Delegation re Regional Waste Disposal THAT the delegation from the Region of Durham re Regional Waste Disposal be acknowledged, a letter be sent to Regional Council thanking them for the presentation, and the question of reducing hours at Darlington Landfill Site be referred to the Director of Public Works and the Treasurer to confer with the Regional Works Department on the impact to the Municipality of a reduction in hours at the Site. 2. THAT 1. 2. . . 3. Courtice Heights South Development Agreement Report Admin 8-83 be received. (PD-16-83) That the attached by-law authorizing execution of a Subdivision Agreement between the Corporation of the Town of Newcastle and Claret Investments Limited, Rexgate Holdings Limited, Flecherdon Investments Limited, Reinhold Litz Jr., John Kastel and Mary Kastel be approved; and (By-law 83-11) That upon Council approval of Staff Report Admin 7-83, in respect of Development Charges within the Corporation of the Town of Newcastle, (Approved at S~ecial Meeting of Council, January 17,1983) the attached Subdivision Agreement between the Corporation of the Town of Newcastle, Claret Investments Limited and Rexgate Holdings Limited, Flecherdon Investments Limited, Reinhold Litz Jr., John Kastel and Mary Kastel be approved; and That Staff be authorized to proceed with the tendering of Phase I of the storm water drainage facilities as desinged by Totten Sims Hubicki which will permit the development of the First Phase of draft plan l8T-76027. That the attached by-law authorizing execution of an Agreement with Her Majesty the Queen, in right of the Province of Ontario, as represented by the Minister of Municipal Affairs and Housing be approved; and (See by-law 83-12) That the following resolution be forwarded to Mr. C. Bennett, Minister of Municipal Affairs and Housing: "WHEREAS the Corporation of the Town of Newcastle has proceeded with the calling of tenders for the installation of storm water facilities in the Courtice Urban Area in accordance with an Agreement with the Ministry of Municipal Affairs and Housing for the provision of storm sewers under the Courtice Housing Action Program Loan; 4. 5. 6. NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the Town of Newcastle hereby requests that in accordance with the commitment of November 25, 1981, that the Minister execute a revised Ontario Housing Action Program Loanwith the Town of Newcastle and forward the loan amount of $350,000 to the Town as soon as possible". REPORT # 1 - 2 - . J 3. THAT Report WD-5-83, SNOW REMOVAL ALONG KING'S HIGHWAY # 2, through NEWTONVILLE, be received for information. 4. THAT Report WD-6-83 BY-LAW RELATED TO THE REMOVAL OF SNOW ON SIDEWALKS IN URBAN AREAS, be received for information and a copy be forwarded to Mrs. Olive Sexsmith to clarify the Town's Policy for snow removal on sidewalks. 5. 1983 Rental Rates - Public Works THAT Report WD-7-83 be received and the 1983 schedule of Equipment Rental Rates attached thereto be approved. \ 6. Canada Community Development Project - Sidewalk Repair, Renovation Project and Municipal Lake Front Clean Up THAT Report WD-8-83, as amended by deleting Item 6." Bowmanville Elgin Street - CPR Bridge to First Street - new Sidewalks~ be received and The Employment Branch of the Federal Ministry of Employment and Immigration be advised as itemized in Resolution #GPA-56-83. (By-law 83-13) . 7. THAT the Director of Public Works and Councillor Hobbs, Chairman of the Public Works Department be authorized to attend THE GOOD ROAD CONVENTION according to Town Policy. 8. Subdivision l8T-77047 - Durcourt Developments Ltd. THAT 1. Report PD-8-83 be received. 2. The Ministry of Municipal Affairs and Housing be advised that the Town of Newcastle recommends that subdivision application l8T-77047 submitted by Durcourt Developments Limited be denied without prejudice at this time; and 3. A copy of staff report PD-8-83 be forwarded to the Ministry of Municipal Affairs and Housing and the Region of Durham. 9. Amendment to Haydon Hamlet Development Plan THAT 1. Report PD-11-83 be received; and 2. The attached amendment to By-law 2111, as amended, be approved in accordance with Resolution Number GPA-1183-82; and (By-law 83-19) 3. The attached amendment to the Haydon Hamlet Development Plan be approved in accordance with Resolution Number GPA-1183-82. . . . . REPORT # 1 - 3 - 10. Dep~rtmental Procedures THAT 1. Report PD-12-83 be received; and 2. The att~ched Development Procedures and Application Forms be approved; and 3. The attached by-laws be forwarded to Council for approval. (By-laws 83-14 and 83-15.) 11. THAT By-law 111-82 of the City of Oshawa be received for information. 12. THAT Report PD-14-83, MONTHLY BUILDING REPORT, be received for information. 13. Activity Report December 1982 THAT Report TR-83 be endorsed and the expenditures for the month of December 1982 be approved. 14. Kawartha Region - Flood Warning Manual Update 1. Report CD-4-83 be received; and 2. The Town of Newcastle appoint the following members of Council and Town Staff as the persons to be contacted in the event of a flood emergency arising within the area of the Town located in the Kawartha Region Conservation Area: Council designate Mayor Garnet B. Rickard Alternate Councillor Keith Barr Flood Co-Ordinator Director of Public Works, R. Dupuis A.1ternate Deputy Di rector of Pub 1 i c Works, Davi d Gray 3. The Kawartha Region Conservation Authority be advised. 15. THAT Report CD-6-83, PARKING REPORT FOR THE MONTH OF DECEMBER 1982 be recei ved for information. 16. THAT Report CD-7-83 ANIMAL CONTROL REPORT FOR DECEMBER 1982 be received for information 17. Sale of Lottery Tickets - Knights of Columbus THAT 1. Report CD-8-83 be received. 2. The Knights of Columbus Council 6361, Bowmanville, be granted permission to sell raffle lottery tickets in the Town of Newcastle during the period ending May 23 1982; and 3. Mr. Victor Auger, 211 Liberty St. N., Bowmanville, be so advised. 18. Amendment to Purchasing and Tendering By-law THAT Report Admin 3-83 be received and the attached by-law, amendment to by-law 82-96, in respect of Purchasing and Tendering, be approved. See By-law 83-16 . . . .~ 21. REPORT # 1 -4- 19. THAT Report ADMIN 5-83, 1983 Budget Discussion Papers, One and Two, be received for information. 20. Canada Community Development Project Newcastle Tourism Development Project THAT T. Report Admin 6-83 be recieved. 2. The Employment Development Branch of the Federal Ministry of Employment and Immigration be advised in respect of the "Newcastle Tourism Development Project" as itemized in Resoluiton #GPA-74-83. (See by-law 83-20) THAT Report TR-2-83 be received and the MINISTRY OF REVENUE be asked to update the Assessment Roll using 1980 values rather than 1975 values.
