REPORT TO THE COUNCIL MEETING OF JULY 5, 1982
MAYOR RICKARD AND MEMBERS OF COUNCIL:

The following recommendations to Council were made at a meeting of the General
Purpose and Administration Committee on June 28th 1982.
1.
Hampton Hall Board
THAT Committee acknowledge the delegation of Mrs. Hill on behalf of the Hampton
Hall Board, and refer the brief to staff for a report to the next General Purpose
and Administration Committee meeting, and that consideration be given by staff to
including some of the projects suggested in the Provincial Employment Incentive
Program.
2.
Canada Employment Centre for Students
THAT Miss Lunnbe thanked for her presentation and staff and Council give serious
consideration to hiring a student in the Town whenever possible.
3.
Walter Fracz, Trull's Road, Courtice
THAT the delegation of Mr. Fracz be acknowledged and the concerns be referred to
staff for a report to Committee and recommendation, and that consideration be given
to recommending that this area be recognized as a cluster in the Darlington Zoning By-law.

Glenson Investments Limited
THAT the recommendations in Report PD-107-82, re Glenson Investments Ltd., be
referred to Council.

Pedwell Expropriation
THAT Committee recommend to Council that they concur with the Solicitor's
recommendations to settle the expropriation claim as indicated in Report Admin 82-29
6.
Closure & Conveyance, Lots 16 & 17, Conc. 4, Darlington
THAT Report WD-47-82 be received, and the value of the lands comprising Parts 1, 2 and 3,
Pl an lo-R-1466 be establ i shed at $4,575.00 (Four thousand fi ve hundred and seventy-fi ve
dollars) per acre, and further that conditional upon the applicant agreeing to convey
parts 2 & 3 to the Town, Part 1, Plan 10-R-1466 be closed, by by-law and conveyed,
in accordance with Town Policy.
7.
M.T.C. Reconstruction of Highway 2 (Oshawa to Bowmanville
Closure and Conveyance of Road Allowance
THAT Report WD-48-82 be received and that Council, by certified resolution, approve
the closure and conveyance of Parts 18, 19 and 20, Plan P-1680-86, to the Ministry
of Transportation & Communications, to facilitate the reconstruction of Highway 2,
from Oshawa to Bowmanville, and further that this transaction be completed at no
cost to the Town of Newcastle.

8.
Petition - Southway Drive, Bowmanville GPA-760-82
THAT a copy of Report WD-49-82 be forwarded to Mr. Carl Brunt, spokesman for the
petitioners for the reconstruction of Southway Drive, between Simpson Avenue and
Flett Street, Bowmanville.
9.
Tenders for storm sewer construction Baseline Road, Bowmanville
THAT Council authorize the calling of tenders for storm sewer construction on
Baseline Road in Bowmanville in accordance with 1982 budget account #7205-0513-00561-9.
10.
Mill Street Bridge Repair at Graham Creek - Budget Item 7206-000-081
THAT this report be received, and that Totten, Sims, Hubicki Associates Limited be
retained to administer and supervise qualified bridge repair contractors in the
repair of the Mill Street Bridge spanning Graham Creek, on a time and material
basis, rather than on a cost plus payment basis.
11.
East Woodbridge Development, Lot 15, Conc. 1, Darlington, 18T-81025
THAT Council recommend draft plan approval of Plan 18T-81025, subject to the
conditions attached in Report PD-93-82.

Staging Policies Courtice Urban Area OPA 80-35/N/D
THAT staff be authorized to advertise the proposed amendment attached to Report
PD-94-82, and that the Regional Municipality of Durham be requested to provide any
comments they may have on the proposed draft amendment.
13.
Monthly Building Report
THAT report PD-103-82, Monthly Building Report for May 1982, be received for information.
14.
By-law 29-82 Township of Scugog
THAT the recommendations in Report PD-104-82 be endorsed, and By-law 29-82 of the
Township of Scugog, be received and filed.
15.
Proposed Amendment Sucee Subdivision Agreement S-D-1-15-2
THAT By-law 82-88, authorizing execution of the agreement between Ronald J. Sucee
and Gertrude Irene Sucee and the Corporation of the Town of Newcastle be approved, and
that the amendment to the subdivision agreement authorized by by-law 80-151 between
the Corporation of the Town of Newcastle and Ronald J. Sucee and Gertrude Irene Sucee
be approved for execution by the Mayor and Clerk.

Extension of Draft Plan Approval, Courtice Heights Developments
S-A-1-6-2 and S-A-1-10-1
THAT the Ontario Municipal Board be advised that the Corporation of the Town of
Newcastle has no objection to the draft plan approval of Plan 18T-76048 to June
12, 1983, conditional upon revision of the lot numbering to reflect the proposed
changes as shown on the plan prepared by J. D. Barnes Limited, Surveyors and
identified as drawing 78-21-116-2-A, and that the Ontario Municipal Board be
advised that the Corporation of the Town of Newcastle has no objection to an
extension to the draft plan approval of Plan 18T-76027 to June 12, 1983, subject
to the conditions attached to the report. (Report PD-108-82)

Forestry Place (Registry Office) Liberty Street
THAT the by-law attached to Report PD-109-82 authorizing execution of an agreement
between the Canadian Foresters (Eastern) Group and the Town of Newcastle be approved;
and the development agreement attached to Report PD-109-82 between the Canadian
Foresters (Eastern) Group and the Corporation of the Town of Newcastle be approved
for execution. See By-law 82-89
18.
By-law 72-82 - City of Oshawa
THAT By-law 72-82 of the City of Oshawa be received and filed.
19.
Amendments to Property Standards By-law 82-63
THAT Report PD-111-82 be received and the attached amendments to By-law 82-63
be adopted by Council. See By-law 82-90
20.
Procedures re Property Standards By-law 82-63
THAT Report PD-112-82 be received and the attached procedures respecting the
Property Standards By-law 82-63 be approved.

Application to amend the Durham Regional Plan 82-17/D
THAT Report PD-113-82, Application by the Township of Scugog to amend the Durham
Regional Official Plan 82-17/D be tabled until the Region has convened a public
meeting in the Burketon vicinity.
22.
Proposed Amendments to By-laws 1587 (Bowmanville) 1592 (Clarke)
THAT the by-laws attached to Report PD-105-82 be forwarded to Council for approval
and upon approval of the by-laws, the Clerk be directed to provide notice through
publication. See By-laws 82-91 and 82-92
23.
Flood Light Poles Memorial Park Bowmanville
THAT the quotation received from George Moore Electric to straighten flood light
poles, Memorial Park, Bowmanville, be accepted as the lowest bidder and meeting
all specifications.

24.

THAT the quotation received from Henderson Recreation Equipment for playground
equipment for Burketon Park be accepted as the lowest bidder and meeting all
speci fi cati ons.
25. THAT Report CS-26-82, Method of Payment of Fees relating to the use of
Town owned and operated recreational facilities, be received for information.
26.
Fencing Lot 21, Orono Estates
THAT the quotation from Frost Steel & Wire Company Limited of Toronto in the amount
of $1,908.00 be accepted as the lowest bid for fencing, Lot 21, Orono Estates,
and meeting all specifications.
27.
Exemption to Cemetery By-law
THAT th,e request of Mr. John O'Toole for exemption from the requirements of By-law
Number 79-104 be approved and he be permitted to have a tombstone base forty-four
inches long installed at the head of Plot Number 1, Lot 26, Block "Y" in the
Bowmanville Cemetery and he be advised of the decision.

28. THAT Report TR-31-82, Newcastle Fitness Centre "Splash" Fund Raising
Project be received for information.
29.
1982-1983 Insurance Coverage
THAT the recommendations in Report TR-32-82, 1982-1983 Insurance Coverage, be
endorsed and the acti ons, as set out in RESciI ution #GPA-821-82, be taken on the
recommendations contained within the 1982 Risk Management Report as prepared by Frank
Cowan Company Limited Insurance.
30. THAT Report TR-33-82, Legal Fees to April 30, 1982, be received for
information.
J 31. Library Board Deficit
THAT Report TR-34-82, Town of Newcastle Library Board 1981 Deficit, and the resolution
of the Board be referred to Council when all members are present.

Refreshment Ve,hicle Licence (Oulton)
THAT Council authorize the issuing of a Refreshment Vehicle Licence to
Phyllis Oulton.
33.
Refreshment Vehicle Licence (Richard)
THAT Council authorize the issuing of a Refreshment Vehicle Licence to Mrs.
Rose Anne Richard.
34.
Women's University Club of Oshawa Raffle
THAT the University Women's Club of Oshawa's request for permission to sell Raffle
Lottery Ti ckets a,nd hol d the draw in the Town of Newcastl e be approved; and
the Clerk of the City of Oshawa be advised that the Town of Newcastle has no objection
to the issuing of a Raffle Lottery Licence by the City of Oshawa to the University
Women's Club of Oshawa.

Tile Drainage Loans Boekee and Ceresmore Farms Ltd.
THAT Report CD-40-82 be received and the Tile drainage Loan Applicatioffi submitted
by John and Hilda Boekee on October 21,1981, in the amount of $18,000.00 and
by Ceresmore Farms Limited on January 12, 1982, in the amount of $9,572.69 be
approved and;
the amount of funds allocated for payment to each applicant be limited to 60% of the
final cost of the works constructed in accordance with the direction of the Ministry
of Agriculture and Food and the applications be processed when Provincial Funds
become available and the applicants be so advised.

THAT the Parking Report for May 1982 be received for information.
Block "J" Plan 702 Waverley Gardens, Phase II (Ralfe)
THAT Mr. J. Ralfe be advised that the Town is prepared to execute an agreement with
the owners of Lots 85 and 86, abutting Block "J" to permit the owners to landscape
and fence Block "J" and the property owners in the Hetherington cul-de-sac be so
notified.

38.
Supplementary Agreement No.7 (Darlington GS)
THAT Council approve and authorize execution of Supplementary Agreement No. 7
in respect of Storm Water Management in the Courice Urban Area and the by-law be approved
giving effect to the above. See By-law 82-93
On execution, Supplementary Agreement NO.7 be forwarded to the Regional Municipality
of Durham for approval.
39.
Oshawa Deaf Centre
THAT the correspondence from the Oshawa Deaf Centre be received and they be advised
of Town Policy re Grants, as it is now mid-term of the year, and a copy of the Town's
grant application be sent to them for their use in 1983.
40. THAT the Mayor's Report on Expenditures re Promotion Day be received
for information.
41. THAT Council officially endorse the apple blossom as the Town
of Newcastle's floral emblem.
