Mayor Ri'ckard and Members of Counci'l:- The followi'ng recommendations to Council were made at a meeting of the General Purpose and Administration Committee on February 21 1983: 1. Policy in Respect of Occupancy of Municipal Roads 1. Report WD-12-83 be received. 2. A by-law be passed establishing Town Policy in respect of the occupancy of Muni'cipal Roads, and the party, organization or agency requiring such occupancy be required to complete, and have approved, a permit for same; and See By-law 83-32 3. I Road Occupancy' be defined in the Policy and be categorized as foll ows: (a) For the moving of wide, heavy or otherwise unconventional loads on municipal roads and right-of way. (b) For the excavation, building construction, servlclng or modificati'on of any installation, whether Town-owned or of a utility nature, on municipal roads and rights-of-way; and (c) For special events of a nature which will impede or otherwise restrict the normal occupation of municipal roads or rights- of-way by the public at large; and (d) For any instance or period of time when it is determined by the Director of Public Works that occupancy by others(s) of a municipal road or right-of-way may have adverse consequences for the Town if appropriate confirmation and acceptance of liaibility is not formalized prior to such occupation. . 2. Darlington Landfill Site 1. Report WD-13-83 be received. 2. The Regional Works Department be advised that hours of operation at the Darlington Landfill Site to satisfactority meet the needs of the Town of Newcastle Solid Waste Collection activity would be 9:00 a.m. to 3:00 p.m., Monday to Friday; (hours of operation on Saturday to remain as at present). 3. A copy of thi's report be forwarded to the Region of Durham Works Department. 3. Receive for Information (a) Report PD-29-83, Monthly Building Report (b) Report PD-30-83, Annual Building Report for 1982 (c) Report PD-3l-83, By-law 157-82, City of Oshawa (d) Report PD-32-83, By-law 16-83, City of Oshawa (e) Report PD-33-83, By-law 155-82, City of Oshawa . . . . - 2 - Report #1 4. Subdivision - part lot 19, Conc. 10 Darlington - Burketon Hills 1. Report PD-35-83 be received. 2. The attached Schedule "0" - Development Charges, as revised, be approved and substituted within the text of the Subdivision Agreement. ~ 5. Bowmanville Valley Conservation Area and Bowmanville Harbour Conservation Area Master Plans 1. Report PD-37-83 be received 2. The Central Lake Ontario Conservation Authority be advised that the Town of Newcastle supports the Master Plan for the Bowmanville Valley Conservation Area and the Bowmanville Harbour Conservation Area, subject to the following concerns being given consideration: (a) the land Acquisition Program for and the development of the Bowmanville Valley Conservation Area and the Bowmanville Harbour Conservation Area be considered as the TQltln's priorities for conservation areas within Newcastle; and (b) The Bowmanville Valley Conservation Area Master Plan be modified to incorporate at least the flood-prone lands along Bowmanville Creek between Baseline Road and Highway 401 in the conservation area; and 3. A copy of Report PD-37-83 be forwarded to the Central Lake Ontario Conservation Authority. 4. The Central Lake Ontario Conservation Authority be requested to solicit public response. 6. The MONTHLY FIRE REPORT FOR JANUARY 1983, Report FD-2-83, be received for information. I 7. Activity Report for January 1983 1. Report TR-83-7 be endorsed and, in accordance with provlslons of Chapter 302, Section 81(1) of The Municipal Act, R.S.O. 1980, as restated in part, below: "The Treasurer shall receive and safely keep all money of the Corporation and shall payout same to such persons and in such manner as the laws of Ontario and the by-laws or resolutions of the Council direct:, The Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended January 31 1983 is as shown on the attached schedule: 2. The expenditure for the monfuof January, 1983 be approved. . . . - 3 - Report #1 8. Newcastle Fitness Centre Report TR-83-9 Newcastle Fitness Centre "Splash Fundraising Project" - Recent Contribution, be received for information and Council appreciates the efforts of the Fund Raising Committee to meet its commitments. 9. The ANfMAL CONTROL MONTHLY REPORT for January 1983, CD-16-83, be received for information. 10. Taxi Fare Increase 1. Report CD-13-83 be received. 2. A fare increase as detailed in Report CD-13-83 be approved; 3. By-law No. 74-72 be amended to provide for the fare increase. (See by-law 83-33) 4. Mrs. Christine Knowler, Deluxe Taxi, Bowmanville and Mr. Tom VanDerEnde, be so advised. 11. Servicing Project - Scugog Street and Baseline Road "The Town of Newcastle hereby requests the Region of Durham to proceed with the Scugog Street and Basel i ne Road Servi cing Project in 1983." 12. Servicing Boulton Street - Village of Newcastle " WHEREAS property owners on Boulton Street, in the Village of Newcastle are experiencing difficulties with their wells; NOW THEREFORE the Town of Newcastle hereby requests that the extension of water services on Boulton Street, in the Village of Newcastle, be approved, conditional upon the majority of property owners affected agreeing to pay their share of the cost".
