REPORT # 1
TOWN OF NEWCASTLE
Mayor Rickard and Members of Council:
The following recommendations to Council were made at a meeting of the
General Purpose and Administration Committee on July 12 1982:
1. Contract for Crushed Gravel
THAT Staff be authorized to advertise tenders for the crushing and delivery
of granular materials to the Town of Newcastle, in accordance with the 1982
Road Maintenance Budget:
THAT the supply of pit run gravel for crushing be obtained from the Kovacs Pit
and the Reid Pit at the unit prices quoted, as well as from the Town-owned pit
in part lot 16, Concession 2, former Township of Clarke.
2. Contract for Hot Mix Paving
THAT staff be authorized to call tenders for the supply and placement of hot
mix paving in the Town of Newcastle, in accordance with the 1982 Road
Maintenance and Construction Budget;
THAT, upon the award of the successful tender, it be forwarded to the Ministry
of Transportation and Communications for approval.
3.
1982 Culvert Maintenance and Construction Quotations
THAT the quotation for the supply and delivery of corrugated steel pipe, submitted
by Peterboro Culvert Limited, be accepted.

4. Policy re Closing and/or Closing and Conveyance of Municipal Road Allowances
THAT the policy in respect of the Closure, and/or Closure and Conveyance, of Municipal
Road Allowances, be adopted and the procedures detailed and attached to the Policy
for the Closure, and/or Closure and Conveyance of Municipal Road Allowances, as
amended, as follows, be implemented forthwith:

The Director place a public notice to the effect that
such an application is to be considered.
5. Land Division Appl ication LD-430/81 (Fracz)
THAT Mr. Walter Fracz' delegation be acknowledged and the recommendations in
Report PD-1l6-82 re Land Division Appl ication LD 430/81, part of lot 31, Concession 2,
Darlington, be endorsed and the report be received and a copy be sent to Mr. Fracz.

6.
Closure of Pine Street
.
THAT the unopened Pine Street Road Allowance be closed and conveyed in
accordance with the new Town Policy in respect of Closure/conveyance of
road allowances and
THAT the representatives of Glenson Investments Limited be so advised.
THAT staff and the applicants be commended for working together to resolve
the matter.
7. Received for Information
THAT the following be received for information:
Minutes of the Committee of Adjustment of June 23 1982
By-law 34-82 of the Township of Scugog
By-law 37-82 of the Township of Scugog.
8.
Proposed Amendment No. 76 to t he Official Plan of the Region of Durham
THAT the Ministry of Municipal Affairs and Housing be advised that the Town
of Newcastle has no objection to the amendment of the Region of Durham Official
Plan incorporating a policy with respect to condominiums, and subject to
Official Plan Amendment Application No. 76.
9.
Rezoning Z-A-3-2-6. part lot 16, Conc. 1, Clarke (Bonnano)
THAT application for rezoning Z-A-3-2-6, affecting part of Lot 16, Concession 1,
be approved and the by-law be forwarded to Council for approval. (See By-law 82-97)
10. Hamlet Development Plan for Tyrone
THAT the revised Hamlet Plan for the Hamlet of Tyrone as attached to Report PD-118-2
be approved; the Region of Durham be forwarded a copy of staff report PD-118-82
and be requested to process the required amendment to the Darlington Official Plan
which is attached to the report; and a copy of the approved Hamlet Development
Plan be forwarded to the Ministry of Municipal Affairs and Housing for their information.
11. Coombes Pit - Increase in Annual Tonnage - Part Lot 6, Conc. 4, Darlington
THAT Mr. Coombes be advised that he should make formal application to the Ministry
of Natural Resources for an increase in his annual tonnage limit:
THAT Mr. Coombes be further advised that the Town will comment on his application
at such time as it has been circulated by the Ministry of Natural Resources.

12.
Rezoning Z-A-l-10-2
- Dubeau
THAT Application for Rezoning Z-A-l-10-2 part lot 35, Conc. 3, Darlington
be approved and the by-law be forwarded to Council for approval. See By-law 82-98
13. THAT the MONTHLY FIRE REPORT FOR JUNE 1982 be received for information.
14. Purchasing By-law and Purchasing Procedures Manual
THAT the by-law in respect to the Purchasing and Tendering Policies be forwarded
to Council for approval. See By-law82~96
THAT the Purchasing Procedures Manual be endorsed as a guide for purchasing for
the Town of Newcastle.
15.
THAT the PARKING REPORT FOR JUNE 1982 be received for information.
16.
Newcastle Hydro Electric Commission Lease
THAT the request that the lease respecting Town-owned lands described as part lot
10, B.F. Concession, parts 1 and 2, on Reference Plan 10R-1195, be amended and
the term of the lease reducted to forty-nine (49) years;
THAT the Mayor and Clerk be authorized to execute the amending agreement on
behalf of the Town. See By-law 82-99.
THAT the firm of VanNest and Associates, Solicitors, 118 King St. Bowmanville
Ontario, L1C 3K9 be so advised.
Parking Enforcement Orono and Newcastle Village
THAT the Town of Newcastle award a contract to Oshawa Security Service Ltd.
for the provision of Parking Enforcement Service in Orono and Newcastle Village
for the balance of 1982;
THAT a by-law be approved and the Mayor and Clerk be authorized to execute the
agreement on behalf of the Town; See by-law 82-100
THAT the effectiveness of the program be monitored and reviewed by Committee
at the end of the year 1982 and depending upon the findings, the contract be
extended for the year 1983 or cancelled;
THAT the cost be charged to "Parking Enforcement - Purchase of Services"
Account Number 7225-0249-x-7.

18.
Feasibility Study - Bowmanville and Clarke Museums
THAT the Mayor, Council and Staff convene a meeting with representatives of
the Bowmanville Museum Board, the Clarke Museum Board, the Newcastle Village
Historical Society and LACAC to discuss the creation of a single Board of
Management for the Administration and Operation of Museums in the Town of
Newcastle and a copy of this report be forwarded to the above-mentioned
organizations for information.
19. Bill 149 and Bill 150
THAT the correspondence from the Ministry of Municipal Affairs and Housingand Bill 150
be received for information and staff review and prepare a report to Committee on
the implications to the Municipality of Section 3 and 9 of Bill 149.
20. A.M.O. Convention
THAT the 4 voting delegates to the A.M.O. Convention be one staff person and 3
members of Council.
21.
A.M.O. Director
THAT the A.M.O. be notified that the Council of the Town of Newcastle supports
Mayor G. B. Rickard's position as a Director of the Association.
22.
Construction of Holt Road (Ontario Hydro)
THAT a by-law be passed authorizing the Mayor and Clerk to execute an Offer
to Sell related to lands required for the reconstruction of Holt Road, between
Highway 401 and Baseline Road, in the former Township of Darlington between
the Town of Newcastle and Mr. James A. Barnes, for a portion of Lot 20, B.F.
Concession, former Township of Darlington, being an area of 0.058 acres, more or less;
THAT a letter of acceptance be forwarded to the Vendor, in accordance with the
requirements of the Offer to Sell and
THAT the documents be forwarded to the Town Solicitor for completion of the
transaction and registration of the documents.
23. Block "J" - Hetherington Drive
THAT the Town proceed to execute an agreement with Mr. J. Ralfe, as per
resolution #GPA-832-82, despite the objection received;
THAT a copy of this report be forwarded to Mr. J. Ralfe and Mr. M. Morphet.

24.
Re-evaluation of Non-Union Positions
THAT the recommendation in Confidential Report Admin 82-49, re Evaluation of
Non-Union Positions, be endorsed

Non-Union Benefits Proposed Amendments to By-law 79-90
THAT the proposed changes in By-law 79-90 be endorsed by Council
THAT the Administrator be instructed to bring forward a by-law to amend
By-law 79-90 giving effect to the proposed changes.

Public Works Organization
THAT the organizational structure of the Public Works Department of the Town
of Newcastle be as set out in Schedule 'A' attached to Report WD-57-82;
THAT the Director of Public Works be authorized to hire an Engineering Technician,
at Category 13, ($18,800 to $23,500), in accordance with the Collective Agreement;
THAT the Director of Public Works be authorized to hire an Administration and
Records Supervisor, at Salary Grade 9, according to the Policy for Non-Union Staff;
THAT the position of Administration and Records Supervisor be internally and
externally advertised;
THAT the Director of Public Works prepare specific Job Descriptions for each
position detailed in Schedule 'A' to be presented to Council, at a later date
for adoption by by-law;
THAT the Director of Public Works be authorized to lease a word processor
for use by the Public Works Department.
