HomeMy WebLinkAbout09/27/1982 . . . ~ REPORT # 1 Mayor Rickard and Members of Council:- The following recommendations to Council were made at a meeting of the General Purpose and Administration Committee held on September 27 1982: 1. Street Cleaning - Village of Orono Report WD-77-82 be received. A copy of Report WD-77-82 be forwarded to Mrs. Susan M. Sawyer Secretary, Orono Central Business Improvement Area. The Durham Regional Police be requested to enforce the 3 hour parking limit in the early hours of the morning. THAT 1. 2. 3. 2. Access to Kirby Church THAT 1. Report WD-78-82 be received. 2. A certified copy of a resolution be provided to the Ministry of Transportation and Communications indicating that the Town of Newcastle agrees to provide a six-metre easement over lands owned by the Town for the purposes of provi di ng access to the Kirby United Church. 3. All survey and legal costs associated with the said easement be borne by the Ministry of Transportation and Communications. 4. The Agreement for the said easement clearly stipulates that the Town of Newcastle will not be responsible for the maintenance of any road or driveway constructed on it. 5. A copy of Report WD-78-82 and the certified resolution be forwarded to Mr. V. Mitranic, Senior Project Manager, Ministry of Transporation and Communciations for further action. 6. A copy of the report be forwarded to the Official Board of Kirby United Church. 3. THAT the MONTHLY BUILDING REPORT FOR AUGUST 1982 be received for information. 4. Rezoning Z-A-1-7-l - Dom's Auto Parts THAT 1. 2. 3. Report PD-143-82 be received. Application for Rezoning Z-A-1-7-1 be approved. The by-law rezoning the subject lands be forwarded to Council for approval at such time as the applicant has entered into a Development Agreement with the Town of Newcastle. 5. O.P.A. 86 - Kingsway Village Mall Oshawa THAT Report PD-149-82, re Official Plan Amendment 86, Kingsway Village Mall, Oshawa, be received for information (File 82-9/0/00) - 2 - Report #1 . 6. THAT 1. 2. 3. Ministry of Natural Resources Draft Land Use Strategy Report PD-150-82 be received. Council endorse staff's comments to the Ministry of Natural Resources on the Draft Land Use Strategy for Lindsay District. The Ministry of Natural Resources be so advised. 7. THAT 1. 2. Exemption to Sign By-law - (Stedman-Quinney) Report PD-156-82 be received. That an exemption be granted from Section 4(3)(b) of sign by-law 76-2S, as amended, as requested by Mr. Quinney. 8. Courtice West Neighbourhood Development Plan Amendment - Riznek . THAT 1. Report PD-15l-82 be received. 2. Council approve Amendment No. 2 to the Courtice West Neighbourhood Development Plan, attached to this Report as Attachment 1, and the Region of Durham be so advised. 3. The Region of Durham be advised that the Town of Newcastle recommends approval of Plan 18T-8l015, as revised in red and attached to this report as Attachment 2, and subject to the conditions contained in Attachment 3 to this Report. 4. A copy of Staff Report PD-1Sl-82 be forwarded to the Region of Durham. ~ 9. Solina Hamlet Development Plan - R. Davis THAT 1. Report PD-154-82 be received. 2. The attached by-law and amendment to the Solina Hamlet Development Plan be forwarded to Council for approval at such time as the Council of the Regional Municipality of Durham has considered the attached amendment to the Solina Hamlet Plan. 3. A copy of this Report and the attachments thereto, be forwarded to the Region of Durham for their information and consideration as soon as possible. 10. Exemption to Sign By-law - Grant Auto Service THAT 1. Report PD-158-82 be received. 2. (a) The attached amendment to By-law 76-25, as amended, be approved to permit Pioneer Petroleums (Central) Ltd., to erect a ground sign having a maximum sign area of 3.7 square metres (40 sq. ft.) See By-law 82-134) 2. (b) An exemption be granted by Special Resolution of Council to permit the use of the colour red within lSO feet of an intersection. . . 11. - 3 - Report #1 Oakland Developments Subdivision Part Lot 18, COnc. 7 Darlington THAT Staff proceed to negotiate an Agreement with Mr. Jeffery that would relieve him of the regulations of the water systems, as proposed, and substitute a policy which is acceptable to the Town. 12. THAT the MONTHLY FIRE REPORT, FD-13-82, FOR AUGUST 1982 be received for information. 13. Renewal of Lease for the Court Facilities in the Police & Fire Building THAT 1. Report TR-53-82 be received. 2. "Offer to Renew Lease" between Her Majesty the Queen and the Corporation of the Town of Newcastle, be approved. 3. The Clerk be authorized to draw a by-law to execute the "Offer to Renew the Lease" and said by-law be forwarded to Counci 1. (See By-l aw 82- 135) 14. Activity Report for August THAT 1. In accordance with provision of Section 220(i) of The Municipal Act, R.S.O. 1970 as restated in part below: . "The Treasurer shall receive and safely keep all money of the Corporation and shall payout same to such persons and in such manner as the laws of Ontario and the by-laws or resolutions of the Council direct". the Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended August 31, 1982 is as shown on the attached schedule. 2. The expenditures for the month of August 31 1982, be approved. 15. Tile Drainage Loans - Allin & Carruthers . THAT 1. Report CD-62-82 be received. 2. The Tile Drainage Loan Application submitted by Jim and Nancy Allin on April 30th, 1982, in the amount of $11,100. be approved. 3. The Tile Drainage Loan Application submitted by Steven W. Carruthers on June 29th, 1982 in the amount of $6,300. be approved. 4. The Rating By-law attached be recommended to Council for passage. (See By~law 82-136) - 4 - Report #1 . lS. Continued THAT 5. The Clerk be authorized to make application to the Regional Municipality of Durham for the debenturing of loans pursuant to the Tile Drainaqe Act R.S,O. 1980. 6. The applicants be advised of the actions taken with respect to their applications. 16. THAT THE MONTHLY ANIMAL CONTROL REPORTS FOR JUNE, JULY AND AUGUST 1982 be received for information. 17, Conveyance of Land to C.L.O.C.A. Stephen's Gulch THAT 1. Report Admin 82-67 be received. 2. The Central Lake Ontario Conservation Authority be advised that the Town of Newcastle will convey Parts 1,2,3,4,6,7,8,9, of Plan 10R-1250 at the appraisal value plus costs, rather than nominal amount. 18. Donation to Cancer Society . THAT 1. Report Admin 82-69 be received. 2. Council donate the $300. received from Glen-Warren Productions Limited, to the Canadian Cancer Society c/o the Local Society Branch. ~ 19. l25th Anniversary Bowmanville Celebrations THAT WHEREAS the Council of the Corporation of the Town of Newcastle is recognized to be in support of the celebration of the l25th anniversary of the incorporation of Bowmanville; and WHEREAS some interested citizens deem it to be desirable to have a limited edition coin struck, commemorating the l25th anniversary of the incorporation of Bowmanville; BE IT RESOLVED THAT, a limited edition coin commemorating the l25th anniversary of the incorporation of Bowmanville be struck ready for sale in 1983; and BE IT FURTHER RESOLVED THAT, the funds required to meet the initial costs of $5,000. of the issue be drawn from the General Operating Fund of the Corporation of the Town of Newcastle; and . - 5 - Report #1 . 19. Continued: BE IT FURTHER RESOLVED THAT the funds generated from the sale be applied to the $5,000. advance to completely retire same; and BE IT FURTHER RESOLVED THAT the additional funds raised from sale of coin be used to further the celebration of the l25th anniversary of the incorporation of Bowmanville. 20. Orono Fire Hall THAT the recommendation in the Mayor's Confidential Report re Orono Fire Ha 11 be approved with the amendment that Item 2, i ncl ude "Schedul e 'C'''. Respectfully submitted R.
