Town recognizes the concerns of area residents and discussions are going on with regard to this matter. 4. Proposed Improvements - Reg. Rd. 17,,& North Street Village of Newcastle 1. The Region of Durham be advised that the Town of Newcastle does not wish to have a cul-de-sac constructed on North Street at Regional Road 17. 2. The Region of Durham be further advised that the Town of Newcastle prefers to have the oneway southbound connection from Regional Road 17 to North Street closed as part of any intersection improvement. 3. The Region of Durham be requested to consider flattening the curavature of the east edge of pavement on Regional Road 17, north of Monroe Street to improve visibility. 4. REPORT #2 Public Works Joint Health an~afetl~ommittee The Public Works Joint Health and Safety Committee, formed in accordance with the Occupational Health and Safety Act, be recognized and all costs incurred by the Safety Committee be in accordance with approved Public Works Budget. Road Needs Study Update 1983 The Town's Road Needs Study be updated in 1983 in accordance with the guidelines set out by the Ministry of Transportation and Communications and the Town utilize the services of the consulting firm of Totten Sims Hubicki Associates, Limited, for the 1983 Road Needs Study Update, at an estimated cost not to exceed $3,000.00. Rezoning Z-A-3-9-3 - Trafford Application for rezoning Z-A-3-9-3 be approved and the attached by-law, amending By-law 1592, as amended, be approved by Council. (See by-law 83-52) Receive for Information Report PD-51-83 - Building Rehabilitation and Improvement Program (BRIC). Report PD-52-83 - Monthly Building Report for February 1983 Report CD-19-83 - Parking Report for February 1983 Report CD-20-83 - Animal Control Report for February 1983 Correspondence from Tyrone Community Centre Board re Insuring of Members. Rezoning StrathaVffiNursing Home Report PD-55-83 be received. Application for rezoning; File DEV 82-38, in respect of Strathaven Nursing Home, be approved. The attached by-law to amend By-law 1587, as amended, be approved by Council with the following amendment: Add to Section 1.3 "Zone Provisions" the following new subsection "(ix) for the purposes of this SPECIAL CONDITION, a "LOT" shall be defined as all of those lands identified as "SPECIAL CONDITION 29" on the attached Schedule "A" hereto. (See by-law 83-53) REPORT # 2 . 10. 1982 Annual Fire Department Report The 1982 Annual Fire Department Report be received for information and the Fire Chief be congratulated. 11. Activity Report for February 1983 The Treasurer's report to the Committee that the cash position of the Town of Newcastle for the month ended February 28 1983 is as shown on the attached schedule to Report TR-83-15 be received and the expenditures for the month of February 1983 be approved. 12. Self Insured Losses Report TR-83-16 be received and $1,417 be taken from the Self-Insured Losses Reserve in favour of the Darlington Sports Centre to cover damage and loss of supplies. 13. The LIST OF APPLICATIONS FOR CANCELLATION, REDUCTION OR REFUND OF 1982 TAXES in the amount of $7,313.49 be approved. 14. . (a) (b) Promotion Day The Theme for Promotion Day be "Industry in Newcastle" The amended format be approved. (c) The list of panelists, as amended by deleting the B.I.A.'s and adding 'Transportation'. be approved. (d) The goal for the day be to improve the qual ity of 1 ife for the residents of the Town of Newcastle through strengthening and expanding our Industrial base and increasing employment opportunities for our citizens. 15. The correspondence from the C.A.O. of the Region of Durham be received and referred to the C.A.O. and the Tourist Office to correct any errors and omissions in the C.O.T.A. Travel Guide. 16. Municipal Lot Caroline Street Newcastle Village The Newcastle Village Arena Improvement Committee be thanked for their interest in the Caroline Street Lot and be advised that the Town has requested the Region of Durham to proceed with the servicing of the property for future sale as a residential building lot. .
